Modification of the Mayor’s Regional Committee assignments APPROVE MOTIFICATION By removing Mayor Cartwright as the Alternate Library Representative and appointing Councilmember Jenny Knisley. 10. A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION Accepting the 2022 Slurry Seal project improvements as complete. 12. A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION Approving Amendment #5 to the Contract for Service with Wood Roger, Inc., authorizing a $75,000 increase to their not to exceed contract amount so as to continue providing on-call engineering services. 13. Authorization of the Town Council of the Town of Loomis for AUTHORIZE SUPPORT Mayor Cartwright to sign a letter supporting Fentanyl Legislation. BUSINESS 14. APPROVE TOWN COUNCIL APPOINTMENT TO FILL ELECTED TREASURER POSITION Following the tragic death of Roger Carroll on April 8, the Town Council decided at a Special Meeting on April 18 to fill the vacancy in the position of Town Treasurer by appointment, rather than by special election. RECOMMENDED ACTION It is recommended that the Town Council appoint a Town Treasurer to fill the remaining term of Roger Carroll, who was killed in a bicycle accident on April 8. PUBLIC COMMENT 15. APPROVE TOWN MANAGER EMPLOYMENT WITH WES HEATHCOCK Town Manager Sean Rabé has accepted the position as City Manager for the City of Auburn and anticipates that his last day with the Town of Loomis will be approximately June 9th. With the recent passing of long-time Town Treasurer/Finance Director Roger Carroll, Council has indicated that it is important to the stability and efficiency of Town operations that a replacement for Mr. Rabé be identified quickly. RECOMMENDED ACTION Approve Town Manager Employment Agreement with Wes Heathcock. PUBLIC COMMENT 16. OPERATING BUDGET FOR THE 2023-2024 FISCAL YEAR This 2023/24 Operating budget is presented as “balanced” in that revenues exceed expenditures. Revenue for Fiscal Year 2023-24 is estimated at $5,991,500. Expenditures are estimated at $5,596,707. As presented, the General Fund budget shows revenues exceeding expenditures by $394,793. RECOMMENDED ACTION Discuss the Proposed Budget, amend it if necessary, and adopt the 2023/24 budget and the 2023/24 Authorized Positions by resolution. The 2023/24 Gann limit will return to Council at a future meeting. PUBLIC COMMENT 17. PRESENTATION BY PIONEER COMMUNITY ENERGY to consider an alternative to purchasing compost as another way to satisfy the Town’s SB 1383 recovered organic waste procurement target 5/3/2023 5:28 PM P:\Clerk\1 Agendas\2023\9 May 9, 2023\0 Agenda May 9, 2023 TC.doc 3  RECOMMENDED ACTION Receive an information-only, power-point presentation from Pioneer Community Energy to consider an opportunity that will allow the Town to satisfy some of its required Senate Bill 1383 recovered organic waste procurement target by utilizing transferable procurement credits obtained from using SB 1383 eligible biomass to generate electricity. PUBLIC COMMENT 18. INTRODUCE AND WAIVE THE FIRST READING OF AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF LOOMIS TO ADD CHAPTER 11.05 “CALIFORNIA GREEN BUILDING STANDARDS CODE (CALGREEN)” TO THE LOOMIS MUNICIPAL CODE. On September 19, 2016, California Approved Senate Bill No. 1383, Short-Lived Climate Pollutant Reduction Strategy, also known as SB 1383, which requires a jurisdiction to adopt an ordinance or other enforceable requirement that mandates compliance with California Code of Regulations, Title 24, Part 11, known as the California Green Building Standards Code (CALGreen). . As a local jurisdiction, the Town of Loomis is required to adopt and enforce an ordinance that requires compliance with these Sections of CALGreen. RECOMMENDED ACTION: Take public comment, introduce ordinance by title only, waive further reading and schedule for second reading on June 9, 2023 PUBLIC COMMENT 19. INTRODUCE AND WAIVE THE FIRST READING OF AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF LOOMIS TO ADD CHAPTER 10.12.075 “MODEL WATER EFFICIENT LANDSCAPING ORDINANCE (MWELO) REQUIREMENTS” TO THE LOOMIS MUNICIPAL CODE. New development and retrofitted landscape water efficiency standards are governed by the State’s Model Water Efficient Landscape Ordinance (MWELO), adopted in 2015 and codified in the California Code of Regulations. it is a requirement in Senate Bill (SB) 1383, which requires that local agencies adopt an enforceable ordinance the requires the use of soil amendments, compost and recycled organic mulch materials.
