At 2:30 p.m., Chairman Turpin called the meeting to order via teleconference.

1. 20-013MA Recommendation to approve the Marine Advisory Commission minutes
for the meeting held on Thursday, July 9, 2020.
A motion was made by Commissioner Marino, seconded by
Vice Chair Mayes, to approve recommendation. The motion
carried by the following vote:
Yes: 8 - Nathaniel Brown, Camille Daniels, Colin Kelly, Elizabeth
Lambe, Theresa Marino, Jo Murray, Tom Mayes and Mark

NEW BUSINESS
2. 20-012MA Recommendation to receive and file the 2020 Census Presentation.
Julian Cernuda, 2020 Census Project Manager, presented CA Census
2020, Be Counted, Long Beach. The presentation included:

Commission meeting. The motion carried by the following

MANAGER'S REPORT TO COMMISSION
4. 20-015MA Recommendation to receive and file the Manager's monthly oral
updates.
Marine Operations
Todd Leland, Superintendent, Marine Operations, reviewed the Long
Beach Marinas Delinquency (Slip Fees) Rate by Month, Long Beach
Marinas Quarterly Occupancy Tracking Report Fiscal Year 2020, and
Illegal Liveaboards during Covid-19.

COMMISSION MINUTES
LBPD - Marine Patrol Unit
James Smigla, Sergeant, LBPD/Marine Patrol reviewed the following:
· Calls for service = 289
· Belmont Pier - Smoke near the small storage shed was contained,
caused by an electrical issue.
· DTM - Homeless person with a knife was detained.
· ABM - Homeless sleeping on vessels.

Sergeant Smigla spoke.
Beach Maintenance
Cory Forrester, Superintendent, Beach Maintenance gave the following
update:
· Pierpoint Landing restrooms.
· Rainbow Harbor office update.
· Contracts review.
· Filled four vacancies during Summer from Recreation staff.
· Working with IT to place a live stream camera on Lifeguard tower at
72nd to review berm and tide conditions.
· Reviewed current high tide conditions.
Marine Maintenance
Eric Woodson, Superintendent, Marine Maintenance reviewed the
following topics:
· Reviewed projects, street and parking lot striping.
· DTM - Door replacements.
· Reviewed personnel vacancies.
· Pothole repairs in parking lots.
· Repairs at Station 31.
Commissioner Marino thanked Cory and Eric, and staff for their hard
work.

PUBLIC COMMENT
Guest Brian Maginnis, LBRA, spoke on the Long Beach Rowing Center, and Boathouse
Lane gate hours.
Sergeant Smigla spoke on gate hours at Boathouse Lane and reviewed the Muni Code.
Guest Gabriela Yates spoke on Boathouse Lane.
Commissioner Lambe departed the Commission meeting at 4:00 p.m.
