OFFICIAL MINUTES CITY OF LOS ANGELES East Los Angeles Area Planning Commission Minutes Wednesday, January 13, 2016 Ramona Hall Community Center 4580 North Figueroa Street Los Angeles, California 90065 MINUTES OF THE EAST LOS ANGELES AREA PLANNING COMMISSION HEREIN ARE REPORTED IN ACTION FORMAT. The meeting was called to order at 4:44 p.m. with Commissioners Choi, Alarcon and Stein present. Commissioners Arellano and Diel were absent. Also in attendance were, Shana Bonstin, Principal City Planner, Jane Choi, Senior City Planner, Oscar Medellin, Deputy City Attorney, and Felicidad Pingol, Commission Executive Assistant. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT Ms. Bonstin introduced Jane Choi, Senior City Planner, who will begin staffing the East Los Angeles Area Planning Commission meetings. ___________________________________ ITEM NO. 2 COMMISSION BUSINESS A. Advance Calendar: There were no changes to the advanced calendar B. Commission Requests: There were no requests by any Commission members. ___________________________________ ITEM NO. 3 AA-2015-0777-PMLA-SL-1A Council District: 13 – O’Farrell CEQA: ENV-2017-0778-MND Last Day to Act: 01-31-16 Plan Area: Silver Lake – Echo Park – Elysian Valley PROJECT SITE: 1324 Quintero Street IN ATTENDANCE: Jae Kim, Senior City Planner, representing the Planning Department; Laurie Harris, applicant’s representative, and Patrick Sherman, the appellant. MOTION: Commissioner Stein put forth the actions below in conjunction with the approval of the following project with modifications to the Conditions of Approval as stated on the record by the Commission: A small lot subdivision for a maximum of 4 small lots in the RD1.5-1VL Zone. 1. Denied the appeal. 2. Sustained the decision of the Deputy Advisory Agency for the approval of four (4) small lots in conjunction with the development of four small lot homes, pursuant to LAMC Section 17.53 and Ordinance No. 176364; 3. Adopted the Conditions of Approval; 4. Adopted the Advisory Agency's Findings; 5. Adopted Mitigated Negative Declaration No. ENV-2015-0778-MND, pursuant to CEQA Guidelines Section 1507 4, and the associated Mitigation Monitoring Program; 6. Advised the applicant that, pursuant to California State Public Resources Code Section 21081 .6, the City shall monitor or require evidence that mitigation conditions are implemented and maintained throughout the life of the project and the City may require any necessary fees to cover the cost of such monitoring; 7. Advised the applicant that pursuant to State Fish and Game Code Section 711.4 a Fish and Game Fee is now required to be submitted to the County Clerk prior to or concurrent with the Environmental Notice of Determination (NOD) filing. POLICY FOR DESIGNATED PUBLIC HEARING ITEM No..3. Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily limit the speaking times of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Commission on public hearing items must be submitted prior to the Commission=s consideration of the item. TIME SEGMENTS noted herein are approximate. Some items may be delayed due to length of discussion of previous items. PUBLIC COMMENT PERIOD The Area Planning Commission shall provide an opportunity in open meetings for the public to address them on items of interest to the public that are within the subject matter jurisdiction of the Area Planning Commission. (This requirement is in addition to any other hearing required or imposed by law.) Persons making requests are encouraged to do so in writing and should submit 10 copies to the Area Planning Commission for its consideration. Persons wishing to speak must submit a speaker’s request form prior to the commencement of the public comment period. Individual testimony within the public comment period shall be limited to five (5) minutes per person and up to ten (10) minutes per subject.
