POLICY FOR DESIGNATED PUBLIC HEARING ITEM: Nos. 4, 5, 6 and 7.
Pursuant to the Commission’s general operating procedures, the Commission at times must
necessarily limit the speaking times of those presenting testimony o0n either side of an issue that is
designated as a public hearing item. All requests to address the Commission on public hearing items
must be submitted prior to the Commission’s consideration of the item.
TIME SEGMENTS noted * herein are approximate. Some items may be delayed due to length of
discussion of previous items.
To ensure that the Commission has ample opportunity to review written materials, members of the
public who wish to submit written materials on agendized items should submit them to the Commission
Office, 200 North Spring Street, Room 532, Los Angeles, 90012, at least 10 days prior to the meeting at
which the item is to be heard in order to meet the mailing deadline.
The Commission may RECONSIDER and alter its action taken on items listed herein at any time during
this meeting or during the next regular meeting, in accordance with Commission Policies and
Procedures and provided that the Commission retains jurisdiction over the case.

The time in which a party may seek judicial review of this determination is governed by California
Code of Civil Procedure Section 1094.6. Under that provision, a petitioner may seek judicial review
of any decision of the City pursuant to California Code of Civil Procedure Section 1094.5, only if the
petition for writ of mandate pursuant to that section is filed no later than the 90th day following the
date on which the City’s decision became final.

Public Hearing completed on April 1, 2005
1. Pursuant to Section 12.24 of the Municipal Code, Conditional Use for the
following:
a. Section 12.24 V 2 - to permit a Mixed Commercial/Residential Use
Development in the R3-1XL and C2-1D Zones;
(1) Section 12.24 V 2 (c) - to permit a floor area ratio of up to
3.0:1 in lieu of the maximum floor area ratio of 0.5:1
permitted by the "D" Development Limitation in the C2-1D
Zone;
b. Pursuant to Section 12.24 F - modification to the height and area
regulations for the following:
(1) Section 12.21.1 - to permit a building height of 50 feet and
4 stories in lieu of the maximum 30 feet and 2 stories,
respectively, permitted by Height District 1XL;
(2) Section 12.10 C 4 - to permit 32 dwelling units in the R3
Zone portion having an average of one dwelling unit for
each 566.25 square feet of lot area in lieu of the maximum
one unit for each 800 square feet of lot area;
c. Section 12.24 W 37 - to permit public parking for the commercial
and office space in the R3 Zone and parking access from the C2
zone to the R3 Zone; and

2. Pursuant to Section 16.05 of the Municipal Code, Site Plan Review
findings for projects which result in an increase of 50 or more dwelling
units, for the proposed demolition of a 14,520 square foot office
building and for the construction, use and maintenance of a mixed use
project, having a total of 81,347 square feet and a floor area ratio of
approximately 2.78:1, composed of 1,831 square feet of commercial
space, 4,441 square feet of office floor area, and 58 affordable apartment
units. The distribution of dwelling units include one manager’s unit, 27
units to be rented to families earning up to 40 percent of the County
Median Income, and 30 units to be rented to families earning up to 50
percent of the County Median Income. The project will be 4 stories, 50
feet in height, with 3 levels of residential units above the ground floor
commercial use, and 2 levels of subterranean garage with 81 parking
spaces. Parking consists of 22 spaces for commercial uses and 58
spaces for residential uses, on a 36,240 net square foot lot.

Angeles Municipal Code Section 12.24-W,1, to permit the sale and dispensing
of a full line of alcoholic beverages for on-site consumption in conjunction with
controlled access cabinets in 59 rooms; and 3) a Variance, pursuant to the
provisions of Section 12.27-A of the Code, from Section 12.26-E,5 to permit
required parking through lease agreement in lieu of a recorded covenant.

8 PUBLIC COMMENT
The Area Planning Commission shall provide an opportunity in open meetings
for the public to address it, on items of interest to the public that are within the
subject matter jurisdiction of the Area Planning Commission. (This
requirement is in addition to any other hearing required or imposed by law.)
Persons making requests are encouraged to do so in writing and should
submit 10 copies to the Area Planning Commission for its consideration.
Persons wishing to speak must submit a speaker’s request form prior to the
commencement of the public comment period.
Individual testimony within the public comment period shall be limited to five
(5) minutes per person and up to ten (10) minutes per subject.
