A Resolution of the Town Council of the Town of Loomis ADOPT RESOLUTION Adopting the 2016 Local Hazard Mitigation Plan Update And Amending the Town of Loomis General Plan by Adopting 2016 Circulation Element Update CONSENT ITEMS FORWARDED PUBLIC HEARING 8. Establishing a Municipal Library Consider an ordinance notifying Placer County that the Town of Loomis is withdrawing from the County library system and establishing a municipal library, and direction to the Town Manager to take certain actions in furtherance thereof. Recommended action: 1) Introduce an Ordinance withdrawing from the Placer County library system and establishing a municipal library; 2) hear staff presentation, hold discussion and hear public testimony; and 3) direct the Town Manager to publish notices in the Auburn Journal and Loomis News that on November 29, 2016, the Town Council will consider adopting the Ordinance. Public comment: BUSINESS 9. 2015/16 Fiscal Audit from Boler Associates Consider the three reports: the Audited Financial Statements for the Year Ended June 30, 2016; Report on Agreed-Upon Procedures on the Appropriations Limit; and Communication with those Charged with Governance. Recommended action: Receive and file the Audited Financial Statements for the Year Ended June 30, 2016; the Report on Agreed-Upon Procedures on the Appropriations Limit; and the Communication with those Charged with Governance. Adopt resolution designating the General Fund Reserve Balances. Public comment: 10. Adoption of Ordinance on November 29th Consider adoption of ordinance notifying Placer County that the Town of Loomis is withdrawing from the County library system and establishing a municipal library, and direction to the Town Manager to take certain actions in furtherance thereof. Recommended action: 1) Hear staff presentation for action to be taken at the November 29, 2016 adjourned meeting, hold discussion and hear public testimony; 2) adjourn the November 8, 2016 meeting to November 29, 2016 at 7:30 p.m. to adopt Ordinance on withdrawing from the Placer County Library System and establishing a municipal library; and 3) Provide direction to the Town Manager on future actions related to withdrawal and establishment of municipal library.
