1. 22-001MA Recommendation to approve the Marine Advisory Commission minutes
for the meeting held on Thursday, November 11, 2021.
A motion was made by Vice Chair Mayes, seconded by
Commissioner Marino, to approve recommendation. The
motion carried by the following vote:
Yes: 6 - Nathaniel Brown, Colin Kelly, Elizabeth Lambe, Bruce Mac
Rae, Theresa Marino and Tom Mayes
Abstain: 1 - Mark Turpin

2. 22-002MA Recommendation to receive supporting documentation into the record,
conclude the public hearing, consider the Appeal from Lynn Williams;

3. 22-003MA Recommendation to receive and file an update from the Ad Hoc
Committee to study the Alamitos Bay Marina parking recommendations
and proposal.
Commissioner Mac Rae, Ad Hoc Committee Chair, provided an update on
the Alamitos Bay Marina parking.

Chairman Turpin requested to have a “Special Meeting” within the next two
weeks to review the Council Letter.
Elvira Hallinan confirmed the “Special Meeting” will be held on Thursday,
January 27, 2022 at 2:30 p.m. via Webex teleconference.
A motion was made by Chairman Turpin, seconded by
Commissioner Lambe, to conduct a "Special Meeting" to
review the Council Letter. The motion carried by the
following vote:

4. 22-005MA Recommendation to receive and file presentation by the Seal Beach
Yacht Club on the impacts of the proposed Alamitos Bay Marina
Parking Plan. (James Nagashima, Commodore)
James Nagashima, Commodore SLBYC, presented the Seal Beach Yacht
Club impacts of the proposed Alamitos Bay Marina parking plan. The
presentation included:
· History of Seal Beach Yacht Club (SLBYC)
· Members, staffing and revenue
· Seal Beach Yacht Club is home to many organizations
· Charitable activities are a core value of SLBYC
· SLBYC Leadership in the boating community
· SLBYC Racing supports the local community
· Parking demographics
· Parking space estimated annual usage
· Parking spaces defined in lease contract with City of Long Beach

Joan Palango, Vice President, BOA, provided the Boat Owners
Association a presentation on the review of Walker Consultants Alamitos
Bay Marina study. The presentation included:
· Long Beach Local Coastal Program (LCP)
· Contractual agreements: Boatowners
· Contractual agreements: Commercial
· Contractual agreements: Marine Bureau
· Boaters contribute to the economy
· Regattas and sailboat races
· Disconnects
· Request to the City Management

Beach Maintenance
Cory Forrester, Superintendent, Beach Maintenance, reviewed the
following:
● Storm debris removal.
● Broken LA boom.
● King tide and surf review.

Commissioner Marino thanked Cory and his staff for all their efforts on
maintaining the beaches.
Marine Maintenance
Eric Woodson, Superintendent, Marine Maintenance, reviewed the
removal of the Christmas trees in the bay.

Todd Leland, Superintendent, Marine Operations, reviewed 2022 parking
passes.
LBPD - Marine Patrol Unit
James Smigla, Sergeant, LBPD/Marine Patrol reviewed the following:
● Reviewed recent robbery.
● Assisted Beach Maintenance after the recent storms.
● An Officer saved a young girls life by CPR.
A motion was made by Vice Chair Mayes, seconded by
Commissioner Mac Rae, to receive and file. The motion
carried by the following vote:

Commissioner Marino reviewed revenue and financials and requested for a financial
summary to be presented to the Marine Advisory Commission.
PUBLIC COMMENT
Melinda Cotton thanked the Marine Bureau staff for keeping the beach clean, and spoke of
another Wibit water playground that is to be positioned off of 6th Place in the ocean.
