CALL TO ORDER
At 2:30 pm, Chairman Thornburg called the meeting to order at the Long Beach Yacht Club.
Chairman Thornburg made the following announcements:
• Peter Schnack resigned from the Marine Advisory Commission effective November 5, 2018.
• Colin Kelly is the new Marine Advisory Commissioner effective January 9, 2019.
• Jerry Avila resigned from the Marine Advisory Commission effective January 10, 2019.
Elvira Hallinan, Manager, Marine Bureau, took roll call and confirmed a quorum.

APPROVAL OF MINUTES
1. 19-001MA Recommendation to approve the Marine Advisory Commission minutes
for the meeting held on Thursday, November 8, 2018.
A motion was made by Commissioner Mayes, seconded by
Commissioner Marino, to approve recommendation. The
motion carried by the following vote:
Yes: 7 - Colin Kelly, Ted Kuhn, Elizabeth Lambe, Theresa Marino,
Tom Mayes, Mark Turpin and David Thornburg
Absent: 2 - Jerry Avila and Camille Daniels
NEW BUSINESS
2. 19-002MA Recommendation to receive and file the Tidelands Capital Projects oral
report.
Joshua Hickman, Program Manager, gave a Tidelands CIP update. The
presentation included:
· Davies Boat Launch Ramp & Parking Lot
· Naples Seawalls Phase 2

· Belmont Veterans Memorial Pier Visioning Study
· Shoreline Marina Dock Lighting (CPTED)
· Bayshore Swim Dock (Inflatable Playground)
· East San Pedro Bay Ecosystem Restoration
Commissioner Kelly spoke on the ecosystem.
Commissioner Lambe spoke on water quality and Measure W.
Commissioner Marino commented on the green turtle population.
Guest Melinda Cotton spoke on the Belmont Pier and the Olympics.
Guest Larry Goodhue commented on Marine Stadium.
Joshua Hickman spoke on the Colorado Lagoon open channel project.
A motion was made by Vice Chair Turpin, seconded by
Commissioner Kuhn, to received and filed. The motion carried
by the following vote:

MANAGER'S REPORT TO COMMISSION
3. 19-003MA Recommendation to receive and file the Manager's monthly oral
updates.
Elvira Hallinan presented updates on the following:
Marine Maintenance
· The Marine Maintenance building will be updated.
Beach Maintenance
· King Tides were reviewed.
· Exterior lights
· Debris boom at Rainbow Harbor

Marine Operations
· Fuel Dock update
LBFD- Marine Safety/Lifeguards Update
David Guerra, Lifeguard Captain, gave the following brief update:
· Wibit waterslide and the challenges with safety.
· The new Bayshore facility will open in March 2019.
· Swift water safety procedures.
LBPD- Marine Patrol Unit Update
None.
Commissioner Kelly inquired about the docks.
Commissioner Mayes asked about the new operator for the fuel docks.
A motion was made by Commissioner Marino, seconded by
Vice Chair Turpin, to received and filed. The motion carried by
the following vote:

PUBLIC COMMENT
Guest Larry Goodhue spoke on ADA rowing, and the open channel project.
Guest Melinda Cotton thanked Beach Maintenance for their work, and spoke on the Marina
Drive traffic going to one lane by the new 2nd & PCH development.
