Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily limit the speaking times of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted upon. Grand Avenue SCH # 1990011065 Appeal Status: N/A Expiration Date: N/A Plans: South Los Angeles and Southeast Los Angeles PUBLIC HEARING Initiated by the City Council pursuant to Section 12.32 A of the Municipal Code, establishment of a new Specific Plan for (1) the area bounded by Exposition Boulevard on the north, Figueroa Street on the east, Martin Luther King Junior Boulevard on the south and Vermont Avenue on the west, and (2) the major site sign located easterly of the 110 Harbor Freeway (3843 S. Grand Avenue) providing the following ordinance regulatory controls related to the Los Angeles Memorial Coliseum Renovation Project which will confirm and codify previous deemed to be approved uses of the Coliseum: permitted uses within the Coliseum and related areas; required parking for the Coliseum facility; the sale and service of alcoholic beverage for on-site consumption in conjunction with Coliseum- related uses; and signage for the Coliseum and related uses. This new Specific Plan will incorporate the Plan Approval dated September 16, 2005 (CPC-2005-6333-PAD); and Pursuant to Section 65864-65869.5 of the California Government Code and the City implementing procedures, a Development Agreement between the Los Angeles Memorial Coliseum Commission and the City of Los Angeles. The Development Agreement is requested to provide reasonable assurances to the Applicant and lessees with respect to their ability to implement proposed Project Approvals, with the Applicant providing the City with certain public benefits. The proposed project consists of (1) demolition of all existing outbuildings surrounding the Coliseum structure (except for one original ticket booth developed in 1932 that will be retained) and the existing perimeter fence bordering the Peristyle area; (2) modifications to the existing Coliseum seating, resulting in a maximum of 80,500 seats (approximately 68,000 of which are fixed seating; the remainder are moveable seats or temporary seats) (3) the seating total includes the addition of approximately 200 new luxury suites and new club levels with up to 20,000 premium seats; (4) structural alterations of and additions to the existing Coliseum structure in keeping with the historic fabric retention plan; (5) the addition of accessory structures and the utilization of the Peristyle Plaza for ancillary uses including but not limited to retail, restaurant, broadcasting and office; (6) the addition of an upper deck which will increase the height of the Coliseum by approximately 60 feet at the existing rim of the stadium=s exterior wall, and a canopy structure which will extend approximately an additional 40 feet in height; (7) improvements to operational systems of the facility and the physical plant, including audio/video and lighting; and, (8) other structural and operational modifications to the existing stadium facilities. The Coliseum District Specific Plan is located within the Exposition Park which is approximately 160 acres and primarily zoned OS-1-XL, with some minor areas zoned C2-1L, [Q]C2-1, R4, RD1.5 and [Q]CM-2.
