CITY OF LONG BEACH TUESDAY, MAY 26, 2020 CULTURAL HERITAGE HELD VIA TELECONFERENCE, 5:00 PM COMMISSION MINUTES Julianna Roosevelt, Chair Alan Burks, Commissioner Kathleen Irvine, Vice Chair Kevin McGuan, Commissioner Tasha Hunter, Commissioner Dr. Lourdes Ramos, Commissioner Craig Smith, Commissioner FINAL AGENDA AND MINUTES CALL TO ORDER Chair Roosevelt called the meeting to order at 5:00 p.m. ROLL CALL Also present: Christopher Koontz, Planning Bureau Manager; Patricia Diefenderfer, Advance Planning Officer; Erin Weesner-McKinley, Deputy City Attorney; Alejandro Plascencia, Project Planner; Gina Casillas, Project Planner; Maryanne Cronin, Project Planner; Pluchette Slusher, Clerk. Commissioners Tasha Hunter, Kevin McGuan, Lourdes Ramos, Craig Smith, Present: Alan Burks, Kathleen Irvine and Julianna Roosevelt FLAG SALUTE Commissioner Smith led the flag salute. MINUTES 20-013CH Recommendation to receive and file the corrected Cultural Heritage Commission minutes of March 31, 2020. A motion was made by Commissioner Smith, seconded by Commissioner Hunter to approve recommendation. A motion was made by Commissioner McGuan, seconded by Commissioner Smith, to approve recommendation. The motion carried by the following vote: Yes: 7 - Tasha Hunter, Kevin McGuan, Lourdes Ramos, Craig Smith, Alan Burks, Kathleen Irvine and Julianna Roosevelt DIRECTOR'S REPORT Alejandro Plascencia, Project Planner, presented the Director's Report. REGULAR AGENDA 1. 20-015CH Recommend that the City Council designate a two-story apartment building located at 735-741 Locust Avenue as a Historic Landmark. (District 1) Patricia Diefenderfer, Advance Planning Officer, introduced Gina Casillas, Project Planner, who presented the staff report. Chair Roosevelt spoke. The motion carried by the following vote: Yes: 6 - Tasha Hunter, Kevin McGuan, Craig Smith, Alan Burks, Kathleen Irvine and Julianna Roosevelt Abstain: 1 - Lourdes Ramos 2. 20-016CH Recommendation to approve a Certificate of Appropriateness to construct a new 525-square-foot, second-story Accessory Dwelling Unit (ADU) over an existing two-car garage at a property located at 710 East Sunrise Boulevard. The existing primary residence is a contributing structure within the Sunrise Boulevard Historic District. (District 6) Patricia Diefenderfer, Advance Planning Officer, introduced Maryanne Cronin, Project planner, who presented the staff report. Chair Roosevelt spoke. Nordee Saritvanich, applicant, spoke. The motion carried by the following vote: Yes: 7 - Tasha Hunter, Kevin McGuan, Lourdes Ramos, Craig Smith, Alan Burks, Kathleen Irvine and Julianna Roosevelt 3. 20-017CH Recommendation to approve a Certificate of Appropriateness to construct a new one-story, 576-square-foot Accessory Dwelling Unit (ADU) at a property located at 3541 Rose Avenue, a contributing lot within the California Heights Historic District. (District 7) A motion was made by Commissioner McGuan, seconded by Commissioner Smith, to continue item to June 30, 2020. The motion carried by the following vote: Yes: 7 - Tasha Hunter, Kevin McGuan, Lourdes Ramos, Craig Smith, Alan Burks, Kathleen Irvine and Julianna Roosevelt PUBLIC PARTICIPATION: Members of the public are invited to address the Cultural Heritage Commission on items of interest to the public within the Commission's jurisdiction. Each speaker will be limited to two minutes unless that time is extended by the Chair.
