January 8, 2024
The Lonoke City Council held a city council meeting at the multiple building at 6:00 p.m. Monday, January
8, 2024. Mayor Wayne McGee called the meeting to order with the Invocation was given by Pastor Keith
Coker of Concord United Methodist Church. City Clerk, Jeribeth Edwards called the roll and declared a
quorum.

Minutes: Mayor Wayne McGee asked for the acceptance of the December 11, 2023, minutes. Koy Butler
made a motion to accept the minutes as read. Sean Simpson seconded the motion. Motion carried.
Public Comment: Theresa Ford was present and spoke to the council about several items.
LONOKE COUNTY LIBRARY: A calendar to show the January activities was presented.
PUBLIC WORKS (WATER AND SEWER): Thomas Stivers was present and gave a report.
A. Fire Hydrant Replacement- Mr. Stivers asked the council to purchase a fire hydrant to replace
one damaged on NW Corner of S. Center and W Academy. He explained the funds have been
received from the insurance company to replace it. However, he needs the council to
approve. The total for the hydrant is $6,298.64. Koy Butler made a motion to purchase the
new hydrant. Stan Moran seconded the motion. Motion carried.
POLICE DEPARTMENT: Chief Edwards was absent. Captain Dean White was present and gave the report.
No action needed.
PARKS AND MOSQUITO: Mr. Evan Jacobs was present and gave the report.
COMMUNITY CENTER: Mr. Mike Brown was present and gave report. The events going on are youth
Basketball, Pickle Ball, Solar Eclipse prep, and Baptist Health Checks.

FIRE DEPARTMENT: Chief Whittenburg was present and gave the report.
A. IAMRESPONDING Subscription Renewal- Mr. Whittenburg asked the council to renew the
subscription. Jim Ed Ransom made a motion to renew the subscription for $810.00. Koy
Butler seconded the motion. Motion carried.
OLD BUSINESS:
A. Solar Array Site Production Report- McKinstry provided a Site Production Report. The total
estimated savings are as follows.
April 2023 $7,327.20
May 2023 $8,514.00
June 2023 $7,869.00
July 2023 $7,800.20
Aug 2023 $8,118.00
Sept 2023 $7,361.60

B. Ordinance #817- “An Ordinance to Amend Ordinance 814”- Ginger Stuart spoke regarding
amending the ordinance. After discussion the council decided to leave the Ordinance as is.
NEW BUSINESS:
A. Resolution 1-1-2024- “A Resolution Expressing the willingness of the city of Lonoke to utilize
state aid street monies for the following city project: Lonoke Overlay(s)- Koy Butler made a
motion to put the resolution of the floor. Jim Ed Ransom seconded the motion. Motion
carried. Ginger Stuart read the Resolution and its entirety. Koy Butler made a motion to
accept the 1st reading. Raymond Hatton seconded the motion. Motion carried with (8) hand
votes.
B. Discussion regarding a Franchise- Mayor McGee mentioned that First Electric Cooperative
Corp. would like to run fiber optic service and sell fiber internet within the City of Lonoke
ROW’s. After some discussion the mayor will bring this subject to the council soon.
C. Leaf & Limb Service- The Mayor asked to bid the service out. Koy Butler made a motion to
allow the mayor to do this. Jim Ed Ransom seconded the motion. Motion carried.
APRROVAL TO PAY BILLS: Koy Butler made a motion to pay bills. Sean Simpson seconded the motion.
