A report of any action taken will be presented prior to adjournment of the regular meeting. A. The Town Council meeting will be held at the Loomis Depot Building and is open to public attendance. A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION Authorizing the town manager to donate the Placer County Water Agency turf removal rebate to the uc master gardener demonstration garden project at the final rebate amount of $17,000. 8. A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION Authorizing the Town Manager to execute a cooperative agreement with the California department of transportation (Caltrans) for the review of a project study report for the i-80 / Horseshoe Bar Road Intersection improvements project #22-09, in an amount not to exceed $75,000, and authorizing the Town Manager to execute cooperative agreements With Caltrans on future phases. 9. A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION Authorizing the Town Manager to execute a professional Services contract with Ghirardelli associates in the Amount of $250,000. 11. A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION Approving the plans and specifications for the Storm Drain Culvert replacement project, appropriating $200,000 from the drainage fund, authorizing the expenditure of a construction budget in the amount of $800,000, and authorizing the town manager to execute a construction contract with the design build, inc. Of Sacramento, California PUBLIC HEARING 12. 2040 GENERAL PLAN UPDATE AND FINAL ENVIRONMENTAL IMPACT REPORT The Town of Loomis General Plan provides the vision and guidance for development within the Town, it is the Town’s Constitution. The Town Council directed staff to proceed with the Town of Loomis General Plan Update at their meeting of August 13, 2019. The Town adopted the current General Plan in 2001 and has amended it since that date, most recently in 2019. It is appropriate to update the General Plan to reflect the Town’s existing conditions, changes in Federal and State regulations, changes to the State General Plan Guidelines, changes in technology, changes in the economy, and to assure the General Plan is internally consistent. On February 27, 2024, the Planning Commission unanimously voted to recommend the Town Council certify the CEQA Final EIR and adopt the Statement of Overriding Considerations (Resolution #24-01) and adopt the General Plan with the additional modification to redesignate 9 parcels identified in the diagram presented by staff to Rural Residential (Resolution #24-02) (See Attachment 3). RECOMMENDED ACTION 1. Conduct a public hearing on the proposed 2040 General Plan Update and associated Final Environmental Impact Report (EIR), Findings, and Statement of Overriding Considerations; and 2. Adopt the following resolutions: a. Resolution #24-___ certifying the EIR and adopting the EIR Findings and Statement of Overriding Considerations b. Resolution #24-___ adopting the 2040 General Plan PUBLIC COMMENT BUSINESS 13. PCTPA DRAFT TRANSPORATION SALES TAX EXPENDITURE PLAN Placer County Transportation Planning Agency (PCTPA) was created over twenty-five years ago to provide local control over transportation priorities and funding within the County. In October of 2019, Assembly Bill 1413 was signed into law permitting the formation of a sub- county sales tax district in the counties of San Diego, Solano and Placer. In February of 2024, the PCPTA Board approved the DTSTEP which now requires jurisdictional approval. If approved, the DTSTEP would provide a reasonable funding balance between highway, rail, transit, bicycle/pedestrian, and local streets and road needs: RECOMMENDED ACTION Receive a presentation from the Placer County Local Transportation Authority (PCTPA) regarding a proposed regional half-cent sales tax transportation measure in the South Placer 4/1/2024 1:43 PM P:\Clerk\1 Agendas\2024\5 April 9, 2024\0 Agenda April 9, 2024 TC.doc 3 County District, to be placed on the November 2024 ballot. Following the presentation, staff recommends that the Town Council adopt a resolution approving the Draft Transportation Sales Tax Expenditure Plan.
