CITY OF LONOKE CITY COUNCIL MEETING MINUTES June 10, 2019 The Lonoke City Council held a city council meeting in the administration room of City Hall at 6:00 p.m. on Monday, June 10, 2019. Mayor Trae Reed called the meeting to order with the invocation given by Pastor Glenn Harris, Temple of Living Waters. City Clerk, Jeribeth Edwards to call the roll. City Clerk Jeribeth Edwards called the roll and declared a quorum. Efrem Jones made a Motion to accept the minutes as read. Raymond Hatton seconded the motion. Motion carried. Mayor Reed asked for acceptance of the May 30th special meeting minutes as recorded. Alice Bridges made a motion to accept the minutes as read. Matt Cordell seconded the motion. Motion carried. PUBLIC COMMENT: A. Buster Lackey, Senior Citizens Center, was present and gave an update regarding the current Community Block Grant project under way at the Center and Newberry Court apartments. Mr. Lackey mentioned that the remodel should be complete soon. B. Jane Fowler, Director at Family Resource Services, was present and requested the city to apply for a Community Block Grant on behalf of the organization to help fund building of a new facility. 1 CITY OF LONOKE CITY COUNCIL MEETING MINUTES June 10, 2019 2022 Executive Board Report - Anna McClung was present and gave an update on Lonoke 2022 Report. She presented minutes from the previous committee meetings. POLICE DEPARTMENT: Chief Randy Mauk was present and gave report. He mentioned that $7,020.00 has been billed to immigration and probation/parole. Chief Mauk asked the council to approve the contract between the Lonoke Police Department and Lonoke School District regarding the school resource officer program. Koy Butler made a motion to approve the contract. Efrem Jones seconded the motion. Motion carried. Chief Mauk also introduced Officer Love and the new K9 to the council. PARKS/MOSQUITO: Mr. Roy Don Lewis was present and gave report. No action from council. COMMUNITY CENTER: Mr. Mike Brown was present and gave report. Upcoming events are Baptist Health will be out doing health checks, drivers tests, Basketball camps, and archery clinic are the events going on for the month. No action required from the council. FIRE DEPARTMENT: Justin Whittenburg was present and gave report. Mr. Whittenburg needed to action from the council. PUBLIC WORKS: Mr. Jim Kelley was present and gave report. No action required. STREET DEPARTMENT: Mr. Jim Ransom was absent. OLD BUSINESS: A. Communication Package: Mayor Reed proposed to purchase a Display Mobil Cart, Live Stream, Microphones and speakers. All of this will help Auto/Visual for the council meetings. Mayor Reed had three (3) proposals before the council. There was a proposal from CTI, Inc., JSA, and Online Technologies. Mayor mentioned that the better proposal is CTI for $14,022.27. After some discussion Koy Butler made a motion to purchase the Auto/Visual package plus adding $2,000.00 for an extra microphone for the total of $16,022.27. Efrem Jones seconded the motion. Raymond Hatton opposed the motion. Motion carried. B. Dr. Holmes Office Property: Mayor Reed asked for the council to defer the MLS listing. Mayor Reed mentioned that there may be a strong lead that may want to purchase the building. Suzette Elmore mentioned that it may be 30-45 days before the property can be seen by the interested party. Suzette Elmore made a motion to defer the MLS listing. Koy Butler seconded the motion. Motion carried. 2 CITY OF LONOKE CITY COUNCIL MEETING MINUTES June 10, 2019 NEW BUSINESS: A. AT&T CELLULAR MONOPOLE REQUEST- Greg Staggs from Integrisite was present to propose a lease for a 50ft. x 50ft. piece of ground to put the monopole on behind the County Museum. This monopole will help give Lonoke more AT&T cellular coverage. After some discussion, Mayor Reed mentioned to Mr. Staggs there is a huge interest, but would like to defer this issue until next city council meeting. B. LEAD PRESENTATION- Mr. Gene Eagle was present asked the council for the City of Lonoke to be a member on the Metro Little Rock Alliance. Mayor Reed mentioned this is Economic Development and asked the council to entertain a motion to accept the plan for $2,563.00 per year. Efrem made the motion to join the MLRA. Koy Butler seconded the motion. Motion carried. C. TREE BOARD MEMBERS LIST- Matt Cordell made a motion to accept the proposed tree board members presented. Raymond Hatton seconded the motion. Motion carried. PAY THE BILLS: Koy Butler made a motion to pay bills. Efrem Jones seconded the motion. Motion carried.
