POLICY FOR DESIGNATED PUBLIC HEARING ITEM No.
Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily
limit the speaking times of those presenting testimony on either side of an issue that is designated as a
public hearing item. In all instances, however, equal time is allowed for presentation of pros and cons of
matters to be acted upon. All requests to address the Commission on public hearing items must be
submitted prior to the Commission=s consideration of the item. EVERY PERSON WISHING TO
ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER=S REQUEST FORM AND SUBMIT IT
TO THE COMMISSION EXECUTIVE ASSISTANT STAFF.
To ensure that the Commission has ample opportunity to review written materials, all concerned
parties who wish to submit written materials on agendized items should submit them to the
Commission Office, 200 North Spring Street, Room 532, Los Angeles, 90012, prior to the meeting
at which the item is to be heard in order to meet the mailing deadline of 10 days prior to the

The time in which a party may seek judicial review of this determination is governed by California Code of
Civil Procedure Section 1094.6. Under that provision, a petitioner may seek judicial review of any
decision of the City pursuant to California Code of Civil Procedure Section 1094.5, only if the petition for
writ of mandate pursuant to that section is filed no later than the 90th day following the date on which the
City=s decision became final.

The Commission shall provide an opportunity in open meetings for the public to address
it, for a cumulative total of up to thirty (30) minutes, on items of interest to the public that

following:
a. Section 12.09.1 of the LAMC to permit the continued use and maintenance of an
existing three-story (four level) parking structure extending into the RD1.5 zoned
portion of the site having a height not to exceed 34-feet 8-inches, observing an
existing reduced 0-feet easterly side yard and a one to five foot westerly side yard, in
lieu of the five-foot side yards otherwise required, and observing an existing 10-foot
rear yard in lieu of the 15-foot otherwise required, to serve the residential uses on
SITE 1, SITE 2, and SITE 4 in addition to nearby commercial uses;
b. Section 12.21.A.4(a) of the LAMC to permit residential parking space for SITE 4 to
be provided off-site in an existing parking structure on SITE 3;
c. Section 12.21.1.A.1 of the LAMC to permit approximately 127,676 square feet, in lieu
of the approximately 60,400 square feet of floor area otherwise permitted for all the
main buildings on the C2-1 zoned portion of SITE 4 (approximately 124,870 square
feet of floor area in the existing adaptive reuse building and approximately 2,806
square feet of floor area in a new main building); and
Pursuant to Section 12.28 of the Municipal Code, a Zoning Administrator=s
Adjustment to permit:
a. approximately 106, in lieu of the 100 dwelling units otherwise permitted on the C2-1
zoned portion of SITE 4 pursuant to Section 12.14.C.3 of the LAMC;
b. all accessory uses including, but not limited to, parking and outdoor patios for
residential uses located in the C2-1 zone to be located in the RD1.5 zone, as not
otherwise permitted by Section 12.21.C.5(h) of the LAMC on SITE 3 and 4; and
Pursuant to Section 12.24.X.1 of the Municipal Code, a Zoning Administrator=s
Determination to permit an adaptive reuse project on SITE 4, incorporating the
following incentives and exceptions permitted by Section 12.24.X.1(b)(2) of the LAMC:
a. to exceed the density of the C2 zone by providing 26 joint live and work quarter
condominiums and 78 residential condominiums (total 104 dwelling units) in lieu of
the maximum 100 dwelling units otherwise permitted;
b. to exceed the floor area permitted by the C2 Zone by maintaining a building with an
approximately 3.1:1 floor area ratio (FAR) in lieu of the maximum 1.5:1 FAR
otherwise permitted;
c. to maintain an existing 0-foot front yard and 0-foot to six foot side yards which do not
meet the yard requirements of the C2-1 Zone or the Valley Village Specific Plan; and
Pursuant to Section 12.24.W.27 of the Municipal Code, a Conditional Use Permit to
permit the following deviations from the Commercial Corner Development provisions of
Section 12.22.A.23 of the LAMC:

a. to permit a 36-foot in height residential building (39.5 foot in height to top of roof top
mechanical equipment and screen) in lieu of the 33-foot height limit otherwise

building on SITE 1; and in lieu of the 25- and 33-foot height limit otherwise required
within 0 to 49 feet and 50 to 99 feet respectively for portions of a building on SITE 2;
b. to not provide a solid masonry wall at least six-feet in height as otherwise required
along the lot line of SITE 2 that is separated by an alley from a residential use;
c. to permit a variable landscape setback of one to three feet on SITE 1, and a variable
setback of zero to five or zero to three feet (depending on dedication) on SITE 2, in
lieu of the five foot in width required along the Chandler Boulevard frontage of SITE 1
and SITE 2; and
Pursuant to Section 11.5.7.C of the Municipal Code, Project Permit Compliance
Review with the Valley Village Specific Plan; and
Pursuant to Section 16.05 of the Municipal Code, Site Plan Review for a project
consisting of more than 50 dwelling units.

SITE 1:5404 Agnes Avenue, 5405 Ben Avenue, 12011 W. Chandler Boulevard
The construction of a new three story, 36-foot in height (39.5 foot height to roof top of
mechanical equipment and screening), approximately 18,383 square foot townhouse
development containing 14 residential condominiums providing two parking spaces per
unit (28 spaces) on-site and 0.5 guest parking spaces per unit (seven spaces) provided
off-site on SITE 3.
SITE 2:5409 Agnes Avenue, 12033-12053 W. Chandler Boulevard
The construction of a new four story, 36-foot in height (39.5 foot height to roof top of
mechanical equipment and screening) approximately 29,466 square foot residential
condominium development containing eight flats and 18 townhouses on a podium level,
with two parking spaces per unit (52 spaces) provided on-site at ground level and 0.5
guest parking spaces per unit (13 spaces) provided off-site on SITE 3.
SITE 3:5339-5345 Agnes Avenue, 12032-12040 W. Chandler Avenue
The continued use and maintenance of an existing three-story (four level) 292 space
parking structure extending into the RD1.5 Zoned portion of the site having a 34-foot 8-
inch height (45-foot height to top of elevator structure), observing an existing reduced
zero-foot easterly side yard, a one to five foot westerly side yard, and an existing 10-foot
rear yard, to serve the residential uses on SITE 1, SITE 2, and SITE 4.
SITE 4:5334 and 5342 Agnes Avenue, 12000-12020 W. Chandler Boulevard
The adaptive reuse of an existing approximately 124,880 square foot, 66.5 foot in height
(70.5 height of roof top mechanical screen) office building to an approximately 124,870
square foot, 77-foot in height (80.5 foot in height of roof top of elevator and stair
structures) residential building containing 26 joint living and work quarters and 78 loft
units; and the construction of two new buildings: a three story, 36-foot in height (39.5
foot height of roof top mechanical equipment and screening), 10,370 square foot, seven
unit residential townhouse condominium development along Agnes Avenue on the
RD1.5 zoned portion of the property, and a three story, 36-foot in height (39.5 foot height

parking and 26 guest parking spaces). Two parking spaces will be provided per unit of
the townhouse condominium units (18 spaces on-site) and one-half guest parking space
per unit (four spaces) provided off-site in the existing parking structure on SITE 3.

Pursuant to Sections 11.5.7 and 12.32(C) of the Municipal Code, a SpecificPlan
Amendment to the Los Angeles Sports and Entertainment District (LASED) Specific
Plan (Ordinance 174,224) to: add the Olympic North properties to the Specific Plan;
increase the maximum floor area permitted within the Specific Plan to 5,147,000 square
feet; clarify that the Convention Center Hotel may include residential units and that
ballroom/meeting facilities may be located on the Olympic West properties; clarify the
boundary of the Convention Center Expansion Parcel; modify signage regulations; and
incorporate other minor clarifications and modifications; and
Pursuant to Section 12.32(C) of the Municipal Code, a Zone Change to the Olympic
North properties from the C2-4D Commercial Zone to the “LASED” zone to add the
properties to the Specific Plan Area; and
Pursuant to Section 65868 of the State Government Code and the City implementing
procedures, an Amendment to the Amended and Restated Development Agreement
to bring the Development Agreement into consistency with this action, and incorporate
other minor clarifications and modifications.
The project location is the area generally bounded by Olympic Boulevard to the north,
Cherry Street to the west, 11th Street to the south, and Figueroa Street to the east; the
area generally bounded by 11th Street to the north, Figueroa Street to the west, Pico
Boulevard to the south, and Flower Street to the east; and the area generally
immediately north of Olympic Boulevard between Georgia Street and Francisco Street,
as well as between Figueroa Street and Olympic Boulevard.
Proposed Project:
Development of a mixed-use project over multiple parcels consisting of up to5,147,000
square feet of floor area within the Specific Plan Area (up to 5,609,705 square feet of
floor area within the larger Development Agreement area), including a minimum of 1200
hotel rooms, a minimum of 500 residential units, retail, office, entertainment, restaurant,
and convention center related uses.

STAFF RECOMMENDS APPROVAL OF THE SPECIFIC PLAN AMENDMENT,
SUBJECT TO CONDITIONS; APPROVAL OF THE ZONE CHANGE TO THE “LASED”
ZONE; AND APPROVAL OF THE AMENDMENT TO THE AMENDED AND RESTATED
DEVELOPMENT AGREEMENT.
