PUBLIC COMMENT
10. PLANNING COMMISSION STIPEND
At the November 12, 2024, Town Council meeting, Council adopted Ordinance 300 amending
the Loomis Municipal Code Section 2.36.060, so that Town Council action regarding Planning
Commissioner compensation would be implemented by resolution rather than by ordinance.
Subsequently, Council directed staff to bring back the Planning Commissioner stipend amount
for discussion at the January 2025 meeting.
RECOMMENDED ACTION
Discuss and provide staff direction on the Planning Commissioner stipend.

11. MAYOR’S COMMITTEE APPOINTMENTS
The yearly Council reorganization occurs in December also ushers in the incoming
Mayor’s recommendations on committee assignments for the new calendar year.
The Municipal Code provides that: “The Mayor, with the approval of the Town Council, shall
make all appointments to regional and county boards, commission and committees unless
otherwise specifically provided for by other provision of the Council (Section 2.08.090)”.
RECOMMENDATION
Approve the Mayor’s recommendations on regional committee assignments for 2025
PUBLIC COMMENT
12. PLANNING COMMMISSIONER APPOINTMENTS
Loomis Municipal Code Section 2.36.020 regulates how Loomis Planning Commissioners are to
be appointed and their terms of office. The code requires Council Members to appoint their
commissioner at the regular Council meeting in January following election to the Council. The
appointments become effective March 1st of that year.
RECOMMENDATION
Staff recommends the Town Council adopt a motion confirming each Council Member’s
Planning Commission appointee.

1. Town staff makes its presentation on the Project and outlines all recommended actions
2. Commission/Council asks questions of staff
3. Chair/Mayor opens the public hearing
4. Applicant makes its presentation – 15 minutes (At the discretion of the mayor or chair, time may
be extended depending on the size/scope of the proposed project. The applicant must make the
request for a time extension prior to the beginning of the meeting.)
5. Commission/Council asks questions of the applicant (and staff)
6. Public comment – maximum 3 minutes per speaker, one opportunity to speak each
7. Applicant opportunity to respond to public comments – 5 minutes (At the discretion of the mayor or
chair, time may be extended depending on the number of comments made during public comment.)
8. Chair/Mayor closes the public hearing is closed
9. Staff responds to all public comments; Commission/Council asks any additional questions of staff
10. Council deliberates and acts on requested entitlements
