A resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION authorizing the Town Manager to execute an Economic Development agreement with the Greater Sacramento Area Economic Council and the Town of Loomis for a term of one year for a total not-to-exceed amount of $2640.00. 8. A resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION authorizing the Town Manager to execute a contract amendment for professional services with Unico Engineering in the amount of $125,000 to a revised total of $375,000.. 9. A resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION accepting the storm drain culvert replacement project #22-14; and authorizing staff to file a notice of completion with the placer county recorder’s office. PUBLIC HEARING 10. TOWN OF LOOMIS INCLUSIONARY HOUSING ORDINANCE IN-LIEU FEE STUDY During the 2021-2029 Housing Element Update, the Housing Committee and Planning Commission discussed the creation of an Inclusionary Ordinance to identify acceptable methods to provide affordable housing. Based on this discussion, Policy 9 was added to the 2021-2029 DRAFT Housing Element that was recommended by the Town Council for submittal to California Housing and Community Development (HCD) on May 11, 2021 under Resolution #21-19. A draft Inclusionary Ordinance which was presented to the Planning Commission at a Special Meeting of December 15, 2021 at which time the Commission recommended adoption of the draft for Town Council approval. The Town Council adopted the Ordinance on March 8, 2022 During the January 28, 2025 Planning Commission meeting and again at the April 22, 2025 Planning Commission meeting, the Planning Commission recommended by consensus that the Town Council consider amending the Inclusionary Housing Ordinance, Municipal Code Section 11.16 Affordable Housing, to expand projects that are allowed to fulfill the Inclusionary Housing Ordinance obligation through in-lieu fee payment from projects of five to nine units/lots to projects of five to fifty (50) units/lots. RECOMMENDED ACTION 1. Discuss and provide input regarding the Town of Loomis Inclusionary Housing Ordinance in-Lieu Fee Study for the previously adopted Inclusionary Housing Ordinance – chapter 11.16 Affordable Housing; and 2. Discuss and provide direction to staff regarding the Planning Commission’s consensus finding to modify the Inclusionary Housing Ordinance to allow for in-lieu Fee payment on projects between 5 and 50 units/lots; and 3. Approve Resolution 25 - ____ Loomis Inclusionary Housing Ordinance In-Lieu Fee Study and Application Memo establishing an in-lieu amount and application calculation to be applied per the Inclusionary Housing Ordinance. PLACER COUNTY TRANSPORTATION PLANNING AGENCY (PCTPA) PRESENTATION RECOMMENDED ACTION Receive and File PUBLIC COMMENT 13. 3655 TAYLOR ROAD ACQUISITION The Town of Loomis recently was presented with the opportunity to purchase 3655 Taylor Road to expand Town Hall. Before the opportunity to purchase the building at 3655 Taylor Road became available, staff anticipated the need to build a new Loomis Town Hall on one of the Town’s owned parcels to meet the administrative facilities’ needs. RECOMMENDED ACTION Staff recommends the Town Council adopt a resolution authorizing the Town Manager to use Fund 325 – Community Facilities to purchase 3655 Taylor Road in the total amount of $647,000.
