In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Commission on public hearing items must be submitted prior to the Commission’s consideration of the item. Main Street Expiration Date: 12-08-05 Appeal Status: Appealable to City Council Public Hearing completed on October 17, 2005. Pursuant to Section 14.00 B of the Municipal Code, an Alternative Compliance Approval for a Public Benefit Project to permit an addition to an existing fire station with the following alternatives from the performance standards of Section 14.00 A 3: a) to permit an approximately 19 foot high building addition that exceeds the height of buildings on adjoining properties; b) to permit a five foot, two-inch width landscape buffer along a portion of the southwest property line and a four foot six-inch wide landscape buffer along a portion of the northeast property line, in lieu of the minimum 10-foot wide required buffer along the periphery of the property; and c) to permit a zero foot side yard in lieu of the 10-foot minimum setback required for institutional buildings; and Pursuant to Section 12.27 of the Municipal Code, a Variance from Guideline K-1 of the Landscape Guidelines (Sections 12.40 through 12.43 of the LAMC) to permit the installation of no trees in lieu of the minimum one tree for every four surface parking spaces; and Pursuant to Section 12.28 of the Municipal Code, a Yard Adjustment from Sections 12.09 C 2 and 12.21 C 3 to permit a zero foot side yard along the easterly property line of the R2-1 zoned lot in lieu of the minimum required 10-foot side yard; and Pursuant to Section 12.24 X 7 of Municipal Code, a Wall Height Determination from Section 12.21 C 1 (g) to permit construction of an eight foot high wall in the required front yard of the R2-1 zoned lot in lieu of the maximum 42-inch in height wall permitted, for the proposed addition of a 1,694 square foot, single story ambulance and fire engine apparatus bay to the existing 9,765 square foot Fire Station #33. The project also proposes improvements on the R2-1 zoned portion of the property fronting 64th Street, including driveway access, surface parking, and a new perimeter wall. Pursuant to Section 12.32 of the Municipal Code, a Zone Change from [Q]C2-1VL (Commercial Zone) and PF-1 (Public Facility Zone) to (T)(Q)RAS3-1VL (Residential/Accessory Services Zone); and Pursuant to Section 12.27 of the Municipal Code, a Variance from Ordinance No. 173,540 and Section 12.14 of the LAMC, and Commercial Corner regulations to permit early start CITY PLANNING COMMISSION 3 DECEMBER 08, 2005 construction of buildings in conjunction with the approval of the Tentative Tract map prior to the recordation of a final tract map; and Pursuant to Section 12.28 of the Municipal Code, an Adjustment from the Section 12.10.5.C(1) to allow a zero-foot front yard setback in lieu of the minimum five-feet setback required and from Section 12.10.5.C(3) to allow a one-foot rear yard setback for Building “A” and a minimum two-foot rear yard for Building “D” in lieu of the minimum 15-foot required; and Pursuant to Section 16.05 of the Municipal Code, findings for Site Plan Review for a project exceeding 50 residential units, for the proposed construction, use, and maintenance of an approximately 152,000 square foot mixed-use development consisting of 114 residential condominium units, and 12,000 square feet of ground floor commercial (retail/restaurant uses). The project will consist of four, 50-feet in height buildings with a total of 326 on-site parking spaces (228 for residents, 28 for residential guests, and 70 spaces for the commercial uses). CPC-2005-5320-CU-ZAA-SPR- Council District: 11 CDO Location: 11663, 11669, 11675, 11677 Wilshire CEQA: ENV-2003-9306-MND Blvd. and 1168 Barrington Ave. Plan: Brentwood-Pacific Palisades Expiration Date: 01-12-06 Appeal Status: Appealable to City Council Public Hearing completed on November 2, 2005. Pursuant to Section 12.24.U.26 of the Municipal Code, a Conditional Use to permit a density bonus for a development project in which the density increase is 45 percent above the approximately 54 dwelling units permitted in the C4 zone (additional 24-units for a total of 78-units). As part of the conditional use request, in exchange for dedicating 10 percent of the project’s base dwelling units (5 dwelling units) for “very low-income units”, the following affordable housing incentive is requested to make development of the project’s affordable units economically feasible: an increase in permitted project floor area from the previously approved 160,000 square feet to 182,000 square feet, a resulting Floor Area Ratio of 8.1:1; and Pursuant to Section 12.28 of the Municipal Code, a Zoning Administrator’s Adjustment from Section 12.16.C.2 to permit 0-foot side yards for the residential portion of the proposed building along the easterly property line and the westerly property line in lieu of the minimum 16 feet otherwise required; and to permit a 0-foot rear yard setback along the northerly property line for the portion of the parking structure containing residential parking; and Pursuant to Section 16.05 of the Municipal Code, Site Plan Review findings for projects CITY PLANNING COMMISSION 4 DECEMBER 08, 2005 which result in an increase of 50 or more dwelling units; and Pursuant to Section 13.08 E of the Municipal Code, a Community Design Overlay Plan Approval for a project located within the West Wilshire Boulevard Community Design Overlay District, for the proposed demolition of existing commercial space and construction of a mixed use project composed of 4,000 square feet of commercial floor area (2 commercial condominiums) and 78 residential condominium units, including 73 market rate units and 5 units to be dedicated as Very Low-Income dwelling units. The project will have 24 levels (303 feet in height) in which there will be 19-floors of residential ad 5-levels of above grade parking garage, on a 22, 414 net square foot. LIMITED PUBLIC HEARING (CLOSED) Plot Plan Approval in accordance with Section 2 of the Q Condition for the Van Nuys Airport for projects containing more than 10,000 square feet; and Conditional Use Permit required for major projects containing more than 100,000 square feet in accordance with Section 12.24 U 14 of the Los Angeles Municipal Code; and Height Variance from Section 12.21.1. A. 1 of the Los Angeles Municipal Code to allow a height of 52 feet for two hangers in lieu of the 45-foot height limit, for the proposed construction, use and maintenance of approximately 252,625 square feet of hanger space and 55,200 square feet of office space at Van Nuys Airport with 138,610 square feet of existing hanger and office space to be demolished. CITY PLANNING COMMISSION 5 DECEMBER 08, 2005 Pursuant to Section 11.5.7.F of the Municipal Code, an Exception from the following Sections of the Central City West Specific Plan (Ordinance Nos. 166,703, 167,944, and 176,519): and c. Section 8D 1 (c) to permit the following open space/landscape deviations from the Urban Design Guidelines (Appendix D), Residential Projects and the Residential Portion of Mixed Use Projects: (1) To permit approximately 3,048 square feet of Open Space to be Common Open space in lieu of the minimum 6,200 square feet of Common Open space required; and to permit 6,728 square feet of Open Space to be Private Open Space in lieu of the maximum 3,100 square feet of Private Open Space; (2) To permit the development of the project with 33 trees on-site in lieu of the 62 trees (one per dwelling unit) required; b. Section 9 D 1 a to permit the required five-foot dedication along West 7th Street to be landscaped in lieu of street and sidewalk widening; and Pursuant to Section 12.27 of the Municipal Code, a Variance from Section 17.15 C to permit early construction of buildings in conjunction with the approval of the vesting tentative tract map prior to the recordation of the final tract map; and Pursuant to Section 11.5.7 C of the Municipal Code, a Project Permit Compliance determination with the Central City West Specific Plan, for the proposed construction of a 72,030-square foot mixed-use building including 62 residential condominium units and 1 (approximately 2,843 square foot) commercial condominium unit on the ground level. CITY PLANNING COMMISSION 6 DECEMBER 08, 2005 Pursuant to Section 12.24 U 24(b) of the Municipal Code, a Conditional Use to permit a private elementary and middle school in the M2-1 Zone for the proposed conversion of an existing 24,900 square foot building, 35-feet high, containing 2-stories of building floor area and roof-top parking, into a private middle and high school for students with learning disabilities, grades 6 through 12, having a maximum of enrollment of 150 students, and hours of operation from 8:00 AM to 4:00 PM, Monday through Friday (summer hours from 8:00 AM to 2:00 PM). School staff will include 20 teachers and between 20 to 25 administrative personnel on average each day. The project will provide 38 parking spaces on the roof and 4 surface parking spaces on an approximately 15,561 square foot lot. No new construction is proposed. (This proposed relocation of the Westview School is one block west and one block south of the current campus at 2000 Stoner Avenue.) Sunset Avenue CEQA: ENV-2004-1407-EIR Appeal Status: Appealable to City Council Plan: Venice Expiration Date: 12-08-05 Continued from 10-27-05. Public Hearing completed on August 22, 2005. Pursuant to Section 12.32 of the Municipal Code, a Zone Change from M1-1 (Limited Industrial Zone) to CM-1 (Commercial Manufacturing Zone); and Pursuant to Section 11.5.7.F of the Municipal Code, a Specific Plan Exception from the following Sections of the Venice Coastal Zone Specific Plan (Ordinance 177,693): a. Section 10.F.3 to permit maximum building heights of up to 56-feet in lieu of the maximum permitted 30-feet for buildings with flat roofs, or maximum 35- feet for buildings with varied roof lines; b. Section 11.A. 3 to permit the subject property to be developed floor area ratio (FAR) of 2.05 to 1, in lieu of the maximum permitted FAR of 1.5 to 1; and Pursuant to Section 12.28 of the Municipal Code, an Adjustment from: a. Section 12.17.1 C 1 to permit a side yard setback along Main Street of 5- feet in lieu of the minimum required 7-foot setback; b. Section 12.17.1 C 2 to permit 175 dwelling units in lieu of the maximum permitted 156 units in the requested CM-1 Zone (Note: the project will also include 39 density bonus units for a total of 214 units); and Pursuant to Section 12.20.2 of the Municipal Code, a Coastal Development Permit; and CITY PLANNING COMMISSION 7 DECEMBER 08, 2005 Pursuant to Government Code Sections 65590 and 65590.1 a Mello Act Compliance review for projects in the Coastal Zone. (The Mello Act is a statewide law which requires local governments to comply with certain requirements designed to preserve and increase the supply of affordable housing in the Coastal Zone.); and Pursuant to Section 11.5.7.C of the Municipal Code, a Project Permit Compliance with the Venice Coastal Zone Specific Plan; and Pursuant to Section 16.05 Site Plan Review findings for projects which result in an increase of 50 or more dwelling units, for the demolition of an existing Metro Bus terminal and the proposed construction of an approximately 255,766 square foot mixed use building varying in height from 3 to 5 stories, 30-feet to 56-feet in height consisting of 214 residential condominium units and 10,000 square feet of commercial floor retail space, including a 7,000 square foot health club, 1,000 square foot coffee shop and 2,000 square feet of neighborhood serving retail. The project includes 39 density bonus units, of which 17 will be affordable to very low income residents. The project will provide a total of 662 parking spaces including 341 spaces for residents, 59 spaces for guests and 262 spaces for the commercial tenants. Parking will be provided in two subterranean levels. The site is approximately 136,618 square feet in size. Note: A separate case has been filed (Vesting Tentative Tract No. 61526) for subdivision purposes which will require a separate public hearing before the Advisory Agency.
