Kurt Borsting, Superintendent, Marine Operations, took roll call and confirmed a quorum. A motion was made by Commissioner Peterson, seconded by Commissioner DuRee, to approve recommendation. The motion carried by the following vote: Yes: 5 - Rick DuRee, Ted Kuhn, Eric Peterson, Peter Schnack and David Thornburg Abstain: 1 - Mark Turpin Absent: 3 - Jerry Avila, Tom Mayes and Mike Schachter NEW BUSINESS Marine Advisory Commission 2016 Annual Report Draft - David Thornburg, Chairman Chairman Thornburg asked for information that is required to complete the 2016 annual report. Chairman Thornburg encouraged the Commissioners to fill out the committee recap form after their individual meetings. Kurt Borsting, Superintendent, Marine Operations, gave a brief overview on the Recommendation to Receive and File the Marina Revenue Bonds, Series 2016 Annual Report/Information to investors report. Commissioner Peterson spoke on Table 10 of the Series 2016 Annual Report. The percentages stated are referring to the number of slips available to rent. Commissioner Schnack asked for clarification on Table 11 (Series 2016 Annual Report) in regards to the waiting list. Commissioner Peterson responded that in some cases people are requesting a specific location. Individuals remain on the waiting list until they request to be taken off. The list includes customers who are willing to take the next available slip and others who are interested in a specific basin, slip or whose boat requires specific beam widths. Commissioner Peterson mentioned the minimum debt service coverage in the bond was 1.35 and the Marine Bureau was able to maintain 1.50. A motion was made by Commissioner DuRee, seconded by Commissioner Peterson, to approve recommendation. The motion carried by the following vote: Yes: 6 - Rick DuRee, Ted Kuhn, Eric Peterson, Peter Schnack, Mark Turpin and David Thornburg Absent: 3 - Jerry Avila, Tom Mayes and Mike Schachter OLD BUSINESS Alamitos Bay Marina Rebuild - Elvira Hallinan, Manager, Marine Bureau Kurt Borsting, Superintendent, Marine Operations said at this time there is not an update on the Alamitos Bay Marine Rebuild. Basins three and seven are on schedule. Guest Larry Goodhue asked when the Rebuild will be completed. Kurt Borsting responded that the completion date is scheduled for March 2018. Guest Bob Vatz inquired if there was going to be anything done to replace or repair the long dock in front of the restaurants. Kurt Borsting commented that the area of concern is not part of the Rebuild budget. Kurt will respond to this subject during his Marine Operations update. MARINE BUREAU MANAGER'S REPORT Marine Operations Update Kurt Borsting, Superintendent, Marine Operations spoke on the following topics: · Recent changes have been made to the long term commercial fishing operation at the dock adjacent to Ballast Point. Marine Maintenance has Page 3 of 7 CITY OF LONG BEACH THURSDAY, MARCH 9, 2017 MARINE ADVISORY LONG BEACH YACHT CLUB COMMISSION MINUTES 6201 APPIAN WAY, 2:30 PM evaluated the dock, and is currently stripping, re-decking, and updating the water line and electrical service. Once the update has been completed, the area will be expanded for use of public mooring. · Two new Boston Whalers have arrive through fleet services. These boats will be used in all three marinas. · The guest slip program will continue this year during the annual Long Beach Grand Prix event. · The California Fishing and Wild Life has confirmed the City of Long Beach has been awarded a $35,000 grant for spill response. · The Belmont Pier has been reopened for fishing and pedestrians only due to the recent storms. A second extensive assessment is being conducted to evaluate the condition of the pier for stadium seating for large events. Due to the storm, two docks had been torn from the pier that serviced the Aqualink, and mooring programs. Both docks have been assessed as unsalvageable. The estimated amount for the dock replacement is $500,000 to $1,000,000. Marine Maintenance Update Kurt Borsting, Superintendent, Marine Operations gave the following update: · In Alamitos Bay Marina, “Reserved for Boat owners” signs are being placed in the restricted parking stalls within basins one and two. · New pump-outs are being installed at Davies launch ramp. · The bathrooms are being painted at the beaches. · A section of the fence is being replaced at Marina Vista Park due to vandalism. Beach Maintenance Update Don Easterby spoke on the following topic: · The beaches are still being restored from the recent storms and are being prepared for the summer months. LBPD- Marine Patrol Unit Update Sergeant Steve Covarubias gave the following overview: · The Marine Patrol is currently preparing for the Grand Prix routes. · Sergeant Covarubias provided the following department statistics for the month of February: 988 calls per service, 630 calls were initiated by Officers, 13 Felony arrests, and 62 Misdemeanors/citations were given out in the downtown area. On the Eastside 1033 calls per service were made, 697 calls were initiated by Officers, 10 Felony arrests, and 40 Misdemeanors/citations were given out. · Sergeant Covarubias wanted to thank the Lifeguards and his staff for the help they provided during the recent storms. Commissioner Peterson commented on the patrol improvements at Shoreline and the presence of the Harbor boats. Guest Larry Goodhue asked about the causality at Bayshore and Second. Sergeant Covarubias said he could not comment at this time due to an ongoing investigation. COMMITTEE STATUS REPORTS Executive Committee Chairman Thornburg commented that all items covered at the Executive meeting were reviewed at today’s meeting. Maintenance Committee Commissioner DuRee commented that all items have been covered in today’s meeting. Operations Committee Commissioner Schnack commented that all items have been covered in today’s meeting. Kurt Borsting spoke on the research regarding end ties at Shoreline Marina and Alamitos Bay Marina for guest mooring. Commissioner Schnack mentioned the narrow 40’ slips in Shoreline are under filling as 30’ slips. Finance and Information Committee Commissioner Peterson gave a brief update on the financials. Revenue has continued to increase in 2015/2016. The trend is going in the right direction. PUBLIC COMMENT Guest Larry Goodhue spoke on the Grant Deed 793, and Secretary Davis. ANNOUNCEMENTS FROM COMMISSIONERS None. ADJOURNMENT Chairman Thornburg adjourned the meeting at 3:11 pm.
