Canvass of Election Returns Resolution of the Town Council of the Town of Loomis Accepting the Canvass of Election Returns of the November 3, 2020 Presidential General Election. Recommended action: Adopt Resolution Public comment: AT THIS TIME THE COUNCIL WILL CONDUCT CEREMONIAL MATTERS: Town Clerk will do the Administration of Oath of Office for new Town Council: Jenny Knisley and James “Danny” Cartwright Town Attorney will do the Administration of Oath of Office for: Roger Carroll, Town Treasurer Charleen “Crickett” Strock, Town Clerk AT THIS TIME SELECTION OF MAYOR AND MAYOR PRO TEMPORE FOR THE TERM DECEMBER, 2020 THROUGH THE SEATING OF THE NEW MAYOR AT THE BEGINNING OF THE FIRST REGULAR MEETING OF DECEMBER, 2021 WILL OCCUR. (Need motion for both appointments) AT THIS TIME THE MAYOR WILL TAKE A RECESS FOR CHANGING OF MAYOR AND NEW COUNCIL. ******* RECOGNITION TO: Jan Clark-Crets, Rhonda Morillas and Tim Onderko MATTERS OF INTEREST TO COUNCILMEMBERS TOWN MANAGER REPORT LOOMIS CHAMBER OF COMMERCE UPDATE PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA: This time is reserved for those in the audience who wish to address the Town Council on subjects that are not on the Agenda. The audience should be aware that the Council may not discuss details or vote on non-agenda items. The Council may refer your concerns raised during public comment to staff or placed on future agenda. Please note that the audience will be allotted time to make public comments on any item on the agenda at the time it is heard. ADOPTION OF AGENDA: Council will typically adopt the agenda in the order listed or modify the order in a way that can best accommodate the people in attendance who wish to speak on agenda items. Speakers are requested to restrict comments to the item as it appears on the agenda and stay within a three-minute time limit. The Mayor has the discretion of limiting the total discussion time for an item. A Resolution of the Town Council of the Town of Loomis ADOPT RESOLUTION Authorizing December 2020 Holiday Closure of Town Administrative Offices in Town Hall 9. Reaffirmation of Local Emergency Declared March 17, 2020 APPROVE CONSENT ITEMS FORWARDED BUSINESS 10. Loomis Library Building Purchase and Sale Agreement Placer County announced the closure of the Loomis Branch Library in February 2014. That action led to significant public outcry and concern, which eventually culminated in the Town taking several actions intended to save the Town’s library. Those actions included entering into a 10-year lease (June 2016) and the successful passage of a 1/4-cent sales tax measure, intended to fund the operation of the Library. In 2016 the Library was operated by the Friends of the Library and in 2019 the Town transitioned the operation of the Library to Town staff by creating a new library department and hiring full-time staff. Town staff began working with Placer County on the potential purchase of the Library Building and property. The results of that work is now presented to Council for approval tonight in the form of a purchase and sale agreement for the building and property. Recommended action: Adopt Resolution approving a Purchase and Sale Agreement with Placer County for the Loomis Library building and authorize the Mayor to sign the agreement. Public comment: 11. General Plan Update – Housing Element Committee Assignments Newly elected Councilmembers Jenny Knisley and Danny Cartwright will select a public member to serve on the Committee. In addition, on November 10th, Mayor Clark-Crets selected Sonja Cupler to serve on the Committee, however, Ms. Cupler has withdrawn her application so Councilmember Clark-Crets will need to select a new member. In total, there will be nine members serving on the Housing Element Committee. Recommended action: Councilmembers Clark-Crets, Knisley and Cartwright to appoint Housing Element Committee members, following the previously approved Committee Structure, to serve on the General Plan Update Housing Element Committee.
