The meeting was called to order by Commission President Christopher Arellano at 4:43 p.m. with Commissioners Choi and Diel present. Commissioners Alarcon and Stein were absent. Advance Calendar: There were no changes to the advanced calendar. B. Commission Requests: There were no requests from the Commission. ___________________________________ ITEM NO. 3 DIR-2015-1173-SPP-SPPA-CCMP-1A Council District: 1 - Cedillo CEQA: ENV-2015-1174-MND Last Day to Act: 03-22-16 Plan Area: Northeast Los Angeles PROJECT SITE: 4968, 4976, and 4984 North Figueroa Street; 118 North Avenue 50 IN ATTENDANCE: Greg Shoop, City Planner, representing the Planning Department; Dana Sayles, applicant’s representative, and Thomas Jung, the appellant. MOTION: Commissioner Arellano put forth the actions below in conjunction with the approval of the following project: A three-story, 35-feet in height, 29-unit multifamily residential dwelling. 1. Deny the appeal; 2. Sustain the Determination of the Director of Planning in approving a Project Permit Compliance for the construction of a three-story, 40 feet in height, 29 unit multi-family residential condominium developments; 3. Adopt the Conditions of Approval; 4. Adopt the Director of Planning's Findings; 5. Found that the project was assessed in ENV-2015-1174-MND adopted on November 13, 2015. The City finds that pursuant to CEQA Guidelines, Section 15162, based on the whole of the administrative record, no subsequent Mitigated Negative Declaration is required for approval of the project. 6. Further found that a Mitigation Monitoring Project (MMP) was adopted on November 13, 2015, and no further adoption of the MMP is required. Persons making requests are encouraged to do so in writing and should submit 10 copies to the Area Planning Commission for its consideration. Persons wishing to speak must submit a speaker’s request form prior to the commencement of the public comment period. Individual testimony within the public comment period shall be limited to five (5) minutes per person and up to ten (10) minutes per subject.
