CITY OF LONOKE CITY COUNCIL MEETING MINUTES July 11, 2022 The Lonoke City Council held a city council meeting at the multiple building at 6:00 p.m. on Monday July 11, 2022. Mayor Trae Reed called the meeting to order with the invocation given by Paster Derek Smith, The Bridge Church. City Clerk Jeribeth Edwards called the roll and declared a quorum. Efrem Jones made a motion to accept the minutes as read. A few changes are the date on line 1 and 2 should reflect June 21, Page 2 should read Jeribeth Edwards instead of Ginger Stuart, also on Page 3 Efrem Jones made a motion to purchase the power for the aerator. Koy Butler seconded the motion. Motion carried. PUBLIC COMMENT- (none) 2022 Executive Board Report – Alyssa Frisby was present and gave report. Mrs. Frisby explained the events in 2022. LONOKE COUNTY LIBRARY- Calendar of Activities Included, Kathleen Ashmore was present and gave report. Economic Development Report: Mr. Gene Eagle was present and gave report. Resolution 7-1-2022- “A RESOLUTION OF THE CITY COUNCIL OF LONOKE IN SUPPORT OF THE CITY PURSUING MATCHING GRANT FUNDING FOR A MUNICIPAL WATER AND SEWER INFRASTRUCTURE IMPROVEMENT PROJECT NEAR THE HIGHWAY 89 AND INTERSTATE-40 INTERCHANGE AND APPROPRIATING UP TO $1,400,000 FROM THE INDUSTRIAL DEVELOPMENT FUND IN SUPPORT OF THIS INDUSTRIAL DEVELOPENT PROJECT” - Koy Butler made a motion to put the Res. 7-1-2022 on the floor. Efrem Jones seconded the motion. Motion carried. After some discussion, Ginger Stuart read Res. 7-1-2022 and its entirety. Efrem Jones made a motion to accept the 1st reading. Koy Butler seconded the motion. Motion carried. COMMUNITY CENTER- Mr. Mike Brown was present and gave report. He mentioned the events for the month are Baptist health checks, and basketball camp. COMMUNITY DEVELOPMENT- Mr. Jeremy Gosdin was present and gave report. A. Ordinance 798- delayed until next meeting B. Proposed Street Hump on Branch Street- Gib Richardson made a motion to install the speed bump on the street. Suzette Elmore seconded the motion. Motion carried. FIRE DEPARTMENT: Justin Whittenburg was present and gave report. PUBLIC WORKS (Water & Street/Animal Control) - Mr. Thomas Stivers were present and gave report and updates. POLICE DEPARTMENT: Chief Matt Edwards was present and gave report. PARKS/MOSQUITO: Mr. Evan Jacobs gave report. No action needed. OLD BUSINESS: A. Fennell Purifoy Entryway Sign Project Drawings- Mr. Colley Burrow was present and presented the four signs for the City. He mentioned that each sign could cost $27,800 for a total of $111,200.00. Koy Butler made a motion to put the signs out to bid. Ryan seconded the motion. Efrem Jones opposed the motion. Motion carried. NEW BUSINESS: A. PRESENTATION OF BICYCLE/PEDESTRIAN MASTER PLAN- Julie Kelso and Isaac Sims from Crafton & Tull were present and gave a presentation to introduce the Bicycle and Pedestrians Masterplan.
