Consideration of approval of an agreement between the Town of Loomis and Costco for
advancement of funds, reimbursement and indemnification for preparation of planning permits,
reports, studies and environmental review documents as required by the Loomis Municipal
Code and the California Environmental Quality Act (CEQA)
Recommended action: Take public comment and by motion approve the agreement.

11. Funding Request For Del Oro Tennis Court Reconstruction
Discuss funding for the Del Oro tennis court reconstruction
Recommended action: Take public comment and by motion approve funding in an amount
equal to the Placer Union High School District’s contribution, not to exceed $20,000, contingent
upon receiving an updated joint use agreement from the District for reasonable use of the courts
by the community

Jenine Windenhausen, Placer County Treasurer, will give a presentation regarding Placer
County’s Community Choice Aggregation program
Recommended action: Hear presentation and take public comment.

13. Proposed Loomis Library Community Learning Center Business Plan (Continued from 2/14/2017)
And Extend MOU Between The Town of Loomis and Friends of the Loomis Library
Consider receipt of the proposed Loomis Library Community Learning Center business plan and
request to extend the Memorandum of Understanding (MOU) between the Town of
Loomis and the Friends of the Loomis Library for a period ending May 31, 2017 and update on
library
Recommended action: Take public comment and by motion extend the MOU between the
Town of Loomis and the Friends of the Loomis Library for a period ending May 31, 2017; and
receive and refer the proposed business plan to the library board for review and possible action.

1. Town staff makes its presentation on the Project and outlines all recommended actions
2. Commission/Council asks questions of staff
3. Chair/Mayor opens the public hearing
4. Applicant makes its presentation – 15 minutes (At the discretion of the mayor or chair, time may be
extended depending on the size/scope of the proposed project. The applicant must make the request for
a time extension prior to the beginning of the meeting.)
5. Commission/Council asks questions of the applicant (and staff)
6. Public comment – maximum 3 minutes per speaker, one opportunity to speak each
7. Applicant opportunity to respond to public comments – 5 minutes (At the discretion of the mayor or
chair, time may be extended depending on the number of comments made during public comment.)
8. Chair/Mayor closes the public hearing is closed
9. Staff responds to all public comments; Commission/Council asks any additional questions of staff
10. Council deliberates and acts on requested entitlements
