13. RECOLOGY REQUEST FOR A RATE HIKE
Recology Auburn Placer has been the contract hauler for Loomis since incorporation in
1984. Recology provides other services to the Town such as street sweeping, dead
animal pick-up, green waste program, and a twice yearly clean-day, etc. Pursuant to the
Town’s agreement with Recology Auburn Placer a rate change is being requested.
RECOMMENDED ACTION
Hold a public hearing on the proposed garbage collection service rate increase
requested by Recology Auburn Placer. Consider all protests, including any written
protests submitted prior to the close of the public hearing, tabulate ballots, and if no
majority protest exists, approve a Resolution establishing new Town of Loomis
customer rates for garbage collection service, effective and retroactive to January 1,
2022.

14. INCLUSIONARY HOUSING ELEMENT
During the 2021-2029 Housing Element Update, the Housing Committee and
Planning Commission discussed the creation of an Inclusionary Ordinance to
identify acceptable methods to provide affordable housing. As a result, Policy 9 was
added to the 2021-2029 Housing Element recommending the adoption of an
inclusionary housing ordinance to Town Council. This ordinance will identify
acceptable methods to provide affordable housing.

15. AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF LOOMIS ADDING CHAPTER 10.12
TO THE MUNICIPAL CODE, WASTE COLLECTION AND DISPOSAL
In September 2016, Governor Jerry Brown signed into law Senate Bill (SB) 1383
establishing methane emission reduction targets in a statewide effort to reduce the
emission of short-lived climate pollutants. In November 2020, CalRecycle adopted SB
1383 regulations establishing statewide targets for reducing the amount of organic
waste disposed in landfills.
Updating the Town’s Municipal Code incorporates the necessary definitions and
specifications of the SB 1383 regulations in anticipation of January 1, 2022. Staff has
collaborated to introduce the implementing ordinance for the Town Council
consideration. The recommended Waste Collection and Disposal Ordinance, included
as Attachment A to this report, specifies what Loomis residents, businesses, waste
haulers, Town processing facilities, commercial edible food generators, and food
recovery organizations must do to comply with the regulation’s goal of diverting organic
waste.
RECOMMENDED ACTION
introduce an ordinance of the Town of Loomis (included as Attachment 1), adding Chapter
10.12, Waste Collection and Disposal, to be read in title only, further reading waived, and set
the second reading for March 8, 2022.

be extended depending on the size/scope of the proposed project. The applicant must make the
request for a time extension prior to the beginning of the meeting.)

6. Public comment – maximum 3 minutes per speaker, one opportunity to speak each
