The Town Council meeting will be held at the Loomis Depot Building and is open to public attendance. The meeting is also available through the Town of Loomis Zoom platform by clicking the following link: https://us02web.zoom.us/j/87041117410 Public comment will be opened for each agenda item through the Zoom platform. POSSIBLE DEDICATION OF LOOMIS DEPOT TRAIN DEPOT IRIS GARDEN TO HAZEL HINELINE During the March 2022 Council meeting, Mayor Knisley asked to bring an agenda item before the Council to consider dedicating the Iris Garden at the Train Depot to former Mayor Hazel Hineline and authorize the commission of plaque in her memory Mrs. Hineline served the Loomis community, in several different capacities, for many years. She was first elected to the Town Council in 1988, and again in 2000. She also served as Town Treasurer and served on the Planning Commission. She also served as the Executive Director of the Chamber of Commerce, and was instrumental in establishing the Iris Garden itself. RECOMMENDED ACTION Staff recommends the Council authorize the Town Manager to commission a plaque honoring former Mayor Hazel Hineline, with a not to exceed amount of $800 and schedule a ceremony to dedicate the Iris Garden at the Train Depot in Hazel’s honor. LOOMIS COSTCO PROJECT – Consideration of General Plan Text Changes General Plan and zoning code Text amendment for accessory uses – Addendum to the Environmental Impact Report Certification, General Plan and Zoning Code amendments, and Conditional use Permit To approve the Loomis Costco Project through the following actions: 1. Certify the Addendum to the Loomis Costco Environmental Impact Report (EIR), and adopt the Findings as per the California Environmental Quality Act (CEQA); 2. Amend the Town of Loomis General Plan; 3. Amend to Town of Loomis Zoning Code; and 4. Approve a Conditional Use Permit and design review for a warehouse retail use with an accessory fueling station, subject to the conditions of approval. RECOMMENDATION: 1. Conduct a public hearing and receive public input on the proposed Addendum to the Loomis Costco Environmental Impact Report, General Plan and Zoning Code amendments, and Conditional Use Permit; 2. Adopt the following resolutions and ordinance: a. Resolution 22-09 adopting the CEQA findings and certifying the Addendum to the EIR; b. Resolution 22-10 approving the General Plan Amendment; c. Ordinance 290 repealing Ordinance 285 and adopting the Zoning Code Amendment; and d. Resolution 22-11 approving the Conditional Use Permit, subject to the findings and conditions of approval. PUBLIC HEARING PROCEDURE: 1. Town staff makes its presentation on the Project and outlines all recommended actions 2. Commission/Council asks questions of staff 3. Chair/Mayor opens the public hearing 4. Applicant makes its presentation – 15 minutes (At the discretion of the mayor or chair, time may be extended depending on the size/scope of the proposed project. The applicant must make the request for a time extension prior to the beginning of the meeting.) 5. Commission/Council asks questions of the applicant (and staff) 6. Public comment – maximum 3 minutes per speaker, one opportunity to speak each 7. Applicant opportunity to respond to public comments – 5 minutes (At the discretion of the mayor or chair, time may be extended depending on the number of comments made during public comment.) 8. Chair/Mayor closes the public hearing is closed 9. Staff responds to all public comments; Commission/Council asks any additional questions of staff 10.
