A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION Awarding the California Environmental Quality Act (CEQA) review agreement to Raney Planning & Management, Inc (Raney) including amendment for Traffic Study consultant GHD and authorizing the Town Manager to execute an agreement acceptable to the Town for the preparation of an Environmental Impact Report (EIR) consistent with CEQA for the evaluation of the proposed Hidden Grove Project #21-10 not to exceed $253,901. 8. A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION authorizing the Town Manager to execute a contract for financial statement auditing services with Richardson & Company, LLP in the amount of $108,575 and authorize the Town Manager to sign the engagement letter. 9. A resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION accepting the Concrete Repair Project Improvements as complete PUBLIC HEARING: 10. URGENCY ORDINANCE – NEEDLE EXCHANGE AND DISTRIBUTION PROGRAM In July of 2023, an application for a needle exchange and distribution program, also known as a syringe services program, was submitted by Safer Alternatives though Networking & Education (SANE) to the California Department of Public Health (CDPH). SANE estimates that it will 9/7/2023 3:17 PM P:\Clerk\1 Agendas\2023\13 September 12, 2023\0 Agenda Sept 12, 2023 TC.doc 2  distribute 200,000 syringes annually to the southwest portion of Placer County between Lincoln and Auburn, including the cities of Lincoln, Auburn, Loomis, Rocklin and Roseville. The proposed urgency ordinance would prohibit the establishment, operation, use and/or participation in syringe services programs within the unincorporated portion of the County for forty-five days, until October 27, 2023. The prohibition would also provide additional time for the Town to monitor jurisdictions in California that permit and regulate syringe services programs for regulatory best practices and improvements in business practices. Staff anticipates bringing back a permanent ordinance at the Council's October meeting. RECOMMENDED ACTION 1. Adopt an urgency ordinance prohibiting the establishment, operation, use, and/or participation in needle exchange or distribution programs within the Town of Loomis. 2. Determine that the proposed action is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines section 15061(b)(3) and is not a project pursuant to section 15378. PUBLIC COMMENT BUSINESS 11. LOOMIS LIBRARY & COMMUNITY LEARNING CENTER ANNUAL REPORT California state law requires that the library board of trustees or administrative head give an annual report to council. This report includes information relating to the condition of the library for the fiscal year ending on June 30th. RECOMMENDED ACTION Receive and file. There is no action requested on this item. PUBLIC COMMENT 12. LOOMIS LIBRARY & COMMUNITY RESOURCE CENTER SALES TAX RENEWAL POLLING Curt Below with FM3 Research will present on the Survey Results outlining Loomis Voter Attitudes Towards a renewal of Sales Tax benefiting the Loomis Library and Community Center. RECOMMENDED ACTION Receive and file. There is no action requested on this item. PUBLIC COMMENT 13. PUBLIC SAFETY AD HOC COMMITTEE At the June 2023 council meeting, staff was directed to bring forward a public safety committee for consideration. Staff has since met with Placer County Sheriff, Placer County Probation, Loomis Code Enforcement, and South Placer Fire District representatives to discuss the appropriate members and the frequency of the potential committee would meet. RECOMMENDED ACTION Receive a report from staff regarding the formation of a council public safety ad hoc committee, form the committee if appropriate, then appoint members of the council to the committee. PUBLIC COMMENT 14.
