Michelle Wilson spoke. Tara Yeats introduced Paola Maldanado as the August, 2017 Employee of the Month. Paola is our lead budget analyst and as such is responsible for ensuring everyone is on the same page during the process. Her contributions to this process and the Department are crucial to the operation. Paola Maldanado spoke. APPROVAL OF MINUTES 1. 17-056PR Recommendation to approve the Parks & Recreation Commission Meeting minutes of August 17, 2017. Commissioner Antonette spoke. A motion was made by Vice Chair Heggeness, seconded by Commissioner Antonette, to approve the Parks & Recreation Commission minutes for August 19, 2017, with changes. STUDEBAKER ROAD, 9:00 AM COMMISSION ACTION ITEMS Chair Goldberg advised item #17-060PR was withdrawn from the agenda by staff. 2. 17-057PR Authorize the Director, or his or her management designee, to execute the Personal Services and Instruction Agreements and amend Attachment "A" of the agreements as needed. Gladys Kaiser provided the staff report. A motion was made by Commissioner Morales, seconded by Commissioner Ursua, to approve the recommendation. The motion carried by the following vote: Yes: 7 - Ron Antonette, Margo Morales, Ron Sievers, Stella Ursua, David Zanatta, Julie Heggeness and Benjamin Alan Goldberg 3. 17-058PR Recommendation to approve the fee waiver requests outlined in Attachment "A", in accordance with the Fee Waiver policy. Gladys Kaiser provided the staff report. Vice Chair Heggeness provided the committee report. Wang L Xiong from the Hmong Association of Long Beach spoke. Sheila Spivey from Los Altos Church of Christ spoke. A motion was made by Vice Chair Heggeness, seconded by Commissioner Morales, to approve the recommendation to approve fee waiver request #11467, Hmong Association of Long Beach and #11463, Los Altos Church of Christ and to pull for discussion fee waiver request #11529 and 11530 for United Joad & Sante Fe Trail Archers. Gladys Kaiser provided info submitted by the United Joad & Sante Fe Trail Archers to support the request. Vice Chair Heggeness made a motion to deny the Fee Waiver requests for United Joad & Sante Fee Trail Archers, #11529 & 11530. Commissioner Antonette seconded the motion. Chair Goldberg spoke. STUDEBAKER ROAD, 9:00 AM 3. 17-058PR Chair Goldberg restated the motion made by Vice Chair Heggeness and seconded by Commissioner Antonette to deny Fee Waiver requests for United Joad & Sante Fe Trail Archers, #11529 & 11530. The motion passed by the following vote: YES: 7 Ron Antonette, Margo Morales, Ron Sievers, Stella Ursua, David Zanatta, Julie Heggeness and Benjamin Alan Goldberg. 4. 17-062PR Receive a report from the Park Usage and Regulations Committee relative to any possible recommendation(s) related to City Manager Administrative Regulation 8-7 (Policy and Procedures for the Naming of City-owned Land, Buildings and Facilities) and refer the naming of the senior meals program at Cesar E. Chavez Park to the Housing and Neighborhoods Committee for review. (Citywide) Chair Goldberg turned the discussion over to Commissioner Ursua, Chair of the Parks Usage and Regulations Committee, who, due to absence from the committee meeting, turned the discussion over to Commissioner Morales. Commissioner Morales provided the Committee report. Discussion included review of current AR 8-7. The Committee does not feel any changes are needed to the existing policy. Discussion included review of request to name programs. The Committee does not agree it is appropriate to name programs. A motion was made by Commissioner Morales, seconded by Commissioner Antonette, the the Parks & Recreation Commission refer the naming of the social hall or kitchen for Mrs. Ruth Ricker at Cesar Chavez Community Center to the Housing and Neighborhoods Committee for action and referral to the City Council. (District 3) Or Determine the proposed activity does not provide a sufficient overall public benefit and deny Special Event Permit Application #18-09664 of Justin Rudd dba the Community Action Team - California, a Domestic non-profit corporation, for the operation of the Haute Dog Howl’oween Parade in Marina Vista Park. STUDEBAKER ROAD, 9:00 AM Alpert Jewish Community Center located in Long Beach, to facilitate the identification and placement of senior volunteers through their Retired and Senior Volunteer Program, in Department of Parks, Recreation and Marine facilities, through June 30, 2018, with the option of one, three-year term extension through June 30, 2021 at the discretion of the Director. (Citywide) WITHDRAWN BY STAFF 7. 17-061PR Authorize the Director to execute all documents necessary to enter into the Title V-Senior Community Services Employment Program Host Agency Agreement with the County of Los Angeles Workforce Development, Aging, and Community Services for the continuation of the Senior Community Services Employment Program at the Department of Parks, Recreation and Marine, for a term of three years from October 1, 2017 through September 30, 2020. (Department-wide) Robert Livingstone presented the staff report. Commissioner Morales recused herself from the vote to avoid a potential conflict of interest. A motion was made by Commissioner Ursua, seconded by Vice Chair Heggeness, to approve the recommendation. The motion carried by the following vote: Yes: 7 - Ron Antonette, Margo Morales, Ron Sievers, Stella Ursua, David Zanatta, Julie Heggeness and Benjamin Alan Goldberg COMMITTEE STATUS REPORTS EXECUTIVE COMMITTEE Chair Goldberg - the agenda was discussed in addition to various reports the Department and sub-committees will be working on for City Council. FINANCE & APPEALS COMMITTEE Chair Heggeness reported in addition to Fee Waiver requests and policy, the current month's loss report was discussed. MAINTENANCE & INFRASTRUCTURE COMMITTEE Chair Zanatta reported the committee toured the Molina Park project. He commended staff for working so well with the developer. Commissioner Seivers spoke. MARKETING & RECREATION COMMITTEE Margo Morales - Chair The Committee did not meet. PARKS USAGE & REGULATIONS COMMITTEE Stella Ursua - Chair The committee met and discussed the Administrative Regulation related to the naming of City owned facilities. JOINT USE COMMITTEE Stella Ursua - Chair The Committee did not meet. COMMUNITY CNTR COMMISSION MINUTES SENIOR CENTER LIBRARY 2800 N. STUDEBAKER ROAD, 9:00 AM Opportunity is given to those members of the public who would like to address the Parks and Recreation Commission on non-agenda items. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. The Brown Act prohibits members of the Commission to responding to public comment on non-agenda items. STAFF COMMENTS Gladys Kaiser provided information on the upcoming California Coastal Cleanup day. Each year staff with the Nature Center coordinates several clean up sites in the City. Additionally the California Native Plant sale will take place on October 14 at the Nature Center. Commissioner Sievers spoke. Valerie Davis advised schedules are still being coordinated for standing committee meetings. Additionally, a grand opening ceremony for the Davenport Park Walking Path will take place on September 30th. Meredith Reynods advised the ribbon cutting for the Willow Springs Wetlands restoration project will take place on October 21st at Willow Springs Park. Meredith also discussed multiple grants the Department has applied for in support of Parks projects. Additionally, she provided information on upcoming work at 14th Street Park that will connect all parcels of the park. COMMISSIONER COMMENTS Vice Chair Heggeness wished a Happy Rosh Hashanah to the Jewish Community.
