CITY COUNCIL SPECIAL MEETING MINUTES
JANUARY 28, 2019
The Lonoke City Council held a special city council meeting in the administration room of City Hall at
6:00 p.m. on Monday, January 28, 2019. Mayor Trae Reed called the meeting to order with the invocation
given by Efrem Jones. Mayor Reed asked Deputy City Clerk, Regina Ibbotson to call the roll. Deputy City
Clerk Regina Ibbotson called the roll and declared a quorum.

1. RESOLUTION 1-3-2019 – “A RESOLUTION PROVIDING FOR THE ADOPTION OF A BUDGET FOR THE
CITY OF LONOKE FOR THE TWELVE (12) MONTHS BEGINNING JANUARY 1, 2019 AND ENDING
DECEMBER 31, 2019, APPROPRIATING MONEY FOR EACH ITEM OF EXPENDITURE THEREIN PROVIDED
FOR; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.” Michael Florence made the
motion to put Resolution 1-3-2019 on the floor for discussion. Efrem Jones seconded the
motion. Motion carried. Mayor Reed explained the changes that had been made on the
budget since the preliminary was presented. (A.) The major change was a re-allocation of
county one cent funds. The Police Department percentage was raised to 42% ($210,000). The
Fire Department percentage was raised to 10% ($50,000). Animal Control Department was
raised to 5% ($25,000). Water/Sewer Revenue’s percentage was decreased to 18% ($90,000).
These funds were re-allocated to give Police, Fire, and Animal Control additional needed
revenues, while Water Sewer Revenue is carrying a very large bank balance that isn’t being
used due to the Bond Improvements underway. (B.) An appropriation was added to the
Administration budget to cover a Communication Package ($25,000) that will be proposed
and presented in March that will include iPads, microphones, PA system, name plates, a
projection screen, etc. for the council room, a mobile app to report things directly to the city

using pictures/descriptions, and billboard advertising. (C.) The line items titled Planning &
Zoning Fees has been increased to $15,000 to cover the cost of our new City Planner Contract
with Jim Von Tungeln. Efrem Jones made the motion to adopt Resolution 1-3-2019. Koy
Butler seconded the motion. Motion carried. Michael Florence made the motion to adopt
the Emergency Clause. Efrem Jones seconded the motion. Motion carried.
2. ENVIRONMENTAL ASSESSMENT QUOTES FOR DR. HOLMES OFFICE PROPERTY – Four quotes
were presented to the City Council for a basic environmental assessment of the property
located at 305 SW Front Street. There are known issues with the property and this basic
assessment will give the council the information needed to move forward in deciding what to
do with the property. (A.) Snyder Environmental - $950.00, (B.) EMTEC - $1700.00 (C.)
Nabholz Environmental Services - $1850.00 and (D.) EEG Environmental Enterprises Group -
$2,230.00. All of these estimates include an inspection for asbestos, lead based paint with
sample analysis and a written report. Efrem Jones made the motion to hire Snyder
Environmental for $950.00. Raymond Hatton seconded the motion. Motion carried. An
estimate of probable cost to remediate could be requested once the initial assessment is
received.
