ADOPTION OF AGENDA: Council will typically adopt the agenda in the order listed or modify the order in a way that can best accommodate the people in attendance who wish to speak on agenda items. Speakers are requested to restrict comments to the item as it appears on the agenda and stay within a three-minute time limit. The Mayor has the discretion of limiting the total discussion time for an item. PUBLIC HEARING 1. 2021-2029 Housing Element Update and Addendum to the General Plan Environment Impact Report On August 3, 2021 the Planning Commission reviewed and approved their recommendation for Town Council approval of the Addendum to the General Plan Environmental Impact Report for the General Plan Housing Element as the appropriate level of documentation to satisfy the requirement of the California Environmental Quality Act (CEQA) and the 2021-2029 Housing Element dated July 2021. Recommended action: 1. Adopt an Addendum to the General Plan Environmental Impact Report for the General Plan Housing Element, and determine that the Addendum is the appropriate level of documentation to satisfy the requirements of the California Environmental Quality Act (CEQA) based on a determination that no new or substantially more severe impacts would result from the project, and the prior analysis contained in the certified General Plan Final Environmental Impact Report adequately addresses environmental impacts, and recommend that the Town Council determine the proposed amendments to the Housing Element are exempt from CEQA pursuant to State CEQA Guidelines Section 15061(b)(3) (Common Sense Exemption). 2.
