Pursuant to the Commission’s general operating procedures, the Commission at times must necessarily limit the speaking times of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Commission on public hearing items must be submitted prior to the Commission’s consideration of the item. EVERY PERSON WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER’S REQUEST FORM AND SUBMIT IT TO THE COMMISSION EXECUTIVE ASSISTANT STAFF. To ensure that the Commission has ample opportunity to review written materials, all concerned parties who wish to submit written materials on agendized items should submit them to the Commission Office prior to the meeting at which the item is to be heard in order to meet the mailing deadline. The time in which a party may seek judicial review of this determination is governed by California Code of Civil Procedure Section 1094.6. Under that provision, a petitioner may seek judicial review of any decision of the City pursuant to California Code of Civil Procedure Section 1094.5, only if the petition for writ of mandate pursuant to that section is filed no later than the 90th day following the date on which the City’s decision became final. PUBLIC COMMENT PERIOD The Commission shall provide an opportunity in open meetings for the public to address it, for a cumulative total of up to thirty (30) minutes, on items of interest to the public that are within the subject matter jurisdiction of the Commission. (This requirement is in addition to any other hearing required or imposed by law.) PERSONS WISHING TO SPEAK MUST SUBMIT A SPEAKER’S REQUEST FORM. ALL REQUESTS TO ADDRESS THE COMMISSION ON NON-PUBLIC HEARING ITEMS AND ITEMS OF INTEREST TO THE PUBLIC THAT ARE WITHIN THE JURISDICTION OF THE COMMISSION MUST BE SUBMITTED PRIOR TO THE COMMENCEMENT OF THE PUBLIC COMMENT PERIOD. CONDITIONAL USE PERMIT, to allow construction, use and maintenance of a private high school in conjunction with an existing temple and high school in the R3 zone; and, VARIANCE, pursuant to Section 12.27 of the LAMC, from the following: a. Section 12.21 A 4(c) to allow 31 parking spaces in lieu of 82 spaces required; b. Section 12.10 C 3 to allow a rear yard of 5 feet in lieu of the 15 feet required; and ZONING ADMINISTRATOR ADJUSTMENT, from Section 12.21.1, to allow a 53-feet, 6-inch high building in lieu of the maximum 45-foot height required, for the proposed construction, use and maintenance of a three-story private high school building on a vacant 25,760 square foot lot with 31 enclosed parking spaces. A maximum enrollment of 140 students from grades 9 to 12 is proposed, operating between the hours of 7:30 a.m. and 9:15 p.m., Sunday through Thursday, and 7:30 a.m. and noon on Friday. CPC NO. 2002-6814-ICO Council District: 11 CEQA: ENV-2003-6815-CE Location: Various Plan: Westchester-Playa del Rey Appeal Status: N/A PUBLIC HEARING PROPOSED INTERIM CONTROL ORDINANCE, (Kentwood), to limit development within the R3 and R4 zones to that permitted in the RD2 zone, with a maximum height of 30 feet, for an area bounded by Sepulveda Boulevard on the east, 80th Street on the south, El Manor Avenue on the west, 77th Street on the north, Arizona Avenue on the west, and a line parallel to 77th Street, approximately 1,000 feet northerly of 77th Street from Arizona Avenue to Sepulveda Boulevard that is north of Manchester Avenue. ZONE CHANGE/GENERAL PLAN AMENDMENT, from [Q]CM-1VL, C2-1, R3-1 AND R1- 1/Commercial Industrial, Neighborhood Commercial, Medium Density Residential and Low I Density Residential to C2-1/Community Commercial; and, GENERAL PLAN AMENDMENT, to the Highway designation of the Transportation Element of the General Plan and the West Adams-Baldwin Hills-Leimert Park Community Plan from Major Class II Highway to Secondary Highway for the portion of Cadillac Avenue, between La Cienega Boulevard and Venice Boulevard; and, HEIGHT DISTRICT CHANGE, from 1VL (maximum three stories and 45 feet) to 1 (unlimited and 1.5:1 FAR), for the proposed construction, use and maintenance of a five story building, approx. 100 feet in height, having approx. 185,000 square feet of floor area designed to accommodate 106 licensed beds, a central utility plant, an expanded parking structure, an expanded pharmacy and other ancillary construction to allow reuse of the center tower for outpatient services. The maximum bed count on the hospital campus will be 244 beds. The new tower will be located to the west of the existing hospital building in an area occupied by a surface parking lot. A 400-space addition will be added to an existing parking structure to replace the parking displaced by the new construction. The 27,369 square foot Venice Boulevard medical office building will be demolished. Section 12.21.1 to permit construction to commence for a 7-level parking structure, 78-feet, 8 inches high, in the existing PB-1 zone in lieu of the maximum 2-story height limitation; and b. Section 12.21.1 A1 to permit construction for a hotel with a 3.5:1 Floor Area Ratio in the existing C2-1 zone in lieu of the maximum 1.5:1 Floor Area Ratio limitation; and, SITE PLAN REVIEW, for the proposed project consisting of the demolition of a conference center, pool, recreational facility, and a two-level parking structure (620 parking spaces) associated with an existing hotel; construction of 5-story hotel addition over a 5-story parking structure, 105 feet in height, with 180 guest rooms and 475 parking spaces; and construction of a new 7-level parking garage, 78-feet, 8 inches high, with a capacity of 2,115 parking spaces to be used for off-site public airport parking (i.e. “Wally Park”). The project will have a combined total of 2,650 parking spaces (including 60 existing surface parking spaces).
