WARDLOW ROAD, LONG BEACH, CA, 9:00 AM Opening Remarks President Garnica mentioned that this meeting would be a Water department-centric meeting, and it’s rightfully so since this would be the last Commission meeting at the water department. President Garnica was extremely thankful for the hospitality that the Water department and Mr. Garner showed during the Commission’s time using the facilities. Ms. Pizarro Winting also expressed her gratitude towards Mr. Garner and his staff. Mr. Garner and staff thanked the Commission for their kind words and mentioned that the Commission is always welcomed back should they decide to use the Water Department for future business meetings and hearings. President Garnica welcomed our newest Commissioner, Erik Fallis, to his first Commission meeting. Commissioner Fallis expressed his excitement to join the Civil Service Commission and shared his professional and personal background. Commissioner Gonzalez Edmond shared that she has previously worked with Commissioner Fallis, and she was excited to work with him once again. 1. COMMENTS FROM THE PUBLIC – THE CIVIL SERVICE COMMISSION WILL HEAR FROM MEMBERS OF THE PUBLIC ON MATTERS WITHIN THE COMMISSION’S JURISDICTION Erik Maitland, Communications Specialist I of the Technology and Innovation Department, came to the Commission to discuss previous comments made in August 2020. Mr. Maitland gave the Commission and Ms. McDonald credit for the work that has been done so far but was present to seek further assistance from the Commission. President Garnica asked Ms. Pizarro Winting for a report on this matter. Ms. Pizarro Winting mentioned that she had received an email yesterday from Human Resources that the study has been completed, and we will be following suit. President Garnica thanked Mr. Maitland for coming to the Commission with this matter. WARDLOW ROAD, LONG BEACH, CA, 9:00 AM 2. 22-076CS Recommendation to approve minutes: Regular Meeting of March 2, 2022 Revised Minutes of Dismissal Hearing 04 -D-1819 Minutes of January 12, 19, & 26, 2022 Commissioner Gonzalez Edmond corrected the title for the recommendation to approve the minutes. The meeting agenda of March 16, 2022, says, “Recommendation to approve minutes of Regular Meeting of March 2, 2022,” but it should read “Recommendation to approve minutes of the Special Meeting of March 2, 2022.” Staff acknowledges the correction. President Garnica mentioned a typographical error on page 13 of 14. She would like to extend the portion in which she acknowledges the beginning of Women’s History Month to reflect that on the Special Meeting of March 2, 2022, the dais was made up of all women, and it was a great way to kick off Women’s History Month with an all-female dais. Ms. Pizarro Winting confirmed that it was because it was a closed hearing. Commissioner Arias asked if Mr. Anderson could provide the Commission with a summary of the changes for Dismissal Hearing 04 -D-1819 Minutes of January 12, 19, & 26, 2022, since this is a revision of those minutes. Mr. Anderson mentioned that the changes made were to include the appellant’s exhibits in the minutes since they had not been included before the revision. Ms. Pizarro Winting mentioned the language at the end of the minutes was revised. Ms. Pizarro Winting explained that although she has gone through the interview process, it still needs to be approved by the Commission. Ms. Dickerson had previous classified status and was voluntarily transferred to an unclassified position within the department, and now she will be returning to a classified position. Ms. Pizarro Winting explained that similar to the recruiting done by Civil Service for a Clerk Typist III, the recruiting for this position was done by selecting internal candidates and not by an eligible list. Staff explained that recruiting was open to individuals within the Fire Department. Commissioner Gonzalez Edmond asked if this was similar to reappointing a resigned employee, and Ms. Pizarro Winting explained that the Commission has the authority over the movement of classified employees and because Ms. Dickerson is coming back into the classified service, that requires action from the Commission. Ms. Pizarro Winting mentioned that if she had resigned then this would fall under a different Civil Service rule. A representative from the department was available to answer questions. Commissioner Gonzalez Edmond asked, under minimum requirements for the position, why it needs “Wilmington field experience desirable”. Ms. Ramos deferred the question over to the subject matter expert, Sandra Aguilar. Ms. Aguilar explained that the City of Long Beach is a trustee for the oil operation that operates as the Wilmington Oil Field, and this is a desirable experience for those applying for this job. Commissioner Gonzalez Edmond asked if people in the industry would understand this requirement and Ms. Aguilar assured her that an individual applying for this role would be able to understand the requirement. Commissioner Arias asked if the exam that is required for Mr. Fuentes to take before being removed from the probationary period is available online. Jennifer Rojas, Director of Water and Sewer Field Operations, responded that it is not a computer-based exam from home but rather a computer-based exam from a specific location. Commissioner Arias also asked if individuals could choose their exam dates. Ms. Rojas mentioned that once you apply for this particular exam, the application needs to be approved, and then the individual is given a date for the exam. Commissioner Arias pointed out that the wait times are extremely long to take the exam, to which Ms. Rojas agreed and mentioned that it has taken even longer for Mr. Fuentes and others due to the backlog from COVID. Communication was received during the meeting that Mr. Fuentes had been approved to select his exam date. WARDLOW ROAD, LONG BEACH, CA, 9:00 AM 16. 22-089CS RECOMMENDATION TO RECEIVE AND FILE RECRUITMENT AND SELECTION REPORT REGARDING HIGH SCHOOL EDUCATION OR GENERAL EDUCATIONAL DEVELOPMENT (GED) EQUIVALENT REQUIREMENT ON JOB OPPORTUNITY BULLETINS Communication from Commissioner Gonzalez Edmond Ms. Pizarro Winting introduced Commissioner Gonzalez Edmond who provided a brief introduction of the report and introduced Caprice McDonald who presented an in-depth report. Commissioner Gonzalez Edmond thanked Ms. McDonald for her report. Commissioner Gonzalez Edmond explained the Committee did not have any final recommendation to make any changes to our existing practice, but they did learn, through the Griggs v. Duke Power case in 1971, there was a trend of cities and municipalities changing the way that they were drafting the minimum requirements for positions. In the 80’s, Long Beach dropped the high school requirements for a significant number of positions that previously had high school requirements, so as the City continues to look at things from an equity lens, it is important to note that putting requirements in certain positions can discourage people from applying for these roles. The Committee also looked at the desirables for certain positions and the Committee is looking into the classification specification of positions as well as adding GED when requiring a high school education. Ms. McDonald mentioned that of the 269 classified positions, only 15 have a history of requiring a GED or high school equivalent. As of today, only 7 of those classifications require a high school diploma, and those are within the safety category. Commissioner Arias acknowledged the great work done on the report as it was very informative and mentioned that as an educator it was important for her to bring up this issue to the Committee but mentioned that the information provided was too old and would like to see more relevant information. She mentioned that for future bulletins, the Commission should be looking at adding the education that assures that applicants can achieve those basic skills. WARDLOW ROAD, LONG BEACH, CA, 9:00 AM mentioned that she was interested in seeing the 7 positions that still require a high school diploma and is glad to see those positions in the protected category. Commissioner Arias emphasized the importance of education and thanked the committee and staff for an excellent report. Commissioner Gonzalez Edmond agreed with Commissioner Arias and asked what efforts are being made for employees to continue their education once they begin their work with the City, since further education can help with the promotability of an employee. Commissioner Fallis mentioned that coming from a community college lens, he values the power of education, but also knows that higher education is riffed with over credentialing and those job descriptions can exclude a lot of good candidates because of it, so he’s glad to see the City of Long Beach adding the education requirements that are needed for the positions, as opposed to the over credentialed job descriptions. President Garnica appreciates having the perspective of educators and mentioned that education doesn’t mean a person has critical thinking skills and a lack of education doesn’t mean that a person can’t get to very high places and hopes that no one is left behind because of their circumstances. Ms. McDonald wanted to follow up on the questions raised earlier in the discussion by Commissioner Arias. Regarding the classifications that require a high school diploma/GED, Ms. McDonald stated that it was the following; Fire Recruit, Police Recruit, Firefighter, Police Officer, Park Ranger, and Harbor Patrol Officer. And in response to the information used as a reference in the report, Ms. McDonald let the Commission know that the cases provided are still the most recent and relevant to date. Recruitment and Selection Committee Commissioner Gonzalez Edmond informed the Commission that the Committee is in the process of scheduling its next meeting regarding the testing questions brought forth by Mr. Downing. Commissioner Gonzalez Edmond informed the Commission that the Recruitment and Selections Committee has asked staff to look into creating an ad hoc advisory committee, composed of Civil Service, Human Resources, and Labor Leaders to look at Article 3, of the Civil Service Rules and Regulations. C. Special Projects Committee The Special Projects Committee does not have a report at this time, but Commissioner Arias mentioned that she would like to agendize approving Commissioner Fallis to join the Special Projects Committee. Recruitment and Outreach Services Division - Crystal Slaten Ms. Slaten updated the Commissioner that Civil Service is partnering with Long Beach Unified School District, and Wilson High School is hosting a mock interview opportunity, and Ms. Slaten will be sitting on the Pathway for Leadership in Public Sector panel, which is for students who have an interest in working in the Public Sector. Ms.Slaten informed the Commission that Civil Service is partnering with Human Resources, specifically the Long Beach Recovery Act unit, to assist with job openings in the unclassified arena. Civil Service is meeting with the Human Resources staff to see how they can collaborate on raising awareness amongst the community, specially the underserved community members, of all the opportunities the City of Long Beach has to offer. Ms. Slaten wanted to thank the Administrative Support Team and the Employment Division Team for all their work and informed the Commission that Civil Service will be receiving the Administrative Aide list, so she’s looking forward to finding candidates for the current Administrative Aide position at Civil Service. Ms. Slaten thanked Maria Cano for all the work she’s been doing training Isela Gonzalez. Commissioner Gonzalez Edmond asked if Civil Service is doing any work in other high schools, such as Cabrillo and Polly High School, and what work is being done district-wide. Ms. Slaten mentioned that this is one of the first events and as the City keeps opening up, Civil Service plans to be in more of these types of events. Commissioner Gonzalez Edmond also asked about what the Recruitment and Outreach Services division is doing in regard to social media outreach. Ms. Slaten informed the Commission that Maria Cano will be spearheading all social media efforts, and the newest Administrative Aide will be her backup. The team is currently working on a social media strategy that includes having postings on LinkedIn, Facebook, Instagram, and Twitter, with an emphasis on hard to recruit positions. Commissioner Gonzalez Edmond asked for a presentation or analytics regarding social media outreach to see what the most effective social media medium is when it comes to recruiting. President Garnica commented that she is excited and looking forward to hearing more about the work the Recruitment and Outreach Services division is doing with the Police Department. President Garnica recommended that Civil Service has a recruitment event geared towards showing young students all the different roles that the City has to offer. Ms. Slaten assured the Commission that this is something that the staff is working on. WARDLOW ROAD, LONG BEACH, CA, 9:00 AM regard to advancing women in policing and would like to see a report in the future, and Ms. Slaten assured her that the staff would be providing that in the near future. B. Employment Services Division - Caprice McDonald Ms. McDonald shared that momentum is picking up within the division. The staff is continuing to do amazing work with bulletins and exams. Commissioner Arias shared with the staff that she was very pleased with the work that was done with the bulletins. Ms. McDonald updated the Commission on the Battalion Chief, Assistant Administrative Analyst, and Police Lieutenant exams. During the discussion, Ms. McDonald informed the Commission that Elsa Ramos has accepted a role in the Police Department and thanked her for all the work that she did during her time with the Civil Service Department. Ms. McDonald also shared that she’s working closely with Human Resources to continue to build a strong foundation between Civil Service and Human Resources Departments. C. Administration and Support Services Division - Maria Alamo Ms. Pizarro Winting informed the Commission that Ms. Alamo had a meeting that she needed to attend and will not be providing a report. D. Executive Director - Christina Pizarro Winting Ms. Pizarro Winting welcomed Commissioner Fallis and informed the public that the Commission will return to City Hall for all business meetings and hearings. Ms. Pizarro Winting informed the Commission that our new analysts have attended staff report training and will be providing the staff reports and presentations to the Commission starting on March 30th. Ms. Pizarro Winting acknowledged Ms. Ramos’ departure. Ms. Ramos was an amazing part of the team. Her work ethic is unmatched and the contributions that she made during her time at Civil Service will be felt for many years to come. Ms. Pizarro Winting added that she has invited Ms. Ramos to the meeting on March 30th to share all the work that’s being done with Police Recruit. The Commission expressed their gratitude for all the work that Ms. Ramos did during her time with Civil Service and wished her the very best in her new role. Ms. Ramos thanked the Commission for their kind words and provided an overview of her new role with the Police Department, which includes overseeing their paid leaves and assisting with expanding the wellness program for officers. President Garnica mentioned that she is excited about Chief Hebeish “whole person” approach when it comes to our police officers and looking forward to Ms. Ramos’ work in that area. UNFINISHED BUSINESS Commissioner Arias mentioned the farewell celebration for Commissioner Dowling and Ms. Pizarro Winting assured her that staff is working on this. President Garnica mentioned that the Commission retreat is still pending and more information will be provided at a later date. 20. NEW BUSINESS President Garnica updated the Commission on the meeting with Chief Hebeish. President Garnica also mentioned that the Commission continues to meet with stakeholders to understand their needs and how the Civil Service department and Commission can be there to provide help. Commissioner Gonzalez Edmond asked if there were any discussions regarding the conversation the Commission had with Chief Luna about the reconciliation process and the issues that the Commission planned to address in partnership with the Police Department. President Garnica said that there wasn’t anything specifically discussed regarding the previous conversations that were had with Chief Luna, but the things that were discussed from an equity lens are being considered. President Garnica thanked Commissioner Gonzalez Edmond for reminding the Commission about the conversation with Chief Luna, and Commissioner Gonzalez Edmond stressed the importance of continuing these conversations and continuing to follow up. Civil Service Staff will provide notes and other material from previous meetings to the Executive Committee. The Executive Committee will follow up with Chief Hebeish on the reconciliation items. President Garnica would like Ms. Pizarro Winting to schedule and plan the next Commission retreat, as well as work on the annual report. Commissioner Arias would like to agendize the addition of Commissioner Fallis to the Special Projects Committee for the Commission meeting on March 30th. Commissioner Arias would like a report and presentation at an upcoming Commission meeting on Non-Career employees. Commissioner Gonzalez Edmond asked if they need to agendize the advisory committee for the Recruitment and Selection Committee. Mr. Anderson mentioned that if it’s a temporary body then it can be done within the Committee. A discussion was had about the role of the Advisory Committee and the Civil Service staff’s research about forming the committee. The Recruitment and Selections Committee will be creating an ad hoc advisory committee, composed of Civil Service, Human Resources, and Labor Leaders to look at Article 3 of the Civil Service Rules and Regulations.
