PURSUANT TO EXECUTIVE ORDER N-29-20, CERTAIN PROVISIONS OF THE OPEN MEETING ACT ARE SUSPENDED DUE TO A
STATE OF EMERGENCY IN RESPONSE TO THE COVID-19 PANDEMIC. CONSISTENT WITH THE EXECUTIVE ORDER, THE
PLANNING COMMISSION MEETING WILL INCLUDE TELECONFERENCING.

PUBLIC COMMENT PROCEDURE
The Planning Commission meeting at the Loomis Depot Building will be opened to public
attendance.
In order to protect public health and the safety of our Loomis citizens, Public viewing for this
meeting will be also offered through the Town’s YouTube Channel, located at

Public comment will be opened for each agenda item through the Zoom platform. Please note
that YouTube livestream comments are disabled for the livestream.

meeting, you will be muted by default. To inform the Clerk that you would like to make a public

This time is reserved for those in the audience who wish to address the Planning Commission on subjects
that are not on the agenda. The audience should be aware that the Commission may not discuss details
or vote on non-agenda items. The commission may refer your concerns raised during public comment to
staff or placed on future agenda. Please note that the audience will be allotted time to make public
comments on any item on the agenda at the time it is heard.

5. # 21-05 KNIESEL’S LOOMIS - CONDITIONAL USE PERMIT
Brace Taylor, LLC, on behalf of Kniesel’s Loomis is requesting a Use Permit to operate an auto
body and collision repair facility (Vehicle Services) in an existing/vacant 33,927 sq.ft. building
on a 5.2 acre parcel at 4011 Sierra College Boulevard, Loomis, CA 95650 (corner of Sierra
College Boulevard and Brace Road).
RECOMMENDATION:

1. Conduct a public hearing and receive public input; and
2. Find the project is exempt from the California Environmental Quality Act (CEQA) pursuant
to the categorical exemption as per Section 15301 “Existing Facilities”; and
3. Adopt Resolution #21-01 approving Conditional Use Permit #21-05 for Kniesel’s Loomis to
operate subject to the findings in Exhibit A with the recommended Conditions of Approval
as outlined in Exhibit B.
6. # 21-06 DOMINICAN SMME CORPORATION MLD/LLA – CONTINUED TO JULY 27, 2021
Lot Line Adjustment / Minor Land Division - Application #21-06 Dominican Sisters of Mary –
Mother of the Eucharist Priory 5500 Barton Road / 5820 Rocklin Road (APN 045-161-018, -020,
and -021).
RECOMMENDATION:
At the request of the applicant, this matter is being continued to the next Planning Commission
regularly scheduled meeting of July 27, 2021.

At the adjournment of the regular meeting of the Planning Commission, the Planning Director will
conduct a public hearing on the following project:

1. #20-13 TWIN PALMS LOT LINE ADJUSTMENT
The Town of Loomis has received application for a Lot Line Adjustment of four parcels owned
by: Ryan and Corrie Camp 3900 Twin Palms Lane (043-110-035) Stephen and Anna Camp et al.
3930 Twin Palms Lane (043-110-034) Raymond and Connie Gerton 3931 Twin Palms Lane
(043-110-023) Edwin and Maruerite Miyata 6716 Horseshoe Bar Rd (043-110-013) All four
parcels are within the Residential Estates (RE) Land Use and Zoning Designations, 2.3 acre
minimum lot size. All four parcels are developed with single-family dwellings and have on-site
septic with leach fields to dispose of wastewater.
RECOMMENDATION:
1. Conduct a Public Hearing; and
2. Receive public input;
3. Approve Planning Director Determination # 20-13 of a Lot Line Adjustment for Camp,
Gerton, and Miyata subject to the recommended findings and conditions of approval and
as depicted in the preliminary site plan.

hearing described in this notice, or in written correspondence delivered to the Town at, or prior to the public hearing.
APPEAL PERIOD
** There is a 10-day appeal period for Planning Commission decisions. Appeals can be made by any interested party by submittal of
a written appeal request to the Loomis Town Clerk, 3665 Taylor Road, Loomis, California, 95650. **
PUBLIC HEARING PROCEDURE:
1. Town staff makes its presentation on the Project and outlines all recommended actions
2. Commission/Council asks questions of staff
3. Chair/Mayor opens the public hearing
4. Applicant makes its presentation – 15 minutes (At the discretion of the mayor or chair, time may be
extended depending on the size/scope of the proposed project. The applicant must make the request for
a time extension prior to the beginning of the meeting.)
5. Commission/Council asks questions of the applicant (and staff)
6. Public comment – maximum 3 minutes per speaker, one opportunity to speak each
7. Applicant opportunity to respond to public comments – 3 minutes (At the discretion of the mayor or
chair, time may be extended depending on the number of comments made during public comment.)
8. Chair/Mayor closes the public hearing is closed
9. Staff responds to all public comments; Commission/Council asks any additional questions of staff
10. Council deliberates and acts on requested entitlements
