ROLL CALL Interim Director Stephen Scott took the roll call and confirmed a quorum. APPROVAL OF MINUTES 1. 20-023PR Recommendation to approve the Parks & Recreation Commission Meeting Minutes of February 20, 2020. Chair Heggeness spoke. A motion was made by Commissioner Goldberg, seconded by Vice Chair Zanatta, to approve recommendation. The motion carried by the following vote: HEARING 2. 20-024PR Adopt a resolution and approve the proposed Fiscal Year 2020 (FY 20) General Park Mid-Year fee changes and make such changes effective June 19, 2020 (Citywide) Chair Heggeness opened the Hearing at 9:02 AM. The motion carried by the following vote: Chair Heggeness concluded the Hearing at 9:19 AM. COMMISSION ITEMS 3. 20-027PR Recommendation to consider approval, or denial, of the fee waiver requests outlined in Attachment "A" in accordance with the Fee Waiver Policy. A motion was made by Commissioner Ursua, seconded by Commissioner Goldberg, to approve recommendation. The motion carried by the following vote: 4. 20-025PR Authorize the Director, or his or her management designee, to execute the Personal Services and Instruction Agreements and amend the Attachment "A" of the agreements as needed. The motion carried by the following vote: DIRECTOR'S REPORT TO COMMISSION 5. 20-026PR Recommendation to receive and file the Director's monthly highlights report, "We Create Community" for June 2020. Interim Director Stephen Scott spoke. Chair Heggeness spoke. Vice Chair Zanatta spoke. Commissioner Chico spoke. Commissioner Sievers spoke. Commissioner Salgado spoke. Commissioner Goldberg spoke. Commissioner Ursua spoke. A motion was made by Commissioner Goldberg, seconded by Vice Chair Zanatta, to approve recommendation. The motion carried by the following vote: UNFINISHED BUSINESS Chair Heggeness spoke regarding new Committee assignments that will be put in place upon her departure. NEW BUSINESS Commissioner Goldberg spoke and stated if appropriate for new business, that he is aware that baseball, soccer and other sports teams are unable to utilize the facilities at this time. He asked where PRM staff are as far as anticipating protocols and how much time is needed before those protocols are put in place. Interim Director Stephen Scott spoke and addressed Commissioner Goldberg's question regarding youth sports. He stated that PRM staff are currently working with youth sports organizations. As soon as we get guidance from the State, we will work with those organizations. Vice Chair Zanatta spoke and asked if the next Commission meeting will be in person or via Teleconference. Chair Heggeness spoke. The Committee met and discussed the agenda. FINANCE & APPEALS COMMITTEE Vice Chair Zanatta spoke. The Committee met and reviewed requests for fee waivers. JOINT USE COMMITTEE Commissioner Ursua spoke. The Committee did not meet. MAINTENANCE & INFRASTRUCTURE COMMITTEE Vice Chair Zanatta spoke. The Committee did not meet. MARKETING & RECREATION COMMITTEE Commissioner Salgado spoke. The Committee did not meet. PARKS USAGE & REGULATIONS COMMITTEE Commissioner Salgado spoke. The Committee did not meet. PUBLIC COMMENT There were no public comments via Teleconference or email. STAFF COMMENTS Interim Director Stephen Scott spoke and thanked Chair Heggeness for her leadership, great service and commitment to the Long Beach Community. Gladys Kaiser spoke regarding summer programming and thanked staff for their assistance with reopening the Nature Center. Kelly Parkins spoke and thanked grounds and facility staff for their ongoing efforts, touched base on Homeless Outreach and announced the completion of the winter planting project. Staff are now geared up for summer. Valerie Davis spoke and thanked the Commission for their participation on the Teleconference and a special thank you to Chair Heggeness for all her years of service. Vice Chair Zanatta spoke and thanked Chair Heggeness. He also thanked Kelly and all maintenance staff for their efforts. He also stated that he agreed with Commissioner Sievers. Commissioner Ursua spoke regarding the Council approved item, Framework for Reconciliation, and would like to see PRM share their voice via email or letter. Commissioner Sievers spoke and is concerned about the budget for PRM. Commissioner Salgado spoke and concurred with Commissioner Ursua and Sievers. Commissioner Chico spoke and supports Commissioner Ursua's proposal to craft a message reinforcing the safe space Parks and Recreation provide. Commissioner Goldberg spoke and stated that he appreciated the hard work Chair Heggeness has put in over the years. ADJOURNMENT Chair Heggeness adjourned the meeting at 10:01 AM.
