ROLL CALL Elvira Hallinan, Manager, Marinas and Beaches took roll call and confirmed a quorum. A motion was made by Commissioner Daniels, seconded by Commissioner Lambe, to approve recommendation. The motion carried by the following vote: Yes: 6 - Nathaniel Brown, Camille Daniels, Elizabeth Lambe, Jo Murray, Tom Mayes and Mark Turpin Absent: 2 - Colin Kelly and Theresa Marino OLD BUSINESS 2. 20-017MA Recommendation to approve for submission to City Council the Marine Advisory Commission Annual Report for 2019. A motion was made by Vice Chair Mayes, seconded by Commissioner Lambe, to approve recommendation. The motion carried by the following vote: Yes: 6 - Nathaniel Brown, Camille Daniels, Elizabeth Lambe, Jo Murray, Tom Mayes and Mark Turpin Absent: 2 - Colin Kelly and Theresa Marino NEW BUSINESS None. MANAGER'S REPORT TO COMMISSION Page 2 of 6 CITY OF LONG BEACH THURSDAY, SEPTEMBER 10, 2020 MARINE ADVISORY TELECONFERENCE, 2:30 PM COMMISSION MINUTES 3. 20-018MA Recommendation to receive and file the Manager's monthly oral updates. Marine Maintenance Elvira Hallinan, Manager, Marinas and Beaches, reviewed the trees in the bay procedure for the holiday season. The tree lights are scheduled to turn on Thanksgiving evening through January 6, 2021. Commissioner Lambe spoke. Elvira Hallinan spoke. Marine Operations Todd Leland, Superintendent, Marine Operations, spoke on the launch ramp crowds and special projects: Beach Concessions. Commissioner Kelly joined the MAC meeting at 2:35 pm. Beach Maintenance Cory Forrester, Superintendent, Beach Maintenance gave an update on Rainbow Harbor. LBPD - Marine Patrol Unit James Smigla, Sergeant, LBPD/Marine Patrol reviewed the following: · Two homeless encampments · Launch ramps · Snowy egret · Vehicles in the sand Commissioner Brown spoke. LBFD - Marine Safety/Lifeguards No update. Elvira Hallinan, Manager, Marinas and Beaches reviewed the City of Long Beach 2020-2021 budget, and budget cut details to the Marine Bureau. Elvira Hallinan mentioned an AES study will be available to the public by October. A discussion ensued. Commissioner Lambe spoke. Elvira Hallinan spoke. Commissioner Lambe spoke. PUBLIC COMMENT Padric Gleason Gonzales sent an email for MAC commenting on the 2019 Annual Report. The email received from Mr. Gonzales was forwarded to the Marine Advisory Commission prior to the meeting held today for review. Guest Brian Maginnis, LBRA, commented on activities on Boathouse Lane and the Rowing Center. Mr. Maginnis thanked Sergeant Smigla and his officers, Marine Patrol, for servicing the area.
