Pursuant to the Commission’s general operating procedures, the Commission at times must necessarily limit the speaking times of those presenting testimony on either side of an issue that is designated as a public hearing item. All requests to address the Commission on public hearing items must be submitted prior to the Commission’s consideration of the item. TIME SEGMENTS noted * herein are approximate. Some items may be delayed due to length of discussion of previous items. To ensure that the Commission has ample opportunity to review written materials, members of the public who wish to submit written materials on agendized items should submit them to the Commission Office, 200 North Spring Street, Room 272, Los Angeles, CA 90012, at least 10 days prior to the meeting at which the item is to be heard in order to meet the mailing deadline. The proposed project’s maximum height is 24 feet 6 inches. The project is located in the Inner Corridor, is upslope but not visible from Mulholland Drive, and subject to the Baseline Hillside Ordinance. Applicant: Christopher King Appellant: John Brubaker Requested Actions: Appeal of the Director of Planning’s Conditional Approval of a Project Permit Compliance with Design Review pursuant to Section 11.5.7 C.6 of the Los Angeles Municipal Code (LMAC). APCSV-2013-3648-ZC CEQA: ENV-2013-3172-MND Council District: 2 Location: 14401 Valerio Street Plan: Van Nuys-North Sherman Expiration Date: 9/11/14 Oaks Appeal Status: Further appealable to City Council PUBLIC HEARING COMPLETED ON AUGUST 11, 2014 Proposed Project: Demolition of a single family dwelling and construction of 8 single-family dwellings in conjunction with an application for a subdivision map, including a small-lot subdivision of 7 dwelling units within the southerly 275 feet depth and one separate lot to be developed with a single family dwelling within the 145 feet depth of the northerly portion. Dwellings proposed within the small lot subdivision will be a maximum of 3 stories, 30 feet high, with an attached 2-car garage accessed from a private driveway easement, all on an approximate 33,603 square feet parcel of land. Applicant: Regina Minor . ARC Land Use & Entitlements, Inc. Requested Action: 1. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, Adopt the Mitigated Negative Declaration (ENV-2013-3172-MND) for the above referenced project; and 2. Pursuant to Section 12.32 of the Municipal Code, a Zone Change from the R1-1 (One-Family Dwelling Zone) to the RD2 (Restricted Density Multiple Dwelling Zone) for the southerly 275 feet depth portion of the property. Recommended Actions: 1. Approve and recommend that the City Council approve the Zone Change from R1-1 to (T)(Q)RD2-1 for the subject property, subject to conditions; 2. Adopt Mitigated Negative Declaration No. ENV-2013-3172 MND; 3. Adopt the Findings; and 4. Advise the applicant that, pursuant to California State Public Resources Code Section 21081.6, the City shall monitor or require evidence that mitigation conditions are implemented and maintained throughout the life of the project and the City may require any necessary fees to cover the cost of such monitoring. Stagg Street Plan: Canoga Park-Winnetka Expiration Date: 9/11/14 Woodland Hills-West Hills Appeal Status: Further appealable to City Council PUBLIC HEARING COMPLETED ON JULY 22, 2014 Proposed Project: The demolition of two existing single-family residences, associated structures and removal of nine trees, for the use and construction of six (6) two-story 27-foot 2-inch tall single-family residential dwellings on individual small lots with 12 resident parking spaces, on a combined 39,930 square-foot site in the proposed (T)(Q)RD6-1 Zone. Applicant: Brenda Bischak, Stagg Village, LLC Representative: Sean Nguyen, EZ Permits, LLC Requested Action: 1. Pursuant to LAMC Section 12.32-F, a Zone Change from RA-1 (Suburban Zone) to (T)(Q)RD6-1 (Residential Density Multiple Dwelling Zone). 2. Pursuant to LAMC Section 12.27 Zone Variances, to permit construction of the small lots prior to recordation of the final tract map, from Section 12.21-G,2 to allow zero square feet open space for each dwelling unit in lieu of 175 square feet for dwelling having more than three habitable rooms. 3. Pursuant to LAMC Section 12.28, to permit construction of the small lots prior to recordation of the final tract map, adjustments from: a. Section 12.09.1-B,1, to permit a minimum 5-foot front yard along the north property line in lieu of the 20-foot required. b. Section 12.09.1-B,3, to permit a minimum 5-foot rear yard along the south property line in lieu of the 25-foot required. c. Section 12.21-C,2(a) to permit zero building separation in lieu of the 10-foot requirement. 4. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, adopt the Mitigated Negative Declaration, (ENV-2014-3468-MND) for the proposed project. South Valley Area Planning Commission 4 SEPTEMBER 11, 2014 Recommended Actions: 1. Approve and recommend that the City Council adopt a Zone Change from RA-1 to (T)(Q)RD6-1. 2. Approve Zone Variances to allow zero square feet open space for each dwelling unit in lieu of 175 square feet for dwelling having more than three habitable rooms in accordance with the Small Lot Ordinance prior to recordation of the final tract map. 3. Approve Zoning Administrator’s Adjustments to allow a minimum 8-foot front yard along the north property line in lieu of the 20-foot required and a minimum 11- foot rear yard along the south property line in lieu of the 25-foot required 4. Dismiss a Zoning Administrator’s Adjustment to allow zero building separation in lieu of the 10-foot requirement, as the project provides a minimum 15-foot building separation between any of the proposed building footprints is 12 feet. 5. Adopt the Findings. 6. Adopt the Mitigated Negative Declaration No. ENV-2014-936-MND for the above- referenced project 7. Advise the applicant that, pursuant to California State Public Resources Code Section 21081.6, the City shall monitor or require evidence that mitigation conditions are implemented and maintained throughout the life of the project and the City may require any necessary fees to cover the cost of such monitoring. 8. Advise the applicant that pursuant to State Fish and Game Code Section 711.4, a Fish and Game Fees is now required to be submitted to the County Clerk prior to or concurrent with the Environmental Notice of Determination (NOD) filing. . PUBLIC COMMENT PERIOD The Area Planning Commission shall provide an opportunity in open meetings for the public to address it, on items of interest to the public that are within the subject matter jurisdiction of the Area Planning. (This requirement is in addition to any other hearing required or imposed by law.) Persons making requests are encouraged to do so in in writing and should submit 10 copies to the Area Planning Commission for its consideration. Persons wishing to speak must submit a speaker’s request form prior to the commencement of the public comment period. Individual testimony within the public comment period shall be limited to up to five (5) minutes per person and up to ten (10) minutes per subject.
