POLICY FOR DESIGNATED PUBLIC HEARING ITEMS: Nos. 4, 6, 7, 8 and 9.
Pursuant to the Commission’s general operating procedures, the Commission at times must necessarily limit
the speaking times of those presenting testimony on either side of
an issue that is designated as a public hearing item. In all instances, however, equal time is allowed for
presentation of pros and cons of matters to be acted upon. All requests to address the Commission on
public hearing items must be submitted prior to the Commission’s consideration of the item. EVERY
PERSON WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER’S REQUEST
FORM AND SUBMIT IT TO THE COMMISSION EXECUTIVE ASSISTANT STAFF.
To ensure that the Commission has ample opportunity to review written materials, all concerned
parties who wish to submit written materials on agendized items should submit them to the
Commission Office, 200 North Spring Street, Room 532, Los Angeles, 90012, prior to the meeting
at which the item is to be heard in order to meet the mailing deadline. Note: Materials received after
the mailing deadline will be placed in the official case file.

The Commission may RECONSIDER and alter its action taken on items listed herein at any time during this
meeting or during the next regular meeting in accordance with the Commission Policies and Procedures and
provided that the Commission retains jurisdiction over the case.

If you challenge these agenda items in court, you may be limited to raising only those issues you or
someone else raised at the public hearing agenized here, or in written correspondence on these matters

The time in which a party may seek judicial review of this determination is governed by California Code of
Civil Procedure Section 1094.6. Under that provision, a petitioner may seek judicial review of any decision
of the City pursuant to California Code of Civil Procedure Section 1094.5, only if the petition for writ of
mandate pursuant to that section is filed no later than the 90th day following the date on which the City’s
decision became final.

3. PUBLIC COMMENT PERIOD
The Commission shall provide an opportunity in open meetings for the public to address
it, for a cumulative total of up to thirty (30) minutes, on items of interest to the public that
are within the subject matter jurisdiction of the Commission. (This requirement is in addition
to any other hearing required or imposed by law.)
PERSONS WISHING TO SPEAK MUST SUBMIT A SPEAKER’S REQUEST FORM. ALL
REQUESTS TO ADDRESS THE COMMISSION ON NON-PUBLIC HEARING ITEMS AND
ITEMS OF INTEREST TO THE PUBLIC THAT ARE WITHIN THE JURISDICTION OF THE
COMMISSION MUST BE SUBMITTED PRIOR TO THE COMMENCEMENT OF THE
PUBLIC COMMENT PERIOD.
Individual testimony within the public comment period shall be limited as follows:
(a) For non-agendized matters, up to five (5) minutes per person and up to ten (10)
minutes per subject.
(b) For agendized matters, up to three (3) minutes per person and up to ten (10)

Pursuant to Section 12.32 Q of the Municipal Code, a Zone Change from C4 (Commercial
Zone) to RAS3 (Residential/Accessory Services Zone); and
Pursuant to Section 12.32 R of the Municipal Code, a Height District Change from 1-D
(subject to Development Limitation) to 1VL (Very Limited Height District), for the proposed
demolition of 7 multiple family units and a commercial building, and construction of a mixed-
use project consisting of 49 new multi-family apartment units (including 13 density bonus
units) and up to 10,630 square -feet of retail floor area (including a 998 square foot coffee
shop, a 2,250 square foot retail space, and a 7,382 square foot furniture store), in a building
having a maximum of 50 feet in height, 3 stories, with a 58-foot high elevator/stairwell tower
for roof access, including two residential floors above one level of ground floor retail uses,
with parking to be provided within an enclosed parking garage at grade and in one
subterranean level. The site is 29,510 square feet.

Public Hearing completed on April 15, 2005.
Pursuant to Section 14.00 B 5 of the Municipal Code, an Approval of Plans for a Public
Benefit Project to establish deemed-to-be-approved public benefit project status and
permit the renovation and expansion of an existing community center, including an early
childhood education center, with the following alternatives from the performance standards
of Municipal Code Section 14.00 A 5: (a) to permit an outdoor play/recreation area to be
approximately 96 feet from any A or R Zone or residential use in lieu of the minimum 100
feet otherwise required; (b) to permit hours of operation from 6 a.m. to 10 p.m., weekdays
and 6 a.m. to midnight, Saturdays and Sundays, in lieu of the otherwise permitted daily
hours of operation from 7 a.m. to 10 p.m.; (c) to permit outdoor activity in the playground
or courtyard after dusk, which is otherwise not permitted; (d) to permit construction of
additions to the existing building that will be higher than a main building on adjoining
property, but not higher than the existing building; (e) to permit no landscape buffer at the
north, east, and west lot lines in lieu of the minimum 10-foot otherwise required; (f) to permit
two existing and three new identification signs, each exceeding 20 square feet, in lieu of

one, maximum 20 square foot sign otherwise permitted; and
Pursuant to Section 12.27 of the Municipal Code, a Variance from the following:
a. Section 12.10 A to permit an approximately 241 space parking structure with rooftop
patio area for a senior housing use on the subject property, to replace an existing
140 space parking structure on Parcel B, PMLA 4890, in the R3-1-O Zone;
b. Section 12.21 A 7(h) to permit approximately 485 square feet of total sign area on
Parcel A, PMLA 4890 and approximately 250 square feet of sign area on Parcel B,
PMLA 4890 in lieu of the maximum 30 square feet of signage permitted in the R
Zone; and
Pursuant to Section 12.24 M of the Municipal Code, a Conditional Use Plan Approval to
establish deemed-to-be-approved conditional use status and permit the renovation and
addition of approximately 2,600 square feet of floor area to an existing, approximately 9,300
square foot early childhood education center with an increase in enrollment from 135 to 150
children, on Parcel A, PMLA 4890, in the R3-1-0 Zone; and
Pursuant to Section 12.24 F of the Municipal Code, Modification to the height and area
regulations for the following:
a. Section 12.21.1 to allow a building height of approximately 56 feet, 4 inches in lieu
of the maximum 45 feet permitted for residential buildings in Height District No. 1;
b. Section 12.10 C 1 to allow a varying 0-foot to 15 foot front yard for Parcel A, PMLA
4890 along the Olympic Boulevard frontage in lieu of the minimum 15 feet required
in order to permit the following: (1) an existing approximately 25 foot high flag pole,
(2) an existing approximately 60 square foot pole sign, 20 feet high, (3) a new
outdoor playground area, and (4) new building floor area at multiple locations
(including a portion of the proposed childhood education administration building, a
portion of the pedestrian bridge and early childhood education addition at
playground level, and a 19 foot, 5 inch high wall and trellis structure measured from
the excavated playground);
c. Section 12.10 C 2 to allow a 0-foot side yard, for Parcel A, PMLA 4890 along the
westerly property line for the early childhood education building and covered
courtyard area in lieu of the minimum 6 feet required;
d. Section 12.10 C 2 to allow a 0-foot side yard, for Parcel A, PMLA 4890 along the
westerly property line for the proposed parking structure in lieu of the minimum 6
feet required;
e. Section 12.10 C 3 to allow a 0-foot rear yard for Parcels A and B, PMLA, 4890 for
a three-story building and parking structure, respectively, in lieu of the minimum 15
feet required on property classified in the R3-1-O zone; and
f. Section 12.21 C 1(g) to allow a varying 3 feet, 4 inches to 14 feet, 2 inches in height
masonry block wall located along the front yard along Olympic Boulevard, with the
block wall exceeding 8 feet for a lineal distance of 145 feet, in lieu of the maximum
3 feet, 6 inches in height permitted for a R zoned parcel, for the proposed
demolition of a 1,200 square foot portion of an existing community center building
and an existing 140-space parking structure; addition of approximately 10,000
square feet of new floor area and construction of a new, approximately 241 space
parking structure to an existing, approximately 70,000 square foot community
center; and an increase in enrollment of an early childhood education center from
135 to 150 children. The proposal includes a new, two-story, approximately 2,000
square foot addition for program area; a new approximately 1,300 square foot
physical therapy area; an approximately 2,650 square foot addition to the existing

health club area; an approximately 2,600 square foot addition to an existing early
childhood education center with a planned increase in enrollment from 135 to 150
children; and the addition of approximately 1,450 square feet of covered outdoor
courtyard area. The existing approximately 115-seat pool observation area will be
replaced by a new, approximately 150-seat area (an increase of 35 seats); the
existing floor bench seating in the gymnasium will be replaced with a new,
approximately 44-seat bleacher area. The existing parking structure will be
replaced by a new 241 space parking structure (199 spaces for the community
center and 42 spaces for the adjacent senior housing use). No change is proposed
to an existing 8-story senior housing building located on the subject property. The
subject property consists of a combined total lot area of 121,532 square feet.
