BUSINESS 8. RESOLUTION IN OPPOSITION TO PROPOSITION 50. Proposition 50 would authorize temporary changes to changes to California’s Congressional District maps in response to redistricting measures taken by the State of Texas in August, 2025. 10/8/2025 2:38 PMhttps://townofloomis.sharepoint.com/sites/files/Files/Clerk/1 Agendas/2025/17 October 14, 2025/0 Agenda 20251014.doc 2  The Town Council is considering passing a Resolution that would express the Council’s opposition against Proposition 50. As more fully explained below, Proposition 50, signed by Governor Newson as the so-called “Election Rigging Response Act,” would authorize temporary changes to California’s Congressional District maps, which Governor Newsom has stated is in direct response to redistricting measures taken by the State of Texas in August, 2025. RECOMMENDED ACTION The attached Resolution is drafted to express the Town Council’s opposition to Proposition 50. Council may adopt the attached Resolution in opposition to Proposition 50 as presented, reject it entirely, or it may make any modification to the attached Resolution as it sees fit. PUBLIC COMMENT 9. TOWN OF LOOMIS ENGINEERING AND TRAFFIC SURVEYS California Vehicle requires that posted speed limits on public roadways be established and supported by an Engineering and Traffic Survey. To remain enforceable, these surveys must be updated every five years. On February 8, 2016, the Loomis Town Council adopted updated Engineering and Traffic Surveys completed in September 2014. In April 2022, former Town Engineer Merrill Buck reviewed all eighteen (18) roadway segments included in the 2014 Speed Survey and determined that no significant changes had occurred. Based on that finding, the Town extended the validity of those surveys to September 2024. To maintain compliance, the Town retained Wood Rogers to complete a new Engineering and Traffic Survey. Based on the results, the new Engineering and Traffic Survey are valid through 2032. RECOMMENDED ACTION Staff recommends that the Town Council adopt a resolution authorizing adoption of speed limits on town streets based on the 2025 townwide engineering and traffic speed survey. PUBLIC COMMENT 10. AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF LOOMIS AMENDING CHAPTER 11.04 OF TITLE 11 AND SECTION 11.05.010 OF THE LOOMIS MUNICIPAL CODE TO ADOPT BY REFERENCE THE 2025 EDITION OF THE CALIFORNIA BUILDING STANDARDS CODE, CALIFORNIA CODE OF REGULATIONS, TITLE 24, PARTS 2, 2.5, 3, 4, 5, 6, 8, 9, 10, 11, 12 WHICH CONSISTS OF THE CALIFORNIA BUILDING, RESIDENTIAL, ELECTRICAL, MECHANICAL, PLUMBING; ENERGY, FIRE, EXISTING BUILDING, GREEN BUILDING STANDARDS CODE, AND REFERENCED STANDARDS CODES; AND ADOPTING BY REFERENCE THE 2024 INTERNATIONAL PROPERTY MAINTENANCE CODE On July 1, 2025, the California Building Standards Commission published the 2025 California Building Standards Code ("2025 Code"). The Code is codified in the California Building Code of Regulations, Title 24, Parts 1-12, which includes the California Plumbing, Mechanical, Electrical, Residential, Energy, Historical, Existing Building, Reference Standards Codes, and the Green Building Standards. Revisions to the 2025 Code are the result of a triennial adoption cycle undertaken by the State Building Standards Commission and the International Code Council. The 2025 Code will become effective on January 1, 2026. Under Health and Safety Code section 17922, every City, Town and County throughout the 10/8/2025 2:38 PMhttps://townofloomis.sharepoint.com/sites/files/Files/Clerk/1 Agendas/2025/17 October 14, 2025/0 Agenda 20251014.doc 3  state is required to adopt the California Building Standards Code RECOMMENDED ACTION Hold first reading of Ordinance ___ amending Chapter 11.04 of Title 11 and Section 11.05.010 of the Loomis Municipal Code to adopt by reference the 2025 California Building Standards Code and the 2021 International Property Maintenance Code. PUBLIC COMMENT 11. ENTERTAINMENT ZONE AD HOC COMMITTEE In 2023 Governor Newsome signed Senate Bill 76, which allowed for the establishment of “entertainment zones” in the City and County of San Francisco through local ordinance. Entertainment Zones are designated areas in which the consumption of alcoholic beverages on public streets, sidewalks, or public rights-of-way adjacent to and during special events is legal. The Loomis Retail Association has recently proposed a concept and draft operational plan for an Entertainment Zone along Taylor Road in Loomis from 3565 Taylor Road to 3790 Taylor Road. Establishing an entertainment zone would require amendments to the Municipal Code, including Chapter 5 Business Taxes, Licenses, and Regulation, Chapter 7 Health and Safety, and Chapter 13 Zoning. An ad hoc committee would be tasked with development of the Entertainment Zone management plan and associated municipal code amendments. RECOMMENDED ACTION Provide direction on the creation of an Entertainment Zone Ad Hoc Committee and associated assignments.
