The meeting was called to order by Acting Chairman, Commission Vice President Donna Choi at 4:45
p.m.

Planning Staff, Craig Weber, updated the Commission on the following:

• Historic Preservation Overlay Zones (HPOZ)

Commissioner Choi expressed her desire to see the Northeast Los Angeles River
Collaborative Presentation .
Planning Staff reacted by saying the presentation can be made in the next regular meeting
under Department Report.
C. Approval of Minutes of East Los Angeles Area Planning Commission Regular Meeting
of December 10, 2014
Commissioner Membreno moved to approve the December 10, 2014 Minutes of the Regular
Meeting of the East Los Angeles Area Planning Commission; seconded by Commissioner
Stein and approved by both Commissioners Villanueva and Choi.

Requested Action:
AN APPEAL of the Zoning Administrator's decision to approve, pursuant to Los Angeles
Municipal Code Section 12.24-M, plans to permit the installation, use and maintenance of a new
wireless telecommunications facility
Applicant: Andrew Hollihan, AT&T Mobility
Representative: Kathleen O'Connor-Phelps, Eukon Group
Appellants: (1) Councilmember Gilbert Cedillo, Council District 1
(Note: Appeal withdrawn by a letter dated January 14, 2015)

Recommended Action:
1. Deny the appeal.
2. Sustain the Zoning Administrator's decision to approve, pursuant to Charter Section 562
and Los Angeles Municipal Code Section 12.24-M, plans to permit the installation, use and
maintenance of a new wireless telecommunications facility.
3. Adopt the findings of the Zoning Administrator.
4. Adopt the action of the Lead Agency in approving ENV-2013-4161-MND as the
environmental clearance for the Project.

Planning Staff, Albert Landini, presented the case and summarized the discussions made in the
last meeting. He also stated that the Applicant wanted to keep with their original proposal and
the Appellant wanted a different site for the project.
Applicant testified again for the project. She reported that they have submitted photo simulation
of the proposed project to the Council District Office and that they have met with the
Neighborhood Council.
Commissioner Membreno announced for the record that she listened to the proceedings of the
last meeting regarding this case.
Appellant, Mike Hernandez, continued to testify for his appeal.
Council District 1 Representative also testified in support of the appeal. He made a slide
Presentation on co-location or alternative sites, He also provided some new information. He
also claimed Planning Staff did not do a comprehensive analysis on the potential location. He,
therefore recommended to grant the appeal.
One additional speaker (who spoke in Spanish and translated by the Appellant) testified in
favor of the appeal.
The Commission asked additional questions to Planning Staff, the Applicant, and the Appellant
for some clarifications.
Commission deliberated.
· Motion: Grant the appeal; overturn the Zoning Administrator's decision to approve the
project; do not adopt the findings and action of the Lead Agency in approving
ENV-2013-4151-MND.

The merger and subdivision of 2 lots into 10 small lots, pursuant to Small Lot Subdivision
Ordinance No. 176,354, and the development of 10 small lot single-family residences.
Requested Action:
AN APPEAL, pursuant to Los Angeles Municipal Code (LAMC) Section 17.06, of the
entire decision of the Deputy Advisory Agency's approval of Vesting Tentative Tract
Map No. 72898-SL for a maximum of 11 small lots and the construction of 11 small lot
single-family dwellings in accordance with Small Lot Subdivision Ordinance No. 176,354;
an appeal of Mitigated Negative Declaration No. ENV-2014-1466-MND.

Appellants Coronado Street Citizens Coalition - Anne Hars
Recommended Actions:
1. Deny the appeal in part;
2. Sustain the decision in-part with modification of the Deputy Advisory Agency approval
of Vesting Tentative Tract No. 72898-SL for the approval of ten (1 0) small lot single-family
dwellings;
3. Adopt modified Conditions of Approval;
4. Adopt Mitigated Negative Declaration No. ENV-2014-1466-MND;
5. Advise the applicant that, pursuant to California State Public Resources Code
Section 21081 .6, the City shall monitor or require evidence that mitigation conditions are
implemented and maintained throughout the life of the project and the City may require any
necessary fees to cover the cost of such monitoring;
6. Advise the applicant that pursuant to State Fish and Game Code Section 711.4, a Fish and
Game Fee is now required to be submitted to the County Clerk prior to or concurrent with
the Environmental Notice of Determination (NOD) filing.

Staff presented the case and addressed the issues and concerns of the appellants.
Appellants' representative testified for the appeal via slide presentation.
Applicant's representative testified for the project and responded to the issues and concerns
brought by the appellant. He answered questions of the Commission.
One speaker who is a member of the .Silver Lake Neighborhood Council and Co-Chair of the
Urban Design Preservation Committee spoke against the project. Four additional speakers
spoke in support of the appeal.
Jae Kim, Senior City Planner, addressed the issues and concerns surrounding small lot
subdivisions and other projects in general.
Lengthy discussions ensued on the subjects of Guidelines, Ordinance, Map Act, and the
Findings made by Staff in his Decision Letter dated November 19, 2014.
The Commission took a ten-minute break and reconvened at 8:12p.m.
Both the Applicant and Appellant were given rebuttal time.

POLICY FOR DESIGNATED PUBLIC HEARING ITEM Nos. 3 and 4.
Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily limit the
speaking times of those presenting testimony on either side of an issue that is designated as a public hearing
item. In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted
upon. All requests to address the Commission on public hearing items must be submitted prior to the
Commission=s consideration of the item. TIME SEGMENTS noted herein are approximate. Some items may be
delayed due to length of discussion of previous items.
To ensure that the Commission has ample opportunity to review written materials, members of the public
who wish to submit written materials on agendized items should submit them to the Commission Office,

5. PUBLIC COMMENT PERIOD
The Area Planning Commission shall provide an opportunity in open meetings for the public to
address them on items of interest to the public that are within the subject matter jurisdiction of
the Area Planning Commission. (This requirement is in addition to any other hearing required or
imposed by law.) Persons making requests are encouraged to do so in writing and should
submit 10 copies to the Area Planning Commission for its consideration.
Persons wishing to speak must submit a speaker’s request form prior to the commencement of
the public comment period. Individual testimony within the public comment period shall be
limited to five (5) minutes per person and up to ten (10) minutes per subject.
