ZA 2005-1514-ZAA-1A Council District: 5 CEQA: ENV-2005-1515-CE Location: 10291 and 10297 Mariel Lane Plan: Bel-Air-Beverly Crest Expiration Date: Extended to 2/1/06 Appeal Status: Not Further Appealable Continued from January 4, 2006 Public Hearing WEST LOS ANGELES AREA PLANNING COMMISSION MINUTES OF PAGE 1 FEBRUARY 1, 2006 An Appeal, of the Zoning Administrator’s approval, pursuant to Los Angeles Municipal Code Section 12.28, of a Zoning Administrator’s Adjustment to permit: 1) a 3-foot front yard setback in lieu of the required 25-foot yard setback on property split by Private Street 1054-B; and 2) a reduced side yard setback of 6-feet in lieu of the required 8-feet, 6-inches in the RE15-1 Zone. Applicant: Bill Rosenberg, Howard Robinson (representative) Appellant: Roger Marshutz, Robert Glushon (representative) STAFF RECOMMENDED DENIAL OF APPEAL Emily Gabel Luddy (213) 978-1327 DISCUSSION: Staff gave an overview of the proposed project and answered questions of the Planning Commission. There were no speakers under public comment. The appropriate request was made and the item was continued to March 1, 2006. The West Los Angeles Area Planning Commission approved the continuance by consent without objection. 4. APCW 2005-4303-SPE-SPP Council District: 11 CEQA: ENV-2005-4295-MND Location: 13337 W. Beach Avenue Plan: Palms-Mar Vista-Del Rey Expiration Date: Extended to 2/1/06 Appeal Status: Appealable to City Council Continued from January 4, 2006 Public Hearing completed October 26, 2005 SPECIFIC PLAN EXCEPTION, pursuant to Section 11.5.7.F of the Municipal Code, from Section 6.D.2 of the Glencoe/Maxella Specific Plan (Ordinance No. 171,946) to permit 33 dwelling units on a 25,011 net square foot site in lieu of the maximum 31 dwelling units permitted (a resulting Floor Area Ratio of 1.95:1 in lieu of the maximum 1.75 permitted by the Specific Plan) and PROJECT PERMIT COMPLIANCE, pursuant to Section 11.5.7 C of the Municipal Code, with the Glencoe/Maxella Specific Plan; for the proposed demolition of an existing fast food restaurant and the proposed construction of 39 residential condominium units (33 units are located in the City of Los Angeles, six units are located in Culver City under separate processing) in four-story buildings with a maximum height of 55-feet. The West Los Angeles Area Planning Commission took the following action: Commissioner Ritter Simon moved to grant the Exception with conditions and modify the language of condition 35; Commissioner Brown seconded the motion. Ayes: Foster, Rodman; Noes: Moon. Motion was approved. Vote: 4-1 5. PUBLIC COMMENT PERIOD The Area Planning Commission shall provide an opportunity in open meetings for the public to address it on items of interest to the public that are within the subject matter jurisdiction of the Area Planning Commission. (This requirement is in addition to any other hearing required or imposed by law). Persons making requests are encouraged to do so in writing and should submit 10 copies to the Area Planning Commission for its consideration. Persons wishing to speak must submit a speaker’s request form prior to the commencement of the public comment period. Individual testimony within the public comment period shall be limited to five (5) minutes per person and up to ten (10) minutes per subject.
