The meeting was called to order by Commission Vice President Sampson at 4:38 p.m.

Minutes of March 01. 2007 Meeting were adopted by unanimous vote. Minutes of
February 15, 2007 meeting were deferred due to some technical questions
regarding change of Commission members.

Motion: Deny the appeal; sustain the action of the Zoning Administrator in denying
the authorization to maintain a 5-foot-8-inch high fence within the front
yard setback area of property in the RS zone, adopt the findings of the
Zoning Administrator; did not adopt Mitigated Negative Declaration No.
ENV-2006-7740-CE.

THREE APPEALS, (Apellants 1, 3 & 4) from the Zoning Administrator’s entire approval
and ONE APPEAL (Appellant 2) of certain conditions of the Zoning Administrator’s
approval, pursuant to Charter Section 562 and Los Angeles Municipal Code Section
12.27-B, of a Variance from Sections 12.17.5 (MR1 Zone), 12.17.6 (M1 Zone), and 12.19
(M2 Zone) granting the construction, use and maintenance of a motocross recreational
facility on a 10-acre parcel and to supplement the list of uses cited in ZV 82-186 Letter of
Clarification issued March 17, 1997.

The President opened the public hearing.
Appellants Nos. 1, 3, 4, and their respective representatives testified against the
proposal. Seven other speakers testified in support of the appeal.
Applicant/Appellant No. 2 testified for the project and his appeal. Sixteen other speakers
testified in support of the project.
There were other speakers who did not have the chance to speak as they have to leave.
Applicant’s scientist testified for the project and discussed some environmental issues.
The President closed the public hearing. However, reopened it for rebuttals.
Both Applicant and Appellants and their representatives rebutted.

Staff made some clarifications on some of the issues brought up during testimonies and
recommended to change some of the conditions of approval as suggested by the
applicant.
The President closed the public hearing.
Commission deliberated.
Motion: Deny the appeals of Appellants Nos. 1, 3, and 4; grant appeal of
Appellant 2 (Applicant); sustain the action of the Zoning Administrator in
granting the construction, use and maintenance of a motocross
recreational facility on a 10-acre parcel and to supplement the list of uses
cited in ZV 82-186 Letter of Clarification issued March 17, 1997; modify the
Conditions of Approval; modify the findings; adopt Mitigated Negative
Declaration No. ENV-2004-3451-MND.

POLICY FOR DESIGNATED PUBLIC HEARING ITEM NOS 3 AND 4:
Pursuant to the Commission’s general operating procedures, the Commission at times must necessarily
limit the speaking times of those presenting testimony on either side of an issue that is designated as a
public hearing item. All requests to address the Commission on public hearing items must be submitted
prior to the Commission’s consideration of the item.

discussion of previous items.
To ensure that the Commission has ample opportunity to review written materials, members of the
public who wish to submit written materials on agendized items should submit them to the

prior to the meeting at which the item is to be heard in order to meet the mailing deadline.
The Commission may RECONSIDER and alter its action taken on items listed herein at any time during

following the date on which the City's decision became final pursuant to California Code of Civil Procedure
Section 1094.6. There may be other time limits which also affect your ability to seek judicial review.

5. PUBLIC COMMENT PERIOD
The Area Planning Commission shall provide an opportunity in open meetings for the
public to address it, on items of interest to the public that are within the subject matter
jurisdiction of the Area Planning Commission. (This requirement is in addition to any
other hearing required or imposed by law.) Persons making requests are encouraged to
do so in writing and should submit 10 copies to the Area Planning Commission for its
consideration.
Persons wishing to speak must submit a speaker’s request form prior to the
commencement of the public comment period.
Individual testimony within the public comment period shall be limited to five (5) minutes
per person and up to ten (10) minutes per subject.
