The Town Council meeting will be held at the Loomis Depot Building and is open to public attendance. PRESENTATION 17. PRESENTATION BY SOUTH PLACER FIRE AND PLACER COUNTY SHERIFFS’ DEPARTMENT ON FIRE PREVENTION MEASURES RECOMMENDED ACTION: Receive and File PUBLIC COMMENT PUBLIC HEARING 18. RECOLOGY REQUEST FOR A RATE INCREASE Recology has been under a franchise agreement with the Town of Loomis for garbage collection service since 1978. The franchise agreement allows for rate adjustments on an annual basis to reflect the cost of doing business. Recology has requested such a rate adjustment to cover both an increased tipping fee charged by the Western Placer Waste Management Authority and a cost-of-living adjustment. The rate increase reflects an increase to the average residential customer’s monthly garbage bill of between 9.2 and 14.8 percent, depending upon the type of service provided. RECOMMENDED ACTION Hold a public hearing on the proposed garbage collection service rate increase requested by Recology Auburn Placer. Consider all protests, including any written protests submitted prior to the close of the public hearing, tabulate ballots, and if no majority protest exists, approve a resolution establishing new Town of Loomis customer rates for garbage collection service, effective July 1, 2023. INTRODUCE AND WAIVE THE FIRST READING OF AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF LOOMIS TO ADD CHAPTER 10.12.075 “MODEL WATER EFFICIENT LANDSCAPING ORDINANCE (MWELO) REQUIREMENTS” TO THE LOOMIS MUNICIPAL CODE. New development and retrofitted landscape water efficiency standards are governed by the State’s Model Water Efficient Landscape Ordinance (MWELO), adopted in 2015 and codified in the California Code of Regulations. it is a requirement in Senate Bill (SB) 1383, which requires that local agencies adopt an enforceable ordinance the requires the use of soil amendments, compost and recycled organic mulch materials. RECOMMENDED ACTION: Take public comment, introduce ordinance by title only, waive further reading and schedule for second reading on July 11,2023 PUBLIC COMMENT 20.
