The meeting was called to order by the Commission President, Michael Fleming at 4:31 p.m. Commissioners present: Hernandez, Marquez, Moreno and Lowe. 1. Election of Officers The East Los Angeles Area Planning Commission elected Commissioner Moreno as Commission President. This action was approved by the following vote: Commissioner Fleming moved. Commissioner Lowe seconded. Vote: 5-0. The East Los Angeles Area Planning Commission elected Commissioner Lowe as Commission Vice-President. This action was approved by the following vote: Commissioner Moreno moved. Commissioner Fleming seconded. Vote: 5-0. 2. DEPARTMENTAL REPORT None 3. COMMISSION BUSINESS A. Advance Calendar Upon review of the Advance Calendar, the East Los Angeles Area Planning Commission canceled the meeting of April 12, 2006. This action was approved by consent. B. Tentative Tract 63591-1A Council District No.: 14 EAST LOS ANGELES AREA PLANNING COMMISSION MINUTES OF PAGE 1 MARCH 22, 2006 CEQA: ENV-2005-5025-CE Location: 2245 West Las Colinas Ave. PLAN: North East Los Angeles Expiration Date: 3/22/06 Appeal Status: Further appealable PUBLIC HEARING AN APPEAL, from part of the Deputy Advisory Agency’s decision in approving Tentative Tract No. 63591 for the proposed 8-units residential condominium conversion subdivision. STAFF RECOMMENDS DENIAL OF THE APPEAL. E. DIR 2005-4903-SPP-1A Council District: 14 CEQA: ENV-2005-4904-CE Location: 4852 East Granada Street Plan: Northeast Los Angeles Expiration Date: 04/26/06 Appeal Status: Not further appealable. PUBLIC HEARING AN APPEAL, from the entire decision of the Director of Planning in approving a Project Permit Determination in the Mount Washington/Glassell Park Specific Plan area for the proposed construction, use and maintenance of a new single-family dwelling with detached garage. STAFF RECOMMENDS DENIAL OF THE APPEAL Charles Rausch, (213) 978-1167 APPLICANT: Geoffrey APPELLANT: Mark Slater DISCUSSION: EAST LOS ANGELES AREA PLANNING COMMISSION MINUTES OF PAGE 2 MARCH 22, 2006 There being no applicant nor appellant present, nor speakers for or against the project; the East Los Angeles Area Planning Commission granted the appeal in part to add a condition requiring a “Red Flag Day” condition and a Safety Monitor during construction. This action was approved by the following vote: Commissioner Lowe moved. Commissioner Hernandez seconded. Vote: 5-0. 7. PUBLIC COMMENT PERIOD No speakers. In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Commission on public hearing items must be submitted prior to the Commission=s consideration of the item. EVERY PERSON WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER=S REQUEST FORM AND SUBMIT IT TO THE COMMISSION EXECUTIVE ASSISTANT STAFF. Any appeal to the City Council must be filed within 10 days after the orally stated action of the Commission. 6. PUBLIC COMMENT PERIOD The Area Planning Commission shall provide an opportunity in open meetings for the public to address it, on items of interest to the public that are within the subject matter jurisdiction of the Area Planning Commission. (This requirement is in addition to any other hearing required or imposed by law.) Persons making requests are encouraged to do so in writing and should submit 10 copies to the area planning commission for its consideration. Persons wishing to speak must submit a speaker’s request form prior to the commencement of the public comment period. Individual testimony within the public comment period shall be limited to five (5) minutes per person and up to ten (10) minutes per subject.
