CITY OF LONG BEACH THURSDAY, OCTOBER 24, 2019 WATER COMMISSION LONG BEACH WATER DEPARTMENT MINUTES 1800 EAST WARDLOW ROAD BOARD ROOM, 9:00 AM Harry Saltzgaver, President Robert Shannon, Commissioner Frank Martinez, Vice President Gloria Cordero, Commissioner Arthur Levine, Secretary Christopher J. Garner, General Manager Richard Anthony, Deputy City Attorney SPECIAL MEETING - 9:00 A.M. FINISHED AGENDA & FINAL MINUTES The Water Commission minutes are prepared and ordered to correspond to the Water Commission agenda. Agenda items can be taken out of order during the meeting. The agenda items were considered in the order presented. CALL TO ORDER The Board of Water Commission meeting was called to order by President Saltzgaver at 9:01 A.M. in the Board Room at the Administration Building. ROLL CALL Executive Assistant to the Board, Sandra Fox took the roll call and confirmed a quorum. Also present: Chris Garner, General Manager; Tai Tseng, Assistant General Manager - Operations; Sean Crumby - Deputy General Manager - Engineering; Sandra Fox, Executive Assistant to the Board. Commissioners Harry Saltzgaver, Frank Martinez, Robert Shannon and Gloria Present: Cordero Commissioners Art Levine Excused: Page 1 of 10 CITY OF LONG BEACH THURSDAY, OCTOBER 24, 2019 WATER COMMISSION LONG BEACH WATER DEPARTMENT MINUTES 1800 EAST WARDLOW ROAD BOARD ROOM, 9:00 AM FLAG SALUTE Gloria Cordero led the Board and audience in the flag salute. PUBLIC COMMENT President Saltzgaver opened the public comment period. As there was no public comment, the public comment period was closed. PRESIDENT'S REPORT President Saltzagaver advised he had talked with the Commissioners regarding changing some assisgnments for the Standing Committees. He distributed a list of the new assignments and noted some changes in the Chair and Vice Chair assisgnments for Finance; Infrastructure and Communications committees. President Saltzgaver advised he had recently spoken with the City Auditor regarding the ongoing sewer audit for the Water Department. Mr. Garner also made comments regarding the sewer audit. GENERAL MANAGER'S REPORT Mr. Garner called on Mr. Crumby to provide an update on the water main breaks in the Spinnaker Bay neighborhood. Mr. Crumby provided the report. Mr. Garner provided additional details regarding the research the staff had been doing in the Spinnaker Bay area regarding the pipelines. He noted the neighbors and Councilmember Price had been very understanding regarding the disruption in water service in their area due to these breaks. He thanked the LBWD main break staff for their hard work in repairing the pipelines. He also complimented the various utilities and departments that had been affected by these breaks. Mr. Garner announced the Employees of the Year for 2019 for each Bureau and division. He advised a luncheon would be scheduled in the future to celebrate these employees. He noted that the Water Department had also recognized employees at the All Employees meeting from other departments who had been especially helpful with the department over the past year. He also advised employees had had the opportunity to sign pieces of water and sewer pipe in memory of Bobby Carstens. He advised these pieces of pipe would later be installed as part of upcoming pipe replacement projects He advised the Board that summary Federal and State legislative reports were in their cubby folders. He reported that Mr. Falagan would be returning to the office part-time beginning on Monday. Mr. Garner advised that a date for the Board's next retreat was pending. He advised a possible location for this retreat would be the new main library conference room. REGULAR AGENDA 1. 19-076WA Recommendation to determine that the 17th Annual AAUW Long Beach STEM Conference complies with Board Policy Statement 1998-31, Expenditure of Water Department Funds for Board Approved Long Beach-Related Community and Civic Activities, and authorize a sponsorship in an amount recommended by the Board of Water Commissioners. BUREAU: Executive Mr. Garner provided a staff report. Commissioner Cordero spoke. Ms. Weatherly spoke. Commissioner Cordero made additional comments. President Saltzgaver spoke. Commissioner Shannon recommended a sponsorship in the amount of $1,000. Commissioner Cordero made additional comments. Commissioner Martinez spoke. Mr. Tseng spoke. President Saltzgaver made additional comments. Commissioner Cordero spoke again. A motion was made by Commissioner Shannon, seconded by Commissioner Martinez, to approve recommendation. The motion carried by the following vote: Yes: 4 - Harry Saltzgaver, Frank Martinez, Robert Shannon and Gloria Cordero Excused: 1 - Art Levine 2. 19-077WA Recommendation to determine that an invitation to participate in the Long Beach Area Chamber of Commerce 2019 State of County luncheon on December 4, 2019, at the Long Beach Convention Center, Grand Ballroom complies with Board Policy Statement 1998-31, Expenditure of Water Department Funds for Board Approved Long Beach Related Community and Civic Activities, and approve a sponsorship at a level determined by the Board. BUREAU: Executive Mr. Garner provided a staff report. Commissioner Cordero recommended a sponsorship in the amount of $1,595. The motion carried by the following vote: Yes: 4 - Harry Saltzgaver, Frank Martinez, Robert Shannon and Gloria Cordero Excused: 1 - Art Levine 3. 19-078WA Recommendation to co-sponsor the 2019 Long Beach Branch NAACP 40th Founders Dinner Gala & Awards presentation event November 9, 2019. BUREAU: Executive Mr. Garner provided a staff report. Commissioner Cordero spoke. Commissioner Shannon spoke. Mr. Garner spoke. Commissioner Martinez spoke. President Saltzgaver spoke. He confirmed the co-sponsorship in the amount of $1,100. A motion was made by Commissioner Martinez, seconded by Commissioner Shannon, to approve recommendation. BUREAU: Water Resources Mr. Wang provided a staff report. Commissioner Martinez spoke. Commissioner Cordero spoke. President Saltzgaver spoke. Mr. Garner spoke. A motion was made by Commissioner Shannon, seconded by Commissioner Martinez, to approve recommendation. The motion carried by the following vote: Yes: 4 - Harry Saltzgaver, Frank Martinez, Robert Shannon and Gloria Cordero Excused: 1 - Art Levine 5. 19-080WA Recommendation to authorize the General Manager to sign and file all necessary documents associated with the Water Recycling Funding Program Agreement from the State Water Resources Control Board for the West Long Beach Advanced Treated Recycled Water Feasibility Study. COMMITTEE: Board Handbook Ad Hoc Policy Committee Commissioner Shannon spoke regarding the Board policy handbook items being rescinded or omitted. President Saltzgaver spoke regarding the process. A motion was made by Commissioner Cordero, seconded by Commissioner Martinez, to approve recommendation. He requested that Board Policy 1979-14 - Transfer of Water Department Funds to the General Fund of the City be pulled and considered at a later date. Commissioner Cordero spoke. Mr. Anthony spoke. President Saltzgaver spoke. A motion was made by Commissioner Cordero, seconded by Commissioner Martinez, to approve recommendation. The motion carried by the following vote: Yes: 4 - Harry Saltzgaver, Frank Martinez, Robert Shannon and Gloria Cordero Excused: 1 - Art Levine CONSIDER STANDING COMMITTEE REFERRALS President Saltzgaver called for any Standing Committee referrals. Hearing none he moved on in the agenda. NEW BUSINESS President Saltzgaver called for any new business. Commissioner Martinez made a motion to excuse Commissioner Levine from the October 24, 2019 board meeeting. Commissioner Shannon seconded the motion. The motion carried with a 4 - 1 vote (absent - Levine). Commissioner Cordero reported on her upcoming trip to the Navajo nation with Long Beach Rotary members who have assisted in supporting their water project. Page 8 of 10 CITY OF LONG BEACH THURSDAY, OCTOBER 24, 2019 WATER COMMISSION LONG BEACH WATER DEPARTMENT MINUTES 1800 EAST WARDLOW ROAD BOARD ROOM, 9:00 AM President Saltgzgaver spoke regarding review of the November and December board meeting calendars that will take place at the next Board meeting. President Saltzgaver reported that he had recently had the opportunity to review rough drafts of the narrative and the video for the Rancho Los Alamitos and Long Beach water partnership project. Commissioner Martinez spoke regarding the November calendar. CLOSED SESSION President Saltzgaver read the closed session language into the record, and called for any public comment. Hearing none he adjourned the Board to the closed session at 9:42 A.M. The Board returned from the closed session at 10:54 A.M. President Saltzgaver advised he had nothing to report from the closed session. ADJOURNMENT President Saltzgaver adjourned the meeting at 10:55 A.M. to the next Regular meeting of the Board for November 7, 2019.
