OFFICIAL CITY OF LOS ANGELES North Valley Area Planning Commission Meeting Minutes February 2, 2017 Van Nuys City Hall 14410 Sylvan Street, 2nd Floor Los Angeles, CA 91401 MINUTES OF THE NORTH VALLEY AREA PLANNING COMMISSION HEREIN ARE REPORTED IN ACTION FORMAT. COMPLETE DETAILS, INCLUDING THE ENTIRE DISCUSSION, RELATING TO EACH ITEM ARE CONTAINED IN THE AUDIO RECORDING FOR THIS MEETING. The Commission President called meeting to order at 4:30 p.m. The Commission President Harootoonian called the roll with Commissioners Garcia, Nam, and Reyes present. Commissioner Sampson was not in attendance. Also present were, Kevin Jones, Senior City Planner representing the Director of Planning, Parissh Knox, Deputy City Attorney. Renee Glasco, Commissioner Executive Assistant and Rafael Vega, Senior Administrative Clerk, Commission Office Staff ___________________________________ ITEM NO. 1 DEPARTMENTAL REPORT Senior City Planner Kevin Jones, reported on the increase number of cases filed in the North Valley area for the Planning Department, and gave a statistical report on the types of services provided at the Development Service Center. He also noted the Planning Department’s preparation for the upcoming JJJ initiative. ___________________________________ ITEM NO. 2 COMMISSION BUSINESS A. Advance Calendar: There were no changes requested by the Commission. B. MOTION Commissioner Garcia moved to continue the matter to the North Valley Area Planning Commission meeting of February 16, 2017. The motion was seconded by Commissioner Nam, and the vote proceeded as follows: Moved: Garcia Seconded: Nam Ayes: Reyes, Harootoonian Absent Sampson Vote: 4-0 MOTION PASSED Commissioner Sampson recused himself. ___________________________________ ITEM NO. 4 ZA-2016-1485-CU-1A Council District: 12 - Englander CEQA: ENV-2016-1484-MND Last Day to Act: 02-02-17 Plan Area: Chatsworth-Porter Ranch PROJECT SITE 10650 North De Soto Avenue IN ATTENDANCE Henry Chu, Associate Zoning Administrator, representing the Department; Andre Van Der Valk and Kristina Zitkovich, Appellants; Phillip Hess, Appellant’s Representative, Robert Lamishaw, Appellant ‘s representative; Robert Glushon, Applicant’s Representative; Hannah Lee, representing the Office of Councilmember Englander. 2 Meeting Minutes February 2, 2017 North Valley Area Planning Commission The Commission took a recess at 5:33 p.m. and reconvened at 5:43 p.m. A second break was taken at 6:54 p.m. and reconvened at 7:09 p.m. MOTION Commissioner Nam put forth the actions below in conjunction with the disapproval of the following project: Anew 7,098 square-foot Church with 150 seats in the (T)(Q)RE1-1 Zones. 1. Grant the appeal and overturn the Zoning Administrator's determination to approve a Conditional Use for a new 7,098 square-foot church with150 seats in the (T)(Q)RE11-1 Zone; and 2. Adopt the findings as stated by the Commission. Commission Garcia seconded the motion and the vote proceeded as follows: Moved: Nam Seconded: Garcia Ayes: Reyes Nays: Harootoonian Recused: Sampson Vote: 3-1 MOTION PASSED ITEM NO. 6 PUBLIC COMMENT There were no requests to address the Commission during the public comment period. Webber, AICP, Deputy Director Eric Nam, Commissioner Jan Zatorski, Deputy Director Victor Sampson, Commissioner Renee Glasco, Commission Executive Assistant I (213) 978-1300 POLICY FOR DESIGNATED PUBLIC HEARING ITEMS: Pursuant to the Commission’s general operating procedures, the Commission at times must necessarily limit the speaking times of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Commission on public hearing items must be submitted prior to the Commission’s consideration on the item. EVERY PERSON WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER’S REQUEST FORM AT THE MEETING AND SUBMIT IT TO THE COMMISSION EXECUTIVE ASSISTANT. Day of hearing submissions (10 copies must be provided) are limited to 2 pages plus accompanying photographs and posters. Submissions that do not comply with these rules will be stamped “File Copy. Non-Complying Submission.” Non-complying submissions will be placed into the official case file, but they will not be delivered to or considered by the APC, and will not be included in the official administrative record for the item at issue. To ensure that the Commission has ample opportunity to review written materials, members of the public who wish to submit written materials on agenda items should submit them to the Commission office, 200 North Spring Street, Room 532, Los Angeles, CA 90012, at least 10 days prior to the meeting at which the item is to be heard in order to meet the mailing deadline. Note: Materials received after the mailing deadline will be placed in the official case file. The Commission may RECONSIDER and alter its action taken on items listed herein at any time during this meeting or during the next regular meeting, in accordance with the Commission Policies and Procedures and provided that the Commission retains jurisdiction over the case. In the case of a Commission meeting cancellation, all items shall be continued to the next regular meeting date or beyond, as long as the continuance is within the legal time limits of the case or cases.
