OFFICIAL MINUTES CITY OF LOS ANGELES East Los Angeles Area Planning Commission Minutes Wednesday, March 22, 2017 4:30 PM Ramona Hall Community Center 4580 North Figueroa Street Los Angeles, California 90065 MINUTES OF THE EAST LOS ANGELES AREA PLANNING COMMISSION HEREIN ARE REPORTED IN ACTION FORMAT. The meeting was called to order at 4:45 p.m. by Commission President Christopher Arellano with Commissioners Choi, Leung, and Stein present. Commissioners Alarcon was absent. Also present were, Blake Lamb, Senior City Planner, Oscar Medellin, Deputy City Attorney, Harold Arrivillaga, Commission Executive Assistant, and Rafael Vega, Commission Office Staff. ITEM NO. 1 DIRECTOR'S REPORT Blake Lamb, Senior City Planner, announced that on March 22, 2017, the City Council's Planning and Land Use Management (PLUM) Committee voted in support of the Hillside Construction Regulation ("HCR") Supplemental Use District to address construction related issues in hillside areas. ITEM NO. 2 COMMISSION BUSINESS A Advance Calendar: There were no changes to the advance calendar. B. Commission Requests: There were no Commission Requests . C. Approval of Minutes - January 11, 2017, January 25, 2017, and February 22, 2017. This was postponed to a future meeting . ITEM NO. 3 NEIGHBORHOOD COUNCIL There were no presentations by any Neighborhood Council representatives. ITEM NO. 4 DIR-2016-3168-COA-1 A Council District: 1 - Cedillo CEQA: ENV-2016-3169-CE Last Day to Act: 04-12-17 Plan Area: Northeast Los Angeles PROJECT SITE: 420 North Avenue 61 IN ATTENDANCE: Ariane Briski, City Planning Associate and Naomi Guth, City Planner, representing the Planning Department; Sandy Ly, applicant's representative, and Lidia Gutierrez, appellant. MOTION: Commissioner Stein moved to continue the matter to the East Los Angeles Area Planning Commission meeting of April 26, 2017. Commissioner Choi seconded the motion and the vote proceeded as follows : Moved: Stein Seconded: Choi Ayes: Arellano and Leung Absent: Alarcon Vote: 4-0 MOTION PASSED ITEM NO. 5 DIR-2015-1187-COA-1A Council District: 1 - Cedillo CEQA: ENV-2016-3169-CE Last Day to Act: 04-10-17 Plan Area: Northeast Los Angeles PROJECT SITE: 5264 East Raphael Street IN ATTENDANCE: Ariane Briski, City Planning Associate, and Naomi Guth, City Planner, representing the Planning Department; David Lee, applicant/appellant, Anthony Marquez and Ricardo Martinez, applicant's representatives. MOTION: East Los Angeles Area 2 March 22, 2017 Planning Commission Commissioner Arellano put .forth the actions below in conjunction with the approval of the following project: A two-story addition to the rear of an existing 833 square-foot one-story single-family dwelling and a detached garage at the rear of a contributing site in the R1-1-HPOZ Zone. 1. Determine based on the whole of the administrative record, the Project is exempt from CEQA pursuant to City CEQA Guidelines, Class 31, Category 7, and there is no substantial evidence demonstrating that an exception to a categorical exemption pursuant to CEQA Guidelines, Section 15300.2 applies.; 2. Grant the appeal in part and deny the appeal in part; 3. Sustain in part the Planning Director's determination to approve a Certificate of Appropriateness for the project; 4. Adopt the Conditions of Approval as modified by the Commission; and 5. Adopt the Findings as amended by the Commission. In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Commission on public hearing items must be submitted prior to the Commission’s consideration of the item. EVERY PERSON WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER’S REQUEST FORM AND SUBMIT IT TO THE COMMISSION STAFF. Day of hearing submissions (10 copies must be provided) are limited to 2 pages plus accompanying photographs and posters. The Commission may RECONSIDER and alter its action taken on items listed herein at any time during this meeting or during the next regular meeting, in accordance with the Commission Policies and Procedures and provided that the Commission retains jurisdiction over the case. PUBLIC COMMENT PERIOD The Area Planning Commission shall provide an opportunity in open meetings for the public to address on items of interest to the public that are within the subject matter jurisdiction of the Area Planning Commission. (This requirement is in addition to any other hearing required or imposed by law.) Persons making requests are encouraged to do so in writing and should submit 10 copies to the Area Planning Commission for its consideration. Persons wishing to speak must submit a speaker’s request form prior to the commencement of the public comment period. Individual testimony within the public comment period shall be limited to five (5) minutes per person and up to ten (10) minutes per subject at the discretion of the Commission President.
