The audience should be aware that the Council may not discuss details or vote on non-agenda items. The Council may refer your concerns raised during public comment to staff or placed on future agenda. Please note that the audience will be allotted time to make public comments on any item on the agenda at the time it is heard. ADOPTION OF AGENDA: Council will typically adopt the agenda in the order listed or modify the order in a way that can best accommodate the people in attendance who wish to speak on agenda items. Speakers are requested to restrict comments to the item as it appears on the agenda and stay within a three-minute time limit. The Mayor has the discretion of limiting the total discussion time for an item. Loomis Library & Community Learning Center’s Annual Report California state law requires that the library board of trustees or administrative head give an annual report to Council. This report includes information relating to the condition of the library for the fiscal year ending on June 30th. Recommended action: Receive and file. Public comment: 13. Multi-Way STOP at Taylor Road and Walnut Street There have been two accidents in just the last three months at the intersection of Taylor Road and Walnut Street. The authority to install STOP signs is delegated to local authorities under California Vehicle Code Section 21355. An engineering study of the intersection at Taylor Road and Walnut Street was performed, and it was determined that the intersection meets the criteria for the installation of a multi-way stop. Recommended action: Adopt a resolution authorizing a multi-way STOP at Taylor Road and Walnut Street.
