CITY OF LONOKE CITY COUNCIL MEETING MINUTES May 10, 2021 The Lonoke City Council held a city council meeting at Lonoke City Hall at 6:00 p.m. on Monday April 12, 2021. Mayor Trae Reed called the meeting to order with the invocation given by Pastor Steve Murphy, Smyrna Full Gospel Church. City Clerk, Jeribeth Edwards to call the roll. City Clerk Jeribeth Edwards called the roll and declared a quorum. Raymond Hatton made a motion to accept the minutes as read. Ryan Biles seconded the motion. Motion carried. PUBLIC COMMENT: Rodney Govens with Swyft Connect was present. Mr. Govens gave a quick review regarding Swyft Connect. He was available to answer any questions that the council had. 2022 Executive Board Report – Anna McClung was present and gave report. Ms. McClung asked that the beautification committee receive an extra $750.00 to purchase flowers to replace what was damaged. Koy Butler made a motion to approve the money. Suzette Elmore seconded the motion. Motion carried. Economic Development Report: Mr. Gene Eagle was present and gave report. LONOKE COUNTY LIBRARY- Deborah Moore was absent. FIRE DEPARTMENT: Justin Whittenburg was present and gave report. A. Quotes to purchase XPR2500 Mobile Radio- A quote from MJ Communications, Inc., Little Rock AR, for a total of $765.00. The other quote for Arkansas Valley Communications, NLR AR, for a total of $863.40. Koy Butler made a motion to purchase the radio from Arkansas Valley. Raymond Hatton seconded the motion. Motion carried. B. Quote to purchase APX1500 Mobile Radio- A quote from Motorola Solutions for $3,295.86. Raymond Hatton made a motion to purchase the radio. Efrem Jones seconded the motion. Motion carried. COMMUNITY CENTER: Mr. Mike Brown was present and gave report. Mr. Brown mentioned the events coming up. No action needed. Mr. Brown explained that he has not been able to purchase the inflatable for the pool. He explained the original company Aqua Glide gave him a quote and its $10,266.44. This is $23.12 more that the previous cost was. Koy Butler made a motion to approve the extra money. Efrem Jones seconded the motion. Motion carried. COMMUNITY DEVELOPMENT- Mr. Jeremy Gosdin was present and gave a report. PUBLIC WORKS (Water & Street/Animal Control)- Mr. Kelley was present and gave report and updates. A. Estimate from Bond Engineering to Overhaul Hwy 70 Lift Station- Mr. Kelley had an estimate for $132,000.00. Koy Butler made a motion to approve this lift station. Ryan Biles seconded the motion. Motion carried. B. Quote from Calibration and Controls, Inc. to upgrade Wal-Mart Lift station- Mr. Kelley had a quote for $5,569.20. Koy Butler made a motion to approve this lift station. Kelley Rather seconded the motion. Motion carried. POLICE DEPARTMENT: Chief Matt Edwards was present and gave report. Chief Edwards mentioned that the total billed to immigration and Probation/Parole was a total of $10,938.00. A. GovDeals Auction Site- Chief Edwards asked the council to start using GovDeals to auction off city property. He explained more information regarding the auction site to the council. Chief Edwards is asking permission to sale or possibly purchase items on this site, not only for the Police Department but for all city government. Koy Butler made a motion to use GovDeals to use the website to sale or purchase items for the whole city. Suzette Elmore seconded the motion. Motion carried. PARKS/MOSQUITO: Mr. Roy Don Lewis was present and gave report. He mentioned that baseball and softball is going great. A. Request to bid out Larvicide- Efrem Jones made a motion to put Larvicide out to bid. Raymond Hatton seconded the motion. Motion carried. Resolution 5-1-2021- “A Resolution Expressing the Willingness of the City of Lonoke to Utilize Federal-Aid Transportation Alternatives Program Funds”- After some discussion regarding the special shared use path through a TAP grant, Koy Butler made a motion to put Res. 5-1-2021 on the floor. Michael Florence seconded the motion. Motion carried. Ginger Stuart read Res. 5-1-2021 in its entirety. Koy Butler made a motion to accept the 1st reading. Kelly Rather seconded the motion. Raymond Hatton opposed. Motion carried. B. Parking Study Presentation- Sam Kreimeyer and Dave Roberts from Crafton and Tull, was present and gave the council a brief parking study based on what the city has now and what it could be. He explained a concept plan with recommendations for restriping. Mr. Kreimeyer talked to the council about some short-term strategies and long-term strategies. After the presentation was complete, Mayor Reed asked the council to think about if the council would like to implement this. C. Community Calendar Policy - Koy Butler made a motion to approve the use of a city website calendar. Michael Florence seconded the motion. Raymond Hatton opposed. Motion carried. D. Downtown Lonoke, Inc. Contract for Services- Koy Butler made a motion to approve Main Street Downtown Lonoke, Inc. contract. Efrem Jones seconded the motion. Ryan Biles abstained. Motion carried. E. Fishtown Farmers Market Lease Agreement- Michael Florence made a motion to approve the lease agreement. Koy Butler seconded the motion. Motion carried. PAY THE BILLS: Koy Butler made a motion to pay bills. Kelly Rather seconded the motion. Motion carried.
