January 23, 2024 –PLANNING COMMISSION MINUTES APPROVE 2. February 2024 –PLANNING PROJECT STATUS RECEIVE AND FILE 3. January 2024 GENERAL PLAN UPDATE STATUS REPORT RECEIVE AND FILE PUBLIC HEARING 4. LOOMIS 2040 GENERAL PLAN UPDATE ENVIRONMENTAL IMPACT REPORT CERTIFICATION, AND 2040 GENERAL PLAN UPDATE ADOPTION Since Town Council first directed staff to proceed with the Town of Loomis General Plan Update on August 13, 2019, Town staff, have conducted multiple public outreach events, meetings, surveys, and workshops to update the content of the General Plan. The update maintains the Town’s Vision, and includes necessary modifications to: comply with state general plan law; reflect the current physical and economic conditions of the Town; reflect changes in the Town since 2001; and resolve inconsistencies. The Draft 2040 General Plan consists of four volumes: Volume I – General Plan Policy Document, Volume II – Implementing Standards, Guidelines, and Plans, Volume III – Setting/Background Reports, and Volume IV – Environmental Documents. The General Plan Policy Document includes an Introduction, Role of the General Plan, Land Use Element, Circulation Element, Public Services and Facilities Element, Conservation of Resources Element, Public Health, Safety and Noise Element, Parks, Recreation and Open Space Element, Environmental Justice Element, Economic Development and Finance Element, and the 2021 Housing Element. The Draft 2040 General Plan was reviewed by the Planning Commission and Town Council on June 8 th and 9th, 2022, at which time staff was directed to prepare the General Plan Environmental Impact Report (EIR) based on the Draft 2040 General Plan (May 2022 version). The Draft EIR was prepared and circulated for public comment between September 22, 2023 through November 6, 2023. 29 comment letters were received as well as public comments received during the Town Council and Planning Commission Joint Workshop on October 17, 2023. A Final EIR has been prepared to respond to those comments, and complete the EIR and General Plan in relation to those comments. The Final EIR and 2040 General Plan Update are now brought forward for consideration and recommendation. RECOMMENDATION Staff recommends that the Planning Commission: 1. Conduct a public hearing on the proposed 2040 General Plan Update and associated Environmental Impact Report, Findings, and Statement of Overriding Considerations; and 2. Adopt the following resolutions: a. Resolution #24-01 recommending that the Town Council certify the Environmental Impact Report and adopt the CEQA Findings and Statement of Overriding Considerations. b. Resolution #24-02 recommending that the Town Council adopt the 2040 General Plan. Town staff makes its presentation on the Project and outlines all recommended actions. 2. Commission asks questions of staff. 3. Chair opens the public hearing. 4. Applicant makes its presentation – 15 minutes. (At the discretion of the Chair, time may be extended depending on the size/scope of the proposed project. The applicant must make the request for a time extension prior to the beginning of the meeting.) 5. Commission asks questions of the applicant (and staff). 6. Public comment – maximum three- minutes per speaker, one opportunity to speak each. 7. Applicant opportunity to respond to public comments – three-minutes. (At the discretion of the Chair, time may be extended depending on the number of comments made during public comment.) 8. Chair closes the public hearing. 9.
