POLICY FOR DESIGNATED PUBLIC HEARING ITEM NO: Pursuant to the Commission’s general operating procedures, the Commission at times must necessarily limit the speaking times of those presenting testimony on either side of an issue that is designated as a public hearing item. All requests to address the Commission on public hearing items must be submitted prior to the Commission’s consideration of the item. TIME SEGMENTS noted * herein are approximate. Applicant: AT&T Wireless Representative: Kathleen O’Connor Requested Action: 1. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, Adopt the Mitigated Negative Declaration (ENV-2012-974-MND) for the proposed project. 2. Pursuant to Section 11.5.7.F.1 (f) of the Municipal Code, a Specific Plan Exception for the installation of wireless antennas and associated equipment cabinets on the rooftops of buildings in the C and M Zones on a roadway designated as a scenic highway (Ventura Boulevard) within a specific plan area (Ventura/Cahuenga Boulevard Corridor Specific Plan); and 3. Pursuant to Section 11.5.7.C of the Municipal Code, a Project Permit Compliance with the applicable regulations of the Ventura/Cahuenga Boulevard Corridor Specific Plan. Recommended Action: 1. Approve the proposed Mitigated Negative Declaration, ENV-2012-972-MND; 2. Approve a Specific Plan Exception, pursuant to Section 11.5.7.F.1 (f) of the Municipal South Valley Area Planning Commission 2 September 27, 2012 Code, for the installation of wireless antennas and associated equipment cabinets on the rooftops of buildings in the C and M Zones on a roadway designated as a scenic highway (Ventura Boulevard) within a specific plan area (Ventura/Cahuenga Boulevard Corridor Specific Plan); 3. Topham Street Expiration Date: 10/6/12 Appeal Status: Further appealable to City Plan: Reseda-West Van Nuys Council PUBLIC HEARING AUGUST 24, 2012 Proposed Project: The demolition of a single-family dwelling and the subsequent construction of four (4), new single family dwellings, each two stories in height, on an approximately 12, 737 square- foot lot, which is proposed to be subdivided into four (4) small-lot parcels through a separate application and public hearing process (AA-2012-880-PMLA-SL). Applicant: FM Construction & Engineering Representative: Leonardo Yaghoobi. Requested Action: 1. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, Adopt the Mitigated Negative Declaration (MND), ENV-2012-882-MND, for the above referenced project. 2. Pursuant to Section 12.32 of the Municipal Code, a Zone Change from RA-1-K (One Family Dwelling Zone) to RD3-1 (Multiple Dwelling Zone). Recommended Actions: 1. Disapprove the requested zone change as filed. 2. Approve and recommend that the City Council adopt, pursuant to Section 12.32.B of the L.M.A.C., a Zone Change from RA-1-K to (T)(Q)RD3-1-K over the entire site, subject to the attached (Q) and (T) conditions. 3. Adopt the Mitigated Negative Declaration, ENV-2012-882-MND; 4. Adopt the Findings. 5. PUBLIC COMMENT PERIOD South Valley Area Planning Commission 3 September 27, 2012 The Area Planning Commission shall provide an opportunity in open meetings for the public to address it, on items of interest to the public that are within the subject matter jurisdiction of the Area Planning Commission. (This requirement is in addition to any other hearing required or imposed by law.) Persons making requests are encouraged to do so in writing and should submit 10 copies to the Area Planning Commission for its consideration. Persons wishing to speak must submit a speaker’s request form prior to the commencement of the public comment period. Individual testimony within the public comment period shall be limited to up to five (5) minutes per person and up to ten (10) minutes per subject.
