1. 14-1080 Recommendation to approve the minutes of the Economic
Development and Finance Committee meeting held Friday, October
17, 2014.
A motion was made by Member Uranga, seconded by Vice Chair
Price, to approve recommendation. The motion carried by the
following vote:

2. 14-1081 Recommendation to receive a report from City Attorney regarding a
proposed amendment to the Long Beach Municipal Code Section
3.48.010, relating to City Attorney authority, and forward
Committee's comments and/or recommendation to the City Council
for consideration.

Price, to approve recommendation, as amended, to include
providing the Committee bi-annual reports of claims processed.

small business recruitment, retention and growth.

Economic and Property Development.

A motion was made by Vice Chair Price, seconded by Chair
Mungo, to approve recommendation and forward to the City
Council to direct the City Manager to report back to the City
Council in 30 days to fully develop the suggested four options
that the Committee has recommended as incentives to encourage
small business recruitment, retention and growth. The incentive
options to be developed include: [1] Incentive to relocate or
expand in Long Beach; [2] Manufacturing incentive; [3] Incentive
for new employees; and [4] Incentive for renovation and
construction. The report should include estimated costs and
details of implementation and subsequent program evaluation so
that the program is ready to be implemented should that be the
direction of the City Council. The program should be designed to
be simple, easy to administer, and with minimum costs. The
motion carried by the following vote:
