DEL ORO TENNIS COURT RESURFACING DONATION Representatives of the tennis club came to the April 8 Town Council meeting to request a donation from the Town to help pay for the resurfacing of the tennis courts. At the Council’s request, an item was placed on the July 8 agenda to discuss the matter. The request is not unprecedented. In June of 2018, the Town donated $50,000 to cover part of the cost of the last tennis courts resurfacing project. At the July 8 meeting, a majority of Council agreed to contribute up to $50,000 toward the cost of resurfacing the courts, conditioned on the receipt of funds for the remainder of the cost is obtained by the group. Tonight, a resolution has been prepared for the Town Council to approve a donation of $50,000 should it wish to do so at this time. RECOMMENDED ACTION Consider a resolution approving a donation to contribute to the cost of resurfacing the tennis courts at Del Oro High School. PUBLIC COMMENT 11. TOWN MANAGER CONTRACT AMENDMENT Wes Heathcock was hired as Town Manager in June 2023. The Town Council recently completed an annual evaluation of Mr. Heathcock’s performance and directed that an item be placed on the August agenda to consider an amendment to his agreement that: 1. Increases his base salary by 7%, effective August, 2025 2. Includes a provision in the Employment Agreement that provides the Town Manager with the cost of living increase similarly provided to other Town Staff. 3. Extends the severance compensation to nine months (from six months) and makes other technical changes to that provision RECOMMENDED ACTION By motion, adopt Resolution No. 25-XX, approving the First Amendment to the Town Manager’s Employment Agreement. PUBLIC COMMENT 12. DISCUSSION AND DIRECTION REGARDING ELECTRONIC MESSAGE DISPLAY SIGN LIMITATIONS At the July 8, 2025 Town Council Meeting, staff was directed to agendize a discussion regarding the development of a digital sign ordinance. Town of Loomis Municipal Code Section 13.38.040 regulates prohibited signs in the Town and states, in part (underline and bold emphasis added); All signs not expressly permitted by this chapter shall be prohibited. Examples of prohibited signs include the following A. Abandoned Signs; B. Animated signs, including electronic message display signs, and variable intensity, blinking, or flashing signs, except time and temperature displays (which are not considered signs); On August 9, 2022, the Town Council previously discussed a proposal for a LED sign to replace the existing changeable letter reader board/marquee monument sign near Starbucks on Horseshoe Bar Road shown below. During the August 9, 2022 Town Council meeting, the comments received from the Town Council expressed concerns over the location of the proposed sign, the aesthetics of the sign, and a desire for community input. RECOMMENDED ACTION Provide direction to Staff on whether Staff should prepare a zoning amendment that would permit electronic digital message display signs in the Town of Loomis. PUBLIC COMMENT 13. LEAGUE OF CALIFORNIA CITIES VOTING DELEGATION At the League Conference, scheduled for October 8 – 10, 2025 in Long Beach this year, there is the annual business meeting where cities are asked to vote on various League matters. In order to vote a city must appoint Councilmembers to act. The Council is asked to select a voting delegate and one or two alternates of the council members attending the conference. RECOMMENDED ACTION Determine which Councilmembers will be going to the League Convention and appoint a voting delegate and alternate(s) to act on behalf of Loomis at the annual LOCC business meeting.
