ROLL CALL (3:35 PM) Councilmembers Austin and Lowenthal Present: Councilmembers Uranga Absent: Also present: Michael Mais, Assistant City Attorney; Carolyn Hill, City Clerk Specialist. REGULAR AGENDA (3:35 PM) 1. 14-0721 Recommendation to approve the minutes for the Personnel and Civil Service Committee meeting held Tuesday, June 10, 2014. The motion carried by the following vote: Yes: 2 - Austin and Lowenthal Absent: 1 - Uranga SECOND ROLL CALL (3:39 PM) Councilmembers Austin, Uranga and Lowenthal Present: 2. 14-0722 Recommendation to receive a Charter Commission appointment pursuant to Section 509 of the City Charter and Section 2.03.065 of the Long Beach Municipal Code. Motion: Approve recommendation. Moved by Suja Lowenthal, motion failed due to lack of second. Chair Austin spoke. Vice Mayor Lowenthal spoke. Chair Austin spoke. Vice Mayor Lowenthal spoke. Michael Mais, Assistant City Attorney, spoke. A dialogue ensued between Vice Mayor Lowenthal and Michael Mais, Assistant City Attorney. Councilmember Uranga joined the meeting. Motion: To hold the meeting over until 4:00 p.m. Moved by Al Austin, seconded by Roberto Uranga. Chair Austin spoke. Vice Mayor Lowenthal spoke. Michael Mais, Assistant City Attorney, spoke. A motion was made by Vice Chair Uranga, seconded by Member Lowenthal, to recess until after the scheduled Closed Session. The motion carried by the following vote: Yes: 3 - Austin, Uranga and Lowenthal The meeting reconvened at 5:25 p.m. Chair Austin spoke. Tracy Egoscue, applicant, spoke. Vice Chair Uranga spoke.
